Town of Victory Town Board Meeting July 13, 2015 Council Member present Leonard Hand Nancy Sheldon Eleanor Pittroff Michael Wiggins Supervisor Victoria Davis Clerk Steve Yonker Highway Supervisor Debra Davis Justice Others present: Jim Mignogna, Della Jastrzab Meeting called to order at 7:00pm with the Pledge of Allegiance by the supervisor Resolution 11-2015 to move $750.00 from contingent account A1990.400 to Historian contractual account A7510.400 to pay for window replacement Motion made by Eleanor Pittroff, seconded by Nancy Sheldon. Motion to approve audited billing vouchers made by Leonard Hand seconded by Nancy Sheldon: All Ayes Motion to approve June meeting minutes with revisions was made by Nancy Sheldon Seconded by Eleanor Pittroff. All Ayes, Mike questioned when the minutes would be uploaded on the website, the clerk stated she unsure how to do this but is working to get them done. Supervisors report: General fund: $687,699.40 Highway fund $235,947.56 Total all funds: $934,521.18 The 2% fire tax has been received and will be redistributed to the fire departments this month. We also have received the second installment from the CAP from Ira. Frontier communications had discussed with Mike about a phone system that they have available to lease. It would eliminate some phone lines saving the town money. It would bring down the bill from $308.00 before taxes to $125.00 for phone and internet. The lease for the system is 5 years at $154.00. Mike stated there is never 3 lines in use so one line would be a fax line and the other would be available for the offices and highway department. Leonard would like to know if this a 5 year contract on the price of the phone and internet. Mike stated we would get be introductory pricing for only 3 years of the 5 year lease. Leonard would also like to know if maintenance included in the lease, Mike does not know if it is included in the price. He would also like to know all the specs on the device. It is also questioned if buying the device outright would be more cost ---PAGE BREAK--- efficient. The price to buy outright is $6219.00 considerably less than the amount than what would be paid during the lease. Leonard will speak to the representative on behalf of the board. Mike also discussed the possibility of road preservation law. A copy of Sterling’s road preservation law was passed to all of the board for review. Clerks Report. 11 Building permits for $417.16 26 dog licenses for $197.00 5 Garbage permits for $250.00 1 marriage license for $17.50 7 records copies for $70.00 The clerk has also been doing some genealogy searches. Code Enforcement Bruce did 11 building permits, multiple inspections and answered zoning questions. Highway Department Steve stated they have been mowing road sides doing ditch work and have fixed some guard rails. The #6 truck is down and is being repaired. The 2009 quad cab also broke down again and has been repaired. Steve received some paper work from the county to slow the speed limit down on the curve from Sandhill road to the end of Pople road where trucks from the gravel mine will be entering the roadways. They also want to reduce the speed on Sanford rd. The new speed limit would be 45 miles per hour. Leonard questioned who would be paying to post this speed limit. Steve stated all the associated cost would be handled by the Cayuga County Highway department. Resolution 12-2015 Allows Cayuga Counties request to establish a lower maximum speed at which vehicles may proceed on Pople road between Sandhill road and route 38. As well as Sanford road between Pople and the town cooperation limit made by Eleanor seconded by Leonard All Ayes. Steve would also like it on record that he feels if a bond is put in place for the road to which the dump trucks will be coming from the gravel mine, it should be at the minimum $200,000.00. He does not feel a $50,000.00 bond would be sufficient. Steve stated he had spoken with The Town of Sterling and Cayuga County they will be requesting a $200,000.00 bond. Nancy questioned the Town of Sterling holding the bond for our Town; they will no longer being doing so The Gravel mine owner will be taking out 3 separate bonds. Mike had previously wrote recommendation to the Town of Sterling planning board that the gravel mine owner would volunteer a bond $50,000.00 bond and that Mike felt that was sufficient. Nancy would like Mike to inform the planning board and the Gravel mine owner that the board does not feel that that prior amount discussed with Mike is enough and the town is requesting $200,000.00 to match the County and Town of Sterling. Nancy questioned Steve if he had heard any more progress from the State on smoothing the transition from Route 370. He had not and suggested she called and speak with them as well. Public comment: ---PAGE BREAK--- Jim Mignogna would like to know if the lowering of the speed limit could extend down Pople road to where it meets Broadway road. He was informed that would have to be done in a separate resolution by the county and that they could not extend the area that is currently listed on the resolution. Debra asked if they had received the results from the Teamsters arbitration. Mike stated that it had been resolved in the highway workers favor but would not discuss it any further in an open meeting. Mike makes a motion to go into executive session to discuss contract negotiation strategies. Seconded by Leonard all ayes. Executive session ends at 8:45pm with no decisions made on a time to hold a special meeting. Leonard would like to know the outcome of the special lighting district. Mike stated that he owns a parcel in the lighting district that is vacant and that is why he is being tax that way. Meeting called to a close at 8:50 with a motion by Eleanor and seconded by Leonard all ayes.
