Village of Fair Haven Board of Trustees Special Meeting October 23, 2017 The meeting was called to order at 7:00 p.m. followed by the Pledge of Allegiance. Board members present Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Holley Webster- Goolden, Trustee Judith Dunaway and Trustee Pete Hanford. Also, present Village Clerk- Treasurer Terri DiGregorio, Ambulance Supervisor/Zoning Officer Stan and 3 guests. COMMUNICATIONS: • It was decided by the Board of Trustees to charge all costs associated with the electrical charging station to A1620.21 buildings capital improvements, • Mayor Basile asked Trustee Dunaway to work with Clerk-Treasurer DiGregorio to put together all of the information regarding the time line for the NYSERDA $50,000.00 street lighting grant. The Board will review this information and approve wording for a news release. PUBLIC FORUM: • Heidi Smalling addressed the Board regarding zoning for rental cottages. Currently there are no regulations regarding rental properties and seasonal rental properties. The zoning does mention rentals requiring a special permit in the Bayfront district. She read several excerpts from the current Village of Fair Haven code that should be updated. • Mayor Basile responded that the Board of Trustees have talked about the need to update the zoning. The Planning Board has been assigned this task and will be working with Cayuga County Planning representatives. BUDGET PLANNING FOR RESERVES: • The Board of Trustees reviewed the reserves for purchasing vehicles and equipment. They discussed the age of the vehicles and equipment and when they would need to be replaced. • Currently the Village has two loans through the USDA. One is a 30 year loan for the upgrading of the water system in 1998 and the other was for the purchase of a fire engine in 2008. • The Board authorized the transfer of funds in the amount of $75,000.00 from the general fund cash to the reserves and $10,000.00 from water fund cash to the reserves per budget, • Some of the unappropriated fund balance in both the general fund and water fund will be designated as assigned fund balance for certain reserves. This may require a public hearing. ADJOURNMENT: The meeting was adjourned at 8:50 p.m. on a motion by Trustee Dunaway and seconded by Trustee Webster-Goolden. All aye, motion carried.
