VILLAGE BOARD MEETING MAY 11, 2015 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Chris Fulton, and Tony Peppe were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, and Code Enforcement Officer Fred Delaney were also present. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the minutes for the April 27, 2015 Village Board Meeting. · BILLS A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following bills. (Trustee McGuerty abstained from Bills #419 and #216 due to conflict of interest.) · DEPARTMENT REPORTS A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Treasurers Report for the month of April. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Public Works Report for the month of April. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Water Meter Replacement Report for the month of April. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Sewer Treatment Plant Report for the month of April. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Vehicle Log Sheet Report for the month of April. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Dog Control Report for the month of April. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Police Report for the month of April. A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to approve the written and verbal Code Enforcement Report for the month of April. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Justice Report for the month of April. ---PAGE BREAK--- A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Justice Building Inspection Report for the month of April. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney stated that the Board received an April report as noted above. · VILLAGE ORDINANCES After some discussion about Chapter 4: Section 4 – Parking, Etc.; Section 5 – Trucks, Trailers, Etc.; and Section 8 – Muffler on Motor Vehicles of the Village Ordinances, the Board agreed to table this item until the Officer-In- Charge of the Moravia Police Department has given input. (Trustee Peppe exited at 7:30 p.m.) · CONFLICT OF INTEREST Village Clerk Anne Riddell distributed the Annual Conflict of Interest Disclosure Forms to the Village Board and to all the employees of the Village. Mayor Mulvaney requested that the forms be completed, signed, and returned at the meeting. · EMERGENCY HOME REPAIR LOAN DEFERMENT After reviewing a copy of the last letter dated November 25, 2014 from the Board to a Village property owner, a motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 3-0 vote to defer the payments for an Emergency Home Repair Loan for another six months (until November 25, 2015) for a Village Property owner. · 2015/2016 TAX WARRANT A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to authorize Mayor Mulvaney to sign the Tax Warrant for 2015-2016 for the total of $301,028.95. General Fund $ 286,000.00 Delinquent Water $ 6,254.72 Delinquent Sewer $ 8,774.23 TOTAL $ 301,028.95 · ANNUAL CONTRACTS – VFW, AMERICAN LEGION, FIRE DEPARTMENT A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the annual contracts for the VFW, American Legion, and the Moravia Fire Department for $100.00 each. ---PAGE BREAK--- (Trustee Peppe re-entered at 7:34 p.m.) A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to approve Treasurer Susan Wade to write checks for each of the above contracts. · MORAVIA YOUTH LEAGUE LEASE Each of the Trustees received a three year lease between the Village of Moravia and Moravia Youth League. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to authorize Acting Mayor Gary Fickeisen to sign the Moravia Youth League Lease (to expire May 2018). · RESCHEDULE VILLAGE BOARD MEETING (MEMORIAL DAY) A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to reschedule the Village Board meeting for Monday, May 25, 2015 at 7:00 p.m. to Tuesday, May 26, 2015 at 9:00 a.m. in the Village Office. · DISCHARGE OF MORTGAGE (MUNN) Each of the Trustees received a copy of a Discharge of Mortgage for Ruth C. Munn, 56 Grove Street. (It was noted that the terms of the Community Development Block Grant had been satisfied.) A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve and authorize Mayor Mulvaney to sign the Discharge of Mortgage for Ruth C. Munn, 56 Grove Street. · INFORMATIONAL ITEMS The Village Board of Trustees each received a copy of the following: - Letter from Chuck Spaulding (re: Car Wash variance request). - CHIPS notification ($19,825.08 + $2,837.41). - Zoning Board & Planning Board member terms. - Village of Moravia Zoning Board Minutes (05/04/15). - Letter from Village Attorney (School Crossing Guard job description). - Cayuga County Association of Villages Agenda (05/26/15). - Planning Board members training attendance (Nelson & Saeli). - Security Inspection Letter from USDA Rural Development (Water Loan). - Village of Moravia Planning Board Minutes (04/20/15). - Letter to Zoning Board Chairperson Linda Arcangeli from ExpressMart’s Attorney (re: Car Wash variance decision). On the table for Board review was: - Vehicle Log Sheets for the month of April. - Copy of USDA Full Security Inspection (Water Loan). A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to adjourn at 8:13 p.m. Anne Riddell, Village Clerk
