VILLAGE BOARD MEETING NOVEMBER 23, 2015 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, and Chris Fulton were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, and Bill Chamberlain (Finger Lakes Group – Village’s Health Insurance Agent) were also present. (Trustee Anthony Peppe entered at 7:04 p.m.) · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 3-0 vote to approve the minutes for the November 9, 2015 Village Board Meeting. (Trustee Peppe entered.) · BILLS A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the following bills. · TRANSFER A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following transfer: From: A9010.8 Retirement To: A9015.8 Police Retirement - $187.00 · DEPARTMENT REPORT A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Justice Report for the month of October. Mayor Mulvaney reported that Tim Buhl looked at the items listed on the Justice Inspection Report pertaining to the floors. Mayor Mulvaney stated that Mr. Buhl will review the building specifications and report back to the Board. (Mayor Mulvaney also stated that Mr. Buhl would review the Glenside master meter that was still not functioning correctly.) · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW WATER METER REPLACEMENT Mayor Mulvaney reported that there was no news on the New Water Meter Replacements. · VILLAGE ORDINANCES (LOCAL LAW) ---PAGE BREAK--- Local Law #2 of 2015 pertaining to amending Chapter 4, Sections 4 and 5 of the Village Ordinances was tabled until the next regularly scheduled Village Board meeting due to a page missing in the final draft that was presented to the Board. · WATER LEAK DETECTION UPDATE Mayor Mulvaney reported that he had talked again with Mark Manzari of NYLD (New York Leak Detection) pertaining to the water leak repairs that were done this past summer per the findings of Mark Manzari. Mayor Mulvaney stated that Mark Manzari would look at this again after the next water/sewer billing quarter. · CABLE AGREEMENT The drafted Cable Agreement was tabled until the next regularly scheduled Village Board meeting so that NYCOM (New York Conference of Mayors) could review the final agreement per the advice of Village Attorney Charles Marangola. · ZONING AMENDMENTS (PLANNING BOARD) See the Village of Moravia Planning Board Minutes dated October 19, 2015 (included in the agenda). · SOLAR POWER GRANT (STP) Mayor Mulvaney reported that there was no news on the Solar Power Grant for the Sewer Treatment Plant. · O’TOOLE GRAVEL PIT (OAK HILL ROAD) Each of the Trustees received a copy of the letter from Mayor Mulvaney to the NYSDEC responding to the Application for Mining Permit submitted to the NYSDEC by Caitlin Julia Enterprises, LLC for the O’Toole Sand and Gravel Mine on Oak Hill Road. Letters from the Cayuga County Department of Highways Superintendent and the Cayuga County Department of Planning & Economic Development were also included. Mayor Mulvaney stated that the NYSDEC had received the letters and were forwarding them on to the applicant. · VILLAGE EMPLOYEE HEALTH INSURANCE (BILL CHAMBERLAIN) Bill Chamberlain (Finger Lakes Group, LLC) distributed packets and discussed different options for the Village employees and two Village retirees 2016 health insurance. ---PAGE BREAK--- The Board thanked Bill Chamberlain for attending the meeting. After a discussion, a motion was made by Trustee Peppe to continue the current health insurance plan for the two retirees for 2016 for $358.46. There was no second. After more discussion and comparing the three options of health insurance for the two retirees, a motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Excellus Medicare Blue PPO Copay Plan for $317.45. (It was noted that this plan was secondary to their Medicare Plan.) After more discussion and with the previous advisement of Bill Chamberlain, a motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Excellus Silver 3 Plan for 2016 for the Village employees for 2016 (Premiums: Individual $444, Employee/Spouse $888, Employee/Child $755, Family $1,265 per month.) · SE DAY FUND (CHRISTMAS RECIPIENT LIST) Village Clerk Anne Riddell stated that she had received names of three families with children that would be eligible for being a Christmas recipient from the SE Day Fund. She explained, however, that these three families were already “adopted” by other families and would be “well taken care of”. After discussing the current balance of the SE Day Fund and the concern for the possible financial assistance that may be needed for heat later this winter, the Board agreed to not distribute funds from the SE Day Fund for Christmas this year. However, a motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve a meat platter for Court for New Year’s and a cookie platter for Northwoods Rehabilitation Extended Care Facility. · EMERGENCY HOME REPAIR LOAN DEFERMENT After reviewing a copy of the last letter dated May 12, 2015 from the Board to a Village property owner pertaining to their Emergency Home Repair Loan deferment, a motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to send a letter to the Village property owner requesting an update on their financial status. (It was noted that the deferment for repayment ends November 25, 2015.) · SEWER UNIT CHARGES - 2016 The Board received an updated listing of the sewer unit charges for 2016 prepared by Treasurer Susan Wade. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the 2016 sewer unit charges per the list presented effective for the February 2016 billing. · INFORMATIONAL ITEMS ---PAGE BREAK--- The Village Board of Trustees each received a copy of the following: - Cayuga County Association of Villages Minutes (10/27/15). - Memo from Mayor Mulvaney to the Department of Public Works and the Sewer Treatment Plant requesting the status of their inventory log. - Village of Moravia Planning Board Minutes (10/19/15). - Town of Moravia Minutes (07/22, 08/19 & 09/16/15). - Letter from Cayuga County Department of Planning & Economic Development approving the name of “Joseph Drive” as a private street in the Village. On the table for Board review was: - Cayuga County Foreclosures. - Email from OWLA. - Email pertaining to the Owasco Lake Watershed Plan. Mayor Mulvaney reminded the Board of the two upcoming Public Hearings being held by the Town of Moravia on Spaulding’s property (South Main Street – Route 38) adjacent to the Village. (Express Mart and a Cell Tower) Trustee McGuerty requested that the decision at the last Village Board of Trustees meeting to not replace the street light that was hit on Main Street, be revisited. She stated that she believed that it was very dark when walking at night and that a local business owner also expressed his concern to her. The Board agreed to look at the area during the night hours and report back to the Board at the next regularly scheduled Board meeting.
