Town of Venice Board Meeting August 9th, 2018 The regular scheduled board meeting was called to order on August 9th, 2018, at 7:00 pm by Town Supervisor, John Grover. All stood for the Pledge of Allegiance. Roll call found the following present: Supervisor, John Grover; Councilmen, Stefan McGonagle; Brian Sheils; & Rodney Donald; Highway Superintendent, Stephen Fedrizzi & Town Clerk, Kim Franklin Absent: Councilman Stephen Talcott Guest in attendance: Paul Ringwood, Premier Payroll Resolution 28-2018 ~ Approval of Minutes: Motion made by Councilman Donald and seconded by Councilman Sheils to approve the minutes from July 12th, 2018. Voted: All in favor Premier Payroll: Paul Ringwood presented a quote, what benefits would be included and explained what they would do for the town if we went with them as our payroll provider. Decision tabled pending Supervisor Grover looking into Premier being insured vs bonded to protect the Town. Report(s) of Town Officials: Code Officer’s Report: copied to board members (1 permit issued for July). Clerk’s report: shows 30 dog licenses, 1 certified copy & 1 building permit with receipts of $290.00 paid to the supervisor & $46.00 paid to Ag & Markets for a total distribution of $336.00 through July 31st, 2018. Justice’s report: shows 7 tickets with $1455.00 collected in fines for July 2018 (ck #215 to supervisor) & audit report was incomplete, returned to Judge for missing documents. Assessor’s: report copied to board members. Highway Superintendent: reports the LED lights are installed; he noticed Tile Kiln Road had a counter on; all paving & chipping completed; they’re mowing roadsides for the second time; the sanders are here & being assembled; he expressed concerns with Verizon installing lines thru culvert pipes etc and hoped that the board planned on attending the Public Hearing; lastly, he needs a resolution for the SAMS Grant stating the Town of Venice will pay the difference of approximately $7,000.00 from a line item from an adopted budget (Estimated Job @ $72,000 65,000 SAMS Grant = $7,000 remainder). Resolution 29-2018 ~ SAMS Grant Project Motion made by Councilman Donald, seconded by Councilman Sheils to approve payment for the balance of funds over the amount of the SAMS Grant be paid from an adopted budget highway line item. Voted: All in favor Be it resolved that the Town of Venice will pay the balance remainder of the project to be done with the SAMS Grant. The Supervisor’s: report was reviewed and approved by board members. He received notification of: our equalization rate being 98%; Verizon Holding a public hearing at Town of Venice 8/13/18 @ 2:30 pm; a sales tax check for $85,465.78 & he received the yearly insurance bill from Eastern Shore (approximately $15,770 Highway & $5,250.00 General). Councilman McGonagle attended the Shared Services Meeting and he’s reviewed SVL Fire District’s 2016 audit which he’s using to build a projection of revenue by service areas, shown with adjustments, pertaining to the potential split (for all 3 service areas). Resolution 30-2018 ~ Audit of Claims: Motion made by Councilman Sheils, seconded by Councilman Donald to accept Audited Abstract General vouchers #203-224 in the amount of $12,515.80; Highway vouchers #100-114 in the amount of $53,746.51 & Poplar Ridge Light at $15.03. Voted: All in favor Resolved that the bills of the evening were presented, reviewed & approved. Councilman McGonagle moved to adjourn and meet again on September 13th, 2018, at 7:00 pm at 2479 State Route 34 in Venice Center and seconded by Councilman Sheils.
