MEETING & PUBLIC HEARING November 9, 2016 TOWN BOARD OF GENOA A public hearing and regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on November 9, 2016 Present Lorie Sellen-Gross, Supervisor Paul Wheeler Cheryl Shields, Board Member Mick Piechuta Don Slocum, Board Member Hans Pecher Brandon White, Board Member George Signor Al Board Member The Public Hearing and Board meeting were called to order at 7:00 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. Mr. Pecher had a few questions concerning the budget. He also asked the Board if Environmental Impact Studies had been done before the cell tower agreement was approved and the Junk Storage Law was passed. Mr. Signor asked to be provided with the booklet, Contesting Your Assessment in New York State. He also asked the Highway Department to check into the situation at the intersection of Townline Road and Pine Hollow Road because of agriculture traffic and speed of traffic at that intersection. RESOLUTION 70-2016 APPROVAL OF OCTOBER 12 & BUDGET WORKSHOP MINUTES On a motion of Board member Slocum, seconded by Board member White, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Shields, Slocum, White Nays 0 Resolved that the October 12 and Budget Workshop minutes be approved. CLERK’S REPORT Report on Revenues from Clerk’s Office for October 2016 Marriage License $ 35.00 Certified Copies 140.00 Dog Licenses 110.00 ($126.00 total - $16.00 Ag & Mkts population control fund) Building Permits 632.00 Disbursements for October Paid to Supervisor $ 917.00 Paid to NYS Health Dept (marriage license) 45.00 Paid to NYS Ag & Markets 16.00 RESOLUTION 73-2016 CLERK’S REPORT On a motion of Board member Slocum, seconded by Board member White, the following resolution was ADOPTED Ayes 5 Sellen-Gross, White, Slocum, Shields, Nays 0 Resolved that the October 2016 Clerk’s Report be approved. ASSESSOR’S REPORT Lorie Sellen-Gross Exemption renewal applications were printed by Cayuga County Real Property and I picked them up last week. This week I am concentrating to folding, stuffing and mailing the renewals. I will complete and mail applications in the following order: Enhanced STAR, Low-income Sr., Disability and lastly Agricultural. Exemption renewal applications have been or will be mailed to resident- property owners receiving Enhanced STAR recipients who bring in their proof of income and renewal application each year. Resident-Property owners receiving the Enhanced STAR who have signed up to have their annual income verified by NYS will receive either a post card indicating they need to do nothing further OR I will be mailing renewal application to those NY State was unable to verify income for. The income verification process is underway with NYS. After I receive the report back I will be able to mail the postcards or applications. Low-income Senior Citizen renewal applications have been mailed. These go to resident-property owners who have a total household annual income of less than $25,000. Each year, I review application of resident-property owners to calculate if they may be eligible. ANYONE who purchases a new home OR if they are a first time STAR applicant MUST apply for a BASIC OR ENHANCED STAR rebate through New York State Tax and Finance. It is my understanding that this year property owner may receive up to 2 checks from NYS State. The first states STAR Rebate on the check and the second states Property tax relief on the check. If property owners have questions about these they must contact NY State. ---PAGE BREAK--- TOWN BOARD MEETING and PUBLIC HEARING November 9, 2016 Page 3 Please remind anyone with land that is actively being farmed, over 65, or are low income disabled, to please come see me BEFORE MARCH 1st. Every year I have to deny and remove exemptions because property owners who are entitled, fail to return the required renewal and documentation. This is troubling for BOTH the property owner and myself. ALL NEW APPLICATIONS are due by March 1st as well. New Resident-home owners should apply for the Veterans exemptions with me and REGISTER FOR STAR WITH NYS TAX & FINANCE. I have printed flyers with the star rebate process and made them available with the exemption applications for property owner’s convenience. I have already had a few renewals submitted and hope that far more will be returned before the snowy weather begins. Office hours will continue with the same schedule as in past years. Respectfully Submitted Heather Garner, Assessor HIGHWAY REPORT Brandon White Hired Suit-Kote to put two loads of type 7 hot mix asphalt on the intersection of Lane Road and State Route 34. The mowing tractor has been repaired by Ragusa's Repair and Matt has been busy mowing. The guys have been hauling stone from Seneca Stone, stock piling it for next year. Truck #9's engine blew up. We had it towed to Ragusa's Repair and it looks like it's going to be an expensive repair. Jeff and Matt put plow frames on Trucks #4 and They also installed sanders to make sure they are working properly. Eric has been welding the tailgate and box on Truck It's getting rusty. The water truck F-250 has had brakes, and upper & lower ball joints replaced by Matt and Jeff. Robert Hunt has been hired for the Water Operator/MEO position. He has been employed with the Village of Dryden for the past 12 years as their MEO-Public Water System Operator. He will begin work on November 17. The Water System Operator from Locke has been helping out with water testing. WATER None WATER COMMITTEE Cheryl Shields Mick Piechuta The resolution for the Genoa-King Ferry Water District Extension is ready and Cheryl will look into a date for the Public Hearing. PROGRAMS & GRANTS None OLD BUSINESS Mick met with Bob Folts and a representative from Halco to discuss the heat and air quality solution for GHA and the museum. Sue is still waiting to hear from Gary Debele about the back-up solution for the computers used at the Town Hall. NEW BUSINESS Lorie asked the Board for permission to send CC ScatVan the $500 they requested. It was approved. There will be an information workshop on December 1 regarding topics concerning NYS Farm Land Protection. The Association of Towns annual training/meeting will meet in New York City in February. Lorie received a check for $166,561 from the County for sales tax. Less sales tax is generated in the County because of online sales. There is a situation on Sill Road regarding road access. Paul offered to drive over and see if he can speak with the owner. The Board discussed the budget and a few small changes were made. With no further business, on a motion of Board member Slocum, seconded by Board member Shields, the Public Hearing was adjourned at 8:15 p.m. Carried unanimously. ---PAGE BREAK--- TOWN BOARD MEETING and PUBLIC HEARING November 9, 2016 Page 5 RESOLUTION 74-2016 APPROVAL OF 2017 FINAL PRELIMINARY BUDGET WITH ADJUSTMENTS On a motion of Board member White, seconded by Board member Shields, the following resolution was ADOPTED Supervisor Sellen-Gross Aye Board member Shields Aye Board member Aye Board member Slocum Aye Board member White Aye Resolved to accept the 2017 Final Preliminary Budget with adjustments Cheryl told the Board that while reading the franchise agreement with ZitoMedia, she noted that the town is supposed to receive 3% of the gross revenue. It was also noted that this is the same agreement the Town had with Southern Cayuga County Cablevision. RESOLUTION 75-2016 APPROVAL OF BILLS On a motion of Board member Shields, seconded by Board member the following resolution was ADOPTED Ayes 5 Sellen-Gross, White, Slocum, Shields, Nays 0 Resolved to accept the bills as presented With no further business, on a motion of Board member Shields, seconded by Board member the meeting was adjourned at 8:45 p.m. Carried unanimously.
