TOWN OF NILES PLANNING BOARD Niles Town Hall, New Hope, New York July 19, 2018 MEMBERS PRESENT: Terry Green, Chairwoman D’Allah Laffoon Bob DeWitt Nate Hatfield Sara Finizio, Secretary OTHERS PRESENT: Kevin Cooper, Ruby Casa, Michael Casa, Rob Gray, John Farrell, William Millier, Noel Byrne, David Zobkiw, Sam Giacona The meeting was called to order at 7:40 PM. Ms. Green asked everyone to stand for the Pledge of Allegiance. Sara Finizio read the June 2018 minutes. Mr. Hatfield made a motion to accept the minutes as read and Mr. Laffoon seconded the motion. All approved. NEW BUSINESS:  William Millier approached the Planning Board for final approval of a site plan. Property located at 4191 Duryea Street, Moravia, New York. Tax map # 165-1-43. Prep site is for a 3,606 square foot addition to Brookside Lumber, Inc. The addition will extend the west entrance 40 feet toward Rockefeller Road with a culvert and retaining wall. The proposed location of the addition meets the minimal dimensional requirements of the code with respect to setbacks. The proposed installation of a connecting line from the existing sawmill bathroom to the existing septic system, and removal of the existing holding tank was presented with approval from the Cayuga County Health Department. A motion was made by Mr. Laffoon and seconded by Mr. DeWitt for approval of the site plan. All approved.  David Zobkiw and his legal representative, Sam Giacona, approached the Planning Board for a preliminary discussion regarding a prior merger to be subdivided into 2 separate parcels. Property located at 336-340 Fire Lane 15 on Owasco Lake. Tax map # 145.14-1-14.111. This request will be tabled until a future meeting so questions regarding setbacks for the subdivision can be clarified. Ms. Green will contact the chairman of the Niles Board of Appeals and the Niles Code Enforcement Officer regarding variances and setback laws.  John Farrell approached the Planning Board for a preliminary discussion involving the purchase of lake frontage. Mr. Farrell is contemplating purchasing property on Twisting Lane on Skaneateles Lake. The Planning Board offered suggestions to questions Mr. Farrell had regarding right of ways involving neighboring properties. ---PAGE BREAK---  Kevin Cooper and Rob Gray approached the Planning Board for a preliminary discussion involving the purchase of 20 acres from Michael Casa. Property located at 3872 Carver Road, Moravia, New York. The plan is to keep the parcel agricultural and introduce a commercial aspect to the property. The existing house would be torn down and the existing barn restored to hold events. The proposal also includes constructing cabins on the property. The Planning Board discussed all the steps involved for this concept, and will review this proposal at the August meeting. OTHER DISCUSSION:  Ms. Green reminded the Planning Board members of the Site Plan Review training session to be held August 15, 2018 at the Cayuga-Onondaga BOCES at 7:00 PM. All members are encouraged to attend. The next meeting is scheduled for August 16, 2018 at 7:30 Pm. A motion was made by Mr. Hatfield and seconded by Mr. DeWitt to adjourn the meeting at 9:40 PM.
