MEETING, TOWN BOARD OF GENOA November 11, 2015 A Regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on November 11, 2015 Present Lorie Sellen-Gross, Supervisor Mick Piechuta Cheryl Shields, Board Member Frank Sellen Don Slocum, Board Member James David Brandon White, Board Member Mark Conner Al Board Member Robert Perkins Sue Moss, Clerk The meeting was called to order at 7 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. Mr. Perkins asked the Board for their assistance in getting his neighbors to clean up their property. Mr. Perkins stated that he cannot let his grandchildren play in his yard because there are geese everywhere and they are making a mess of his lawn. There are also sheep, goats, and chickens that are roaming his property. He doesn’t think any of the numerous tractors and vehicles that are on the property are in working order. He also said that there has been quite a bit of water running across his property. The Board sympathized with Mr. Perkins and told him that they would begin, again, to work on the proposed junkyard/trash law for the Town. It was put on the back burner as other projects needed more immediate attention. The October 14 and 28 minutes were approved via email. SUPERVISOR’S REPORT Lorie Sellen-Gross RESOLUTION 62-2015 APPROVAL OF SUPERVISOR’S REPORT On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved that the October 2015 Supervisor’s Report be approved. Lorie stated that some accounts are over their budgeted amounts but this will be remedied soon. CLERK’S REPORT Report on Revenues from Clerk’s Office for October 2015 Certified Copies $ 20.00 Dog Licenses 180.00 Building Permits 663.50 Disbursements for October Paid to Supervisor $ 863.50 Paid to NYS Ag & Markets 27.00 ---PAGE BREAK--- TOWN BOARD MEETING November 11, 2015 Page 2 RESOLUTION 63-2015 CLERK’S REPORT On a motion of Board member seconded by Board member Shields, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved that the October 2015 Clerk’s Report be accepted HIGHWAY REPORT Brandon White The men hauled close to 900 ton of cinders out of Cayuga Power for the upcoming winter. This left us a little short from what we usually have. Men hauled from our reserve pile at the landfill to get enough. There was about 400 ton of salt brought in for mixing. Jeff and Eric have been hauling steady from Seneca Stone for next year’s stock. They will be bolting on the plow frames next week, getting ready for the inevitable winter months. The equipment that was put on Auctions International seems to be doing well. Frank had many calls on the crusher and the dozer. The prices are headed up fast as it gets closer to the end. Frank reported that the crusher and the dozer were each sold for $10,000 ASSESSOR REPORT Lorie Sellen-Gross Lorie stated that she received the same information as last month. REPORTS WATER REPORT Mark Conner 2,163,500 - October total 69,700 - October average Mark said the new pump will go in next week. The auto dialer is working well. WATER COMMITTEE REPORT To be reported later in the minutes HISTORIAN None BUILDINGS AND GROUNDS COMMITTEE None PROGRAMS AND GRANTS None RESOLUTION 64-2015 APPROVAL OF BILLS On a motion of Board member Shields, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved to accept the bills as presented. OLD BUSINESS Lorie, Mick and Guy Krogh met with the Bolton Point Water committee. They are very interested in talking with the Town concerning a water hook-up. Bolton Point can provide the town with approximately 250,000 gallons per day, if needed. The Water Committee met for a work session and chose four companies they are interested in contacting, asking them to submit proposals for the Water District Expansion Project. The Clerk will send out emails to the four companies tomorrow. RESOLUTION 65-2015 APPROVAL OF RFP REQUESTS BEING SENT TO FOUR CHOSEN COMPANIES On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved to accept the approval of RFP requests ---PAGE BREAK--- TOWN BOARD MEETING November 11, 2015 Page 4 There will be a Water Committee meeting on December 7 prior to the December 9 Board meeting. NEW BUSINESS Lorie received a check from the County in the amount of $163,200 for sales tax. An email was received from Cornell University’s School of Architecture, Art and Planning concerning a student group - Design Connect. It was thought that perhaps this group could help the town work on the junkyard/trash law. There will be a free Agricultural Landowner/Farmer Informational meeting on NYS Farmland Protection Program on December 1 at BOCES from 6 to 8 p.m. There is more information on the Town’s website. The fire alarm at the Town garage is not required but a good idea if it is affordable. RESOLUTION 66-2015 APPROVAL OF 2016 FINAL PRELIMINARY BUDGET On a motion of Board member White, seconded by Board member Slocum, the following resolution was ADOPTED Supervisor Sellen-Gross Aye Board member Shields Aye Board member Aye Board member Slocum Aye Board member White Aye Resolved to accept the 2016 Final Preliminary Budget The Board entered Executive Session to discuss personnel matters.
