MEETING, TOWN BOARD OF GENOA March 14, 2018 A Regular and Organizational meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on March 14, 2018 Present Lorie Sellen-Gross, Supervisor Patrick Doyle, Code Enforcement Cheryl Shields, Board Member Dale Sellen Don Slocum, Board Member Brandon White, Board Member Al Board Member Sue Moss, Clerk The Regular meeting was called to order at 7 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. Lorie introduced Patrick Doyle. He is our new Code Enforcement officer, replacing Mick Piechuta who passed away unexpectedly. The Variance Board members were invited to the meeting but because of inclement weather, Dale Sellen was the sole attendee. He talked with Patrick about the workings of the Variance Board. RESOLUTION 42-2018 APPROVAL OF February 14, 2018 TOWN BOARD MINUTES On a motion of Board member Slocum, seconded by Board member White, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that the February 14, 2018 minutes be approved. SUPERVISOR’S REPORT Lorie Sellen-Gross RESOLUTION 43-2018 SUPERVISOR’S REPORT On a motion of Board member White, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that the February 2018 Supervisor’s Report be approved RESOLUTION 44-2018 APPROVAL BILLS On a motion of Board member Slocum, seconded by Board member White, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved to accept the bills as presented ---PAGE BREAK--- TOWN BOARD MEETING March 14, 2018 Page 2 CLERK’S REPORT Report on Revenues from Clerk’s Office for February 2018 Dog Licenses $ 24.00 ($27 total - $3 Ag & Markets population control fund) Certified Copies 10.00 Disbursements for February Paid to Supervisor $ 34.00 Paid to NYS Ag & Markets 3.00 RESOLUTION 45-2018 CLERK’S REPORT On a motion of Board member Slocum, seconded by Board member White, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that the February 2018 Clerk’s Report be approved ASSESSOR REPORT Lorie Sellen-Gross All Applications for exemptions were due on March 1st. Late applications are not accepted by NY Real Property Tax Law. I will process applications through May 1st tentative Assessment Roll date. I did have several calls and requests for applications during the last week of February. All have been addressed and hopefully all owners have now completed and submitted applications. March and April I will be also be completing field work. This is the time of year that I review building and demo permits for any changes in property for the upcoming taxation year. I also review any properties that property owners have requested. During this time I will visit the property, meet with property owners and calculate any change of assessments. Properties that have merged or split also are reviewed and valued during this time. For example if 1 single 20 acre parcel is split into 5 acre parcels I will value the 4 new parcels. And if 3 adjoining parcels are merged into 1 parcel, then will value it as 1 large parcel. Any parcel that has a change in Assessment for any reason will receive a change of Assessment Notice on or about May 1st. March 1st is TAXABLE STATUS DATE. Every property will be valued as it is on MARCH 1st. For example if a house is being built and on March 1st it is completely finished it will be valued as such. If it is only a shell with utility, but not finished it will be valued as such. If a fire should take place on February 28th , it is valued as such and if a fire takes place on March 2nd, it is valued as it stood on MARCH 1st. It was suggested that perhaps this should be a paid position. The Variance Board and Board of Assessment Review members are paid $200 per year. NEW BUSINESS Lorie and Nancy (Town bookkeeper) met with Municipal Solutions with regard to the grant monies for the Town of Genoa Water Project. Lorie spoke to the Board about joining the New York Municipal Energy Program. She mentioned that not very many Towns are participating. The Board discussed the Leak Detection Proposal. The cost would be approximately $5000 and would only include the main line. Purchasing the equipment for the Town was mentioned. With our own equipment, all water lines could be checked, not just the main line. A thank you card for the flowers and reception food and supplies was received from Mick Piechuta's family. Al informed the Board that he will be resigning his position as a Board Member. He will stay on until a replacement is found. With no further business, on a motion of Board Member Shields, seconded by Board Member the meeting was adjourned at 7:40 p.m. Carried unanimously Susan B. Moss, Town Clerk
