Town of Victory Board meeting September 14,2015 Council member present Mike Wiggins Supervisor Eleanor Pittroff Board member Nancy Sheldon Lester VanDyke Others present Victoria Davis Clerk Debra Davis Justice Stephen Yonker Highway superintendent Harvey Mills Planning board chair Jim Mignogna, Patrick Coleman, James Rose, Suzanne Sinclair Cayuga county administrator Meeting called to order with pledge of allegiance by supervisor at 7:00pm Public hearing called to order; Public hear to adopt local law #1 for 2015 with will allow an order ride of the tax levy limit. The cap is 7/10th of a percent increase on the taxes. This is an amount set forth by the government. Due to increase in service for the Town of Victory this may not be a feasible about. Mr. Wiggins stated most of the service have had at least a subtle increase. Mrs. Sheldon stated that when they enacted this before the board was able to stay within the cap. No Public comment. Resolution to approve transfer of $2000.00 from new equipment fund to maintenance fund to finish out the year and get the trucks ready to plow. Motion made by Lester Seconded by Eleanor; All ayes. Resolution to hold a public hearing on October 12th at 7:00 pm to adopt local law #2 Town of Victory Road Preservation law. Motion made by Lester Seconded by Eleanor All ayes. Motion to approve audited vouchers made by Eleanor Seconded by Lester; All ayes Motion to approve Minutes from August made by Eleanor Seconded by Lester; All ayes. Supervisors Report: Total general fund: $709,660.01 Total highway fund: $202,134.87 Total all funds: $922,082.51 Workplace violence training will be October 7th held in the Fair Haven Fire Dept one is from 1pm to 3pm and second in 6:30-7:30pm ---PAGE BREAK--- Dependable disposable had merged with D&L and they submitted a bid for 2016 trash removal for $90,485.00 this is around double the bid from last year this bid is based on 630 household we sell around 360 permits in a year. Civic heritage is holding a municipal appreciation evening on Tuesday September 15th at 7:00pm Clerks report: 3 building permits $80.00 31 dog licenses 238. 2 garbage permits for $100.00 The state dot will be doing a formal investigation on changing the speed limit on Sanford and Pople roads. Highway report: The Rhino mower went down, the parts would be around $3,000. They have considered buying a new mower. They have been hauling sand, and salt has been ordered. George Wethey stated they will be getting a 5% increase in the snow plow contact. He also discussed posting the weight limit, on the bridge on Pople road. Planning Board report: Minor subdivision and they have been looking into the mine in sterling and they do not feel that the town has been informed enough on what will be happening with our Town roads. They also feel that Town should join into a class action lawsuit if one is formed if the mine is approved. Some problems they have are that they clear cut land prior to the DEC investigation ruining a possible bat habitat or any Indian burial ground or artifacts that could have been there. The mining could also affect the water table or the surrounding areas. Mike stated that these issues were for the DEC and Sterling to deal with. Nancy would like to know if we have any laws to protect the water in the Town of Victory, Mike stated that there was not any that he knew of. The county administrator stopped to introduce herself to the Town, Suzanne Sinclair. Public hearing called to a close at 8:00pm, Motion to adopt local law #1 made by Lester, Seconded by Eleanor; All ayes. Floor opened for Public Comment. James Rose introduced himself; he is running for Highway Superintendent. Executive session called to discuss upcoming contract negotiations by Lester Van Dyke, seconded by Nancy; All ayes. Executive session called to and end with no decisions to made. Budget workshop Discussion about some changes to the budget lines. The prices were raised for Williamson Law book to $3,465; Patty did not believe that it should not be all paid for from the central data process, Mike will look into this. ---PAGE BREAK--- Excellus BCBS price increases this for James Nodine and Kevin King $1,673 for a total of $14,795. CIMVAC wanted 1.5% increase $12,815 in this contract Lakeshore ambulance would like a 5% increase to $21,705 New York state retirement $15,060 DA 9010.800 will be $27,955 Finger Lakes dog protection will not be increasing their rates. Municipal association dues will be $700 Attorney will have $4,500 budgeted with no extra in contractual for contract negations. Election will be left at $2,000 Operation of buildings will have $1,500.00 Lezli will need some new equipment with no longer sharing her office with ira . She is requesting as a salary this is $13 per parcel $12,272. Vital statistics will now be paid as a salary of $200.00 Meeting called to a close at 9:15pm motion made by Eleanor seconded by Nancy; All ayes
