VILLAGE BOARD MEETING SEPTEMBER 24, 2018 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:02 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Chris Fulton, and Anthony Peppe (entered 7:28 p.m.) were in attendance. (Trustee Gary Fickeisen was absent.) Village Clerk Anne Riddell, Treasurer Susan Wade, and Megan Ehrhart (Auburn Citizen) were also present. · PUBLIC Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 3-0 vote to approve the minutes for the September 10, 2018 Village Board meeting. (Mayor Mulvaney voted.) · BILLS A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 3-0 vote to approve the following bills. (Mayor Mulvaney voted.) · DEPARTMENT REPORTS A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 3-0 vote to approve the Dog Control Report for the month of August. (Mayor Mulvaney voted.) A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 3-0 vote to approve the Justice Report for the month of August. (Mayor Mulvaney voted.) · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Trustee McGuerty stated that they met with the Town of Moravia representatives on September 18, 2018 and are scheduled to meet again on October 30, 2018 to further discuss the Glenside Water/Sewer District Agreements. This item was tabled until the next regularly scheduled Board meeting. · NEW METER REPLACEMENT Mayor Mulvaney stated that there was no report on new water meter installations. · VILLAGE ORDINANCES Each of the Trustees received a copy of the local law pertaining to chickens and livestock that was drafted by the Village of Moravia Planning Board and Village Attorney Charles Marangola. Mayor Mulvaney stated that a letter from the Planning Board should be received before the Board of Trustees approval. This item was tabled until the next regularly scheduled Board meeting. · SEWER BREAKS AND FLOODING Each of the Trustees received an updated quote from National Water Main Cleaning to clean and televise the drain pipes on North Main Street and Congress Street for a total of $30,474.00. Mayor Mulvaney stated that he ---PAGE BREAK--- had contacted another company that would be submitting a quote after they come next week to assess the two drain pipes since the National Water Main Cleaning quote was much higher than expected. This item was tabled until the next regularly scheduled Board meeting. · VILLAGE’S WATER/SEWER SYNOPSIS 2017 Mayor Mulvaney reported that there was no news on the Village’s Water/Sewer Synopsis 2017. This item was tabled until the next regularly scheduled Board meeting. · MRB GROUP (SEWER USE LAW UPDATE) Mayor Mulvaney stated that they had met with MRB Group on September 14, 2018 and discussed the Sewer Use Law Update and made revisions. He stated that they would be meeting again soon. This item was tabled until the next regularly scheduled Board meeting. · VILLAGE EMPLOYEE HEALTH INSURANCE SYNOPSIS (2019) The Board received a comparison of two BlueCross BlueShield policies that was prepared by Mr. Chamberlain (one of which was the Village of Moravia’s current policy). Treasurer Susan Wade did an excellent job of explaining the difference between the two policies. (It was noted that the current policy had an increase of 5.2% and an increased deductible, whereas the second suggestion had a -2.9% decrease with an increased deductible also.) The Board also received a copy of the HRA Account Synopsis from 2012-to date. No decision was made. This item was tabled until the next regularly scheduled Board meeting. (Trustee Anthony Peppe entered at 7:28 p.m.) · VILLAGE BOARD – COLUMBUS DAY HOLIDAY (10/08/18) A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 3-0 vote to reschedule the Monday, October 8, 2018 Village Board meeting to Tuesday, October 9, 2018 at 7:00 p.m. due to Columbus Day being observed on Monday, October 8, 2018. · SEWER ACCOUNT REMOVAL REQUEST (FNB GROTON) Each of the Trustees received a written request from The First National Bank of Groton for their property located at 47 South Main Street requesting the water/sewer account be removed for the property. It was noted that the structure had been relocated. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 3-0 vote to approve removing the water and sewer account for 47 South Main Street (Account #10120) owned by The First National Bank of Groton. · DISCHARGE OF MORTGAGES – 2 (DWYER) Each of the Trustees received copies of two Discharge of Mortgages for Douglas and Dwyer of 44 Central Street. (It was noted that the CDBG Loan and Grant had been paid and satisfied.) A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 3-0 vote to approve and authorize Mayor Mulvaney to sign the two Discharge of Mortgages for Douglas and Dwyer of 44 Central Street. · INFORMATIONAL ITEMS ---PAGE BREAK--- Each of the Trustees received a copy of the following: - Village of Moravia’s Planning Board Minutes (08/20/18). - Letter to Mayor from Ballston Spa resident pertaining to traffic control suggestions. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried by a 3-0 vote to send a letter of response. - Letter of response from Mayor to Moravia-Locke Chamber of Commerce pertaining to the street lights on Main Street. - Cayuga County Association of Villages Agenda (09/25/18) and Minutes (08/28/18). - Email from Powers Library (Event 09/29/18). - Denial letter to Kessler (re: Sewer dumping request). - Village of Moravia Fall Newsletter. On the table for Board review was: - Four Town First Aid Squad 50th Anniversary invitation (09/29/18).
