TOWN OF NILES PLANNING BOARD Niles Town Hall, New Hope, New York January 19, 2017 MEMBERS PRESENT: Terry Green, Chairwoman Bill Stinson D’Allah Laffoon Sara Finizio, Secretary ABSENT: Frank Girardi OTHERS PRESENT: Phillip Badman, Bob DeWitt, Bernie Juli The meeting was called to order at 7:30PM. Ms. Green asked everyone to stand for the Pledge of Allegiance. Sara Finizio read the November 2016 minutes. Mr. Stinson made a motion to accept the minutes as read, and Mr. Laffoon seconded the motion. All approved. The December 2016 meeting was not held due to lack of quorum. NEW BUSINESS: • Phillip Badman approached the Planning Board for preliminary approval of the minor subdivision of a 0.54 acre of land from a 95 acre parcel to George Bristol. Property located at 4443 State Route 41A, Fire Lane 20. Tax map #148.00-1-51.118. Mr. Bristol plans to merge the 0.54 acre to his existing property. The subdivision will be contingent on the merger. o Forms received: Application for Subdivision Short Environmental Assessment Form Request for Informal Meeting A motion was made by Mr. Laffoon and seconded by Mr. Stinson for preliminary approval. All approved. OTHER DISCUSSION: • Bernie Juli, Town Board member, introduced the subject of Solar Energy Development. The impact of solar farms and their effect on the community was discussed with the need for the Town of Niles to have regulations in place. The Town Board is looking into this matter through the Town’s legal representative. • Ms. Green reviewed the minutes from the last Board of Appeals hearing on November 16, 2016. The next meeting is scheduled for February 16, 2017 at 7:30PM. ---PAGE BREAK--- A motion was made by Mr. Laffoon and seconded by Mr. Stinson to adjourn the meeting at 8:55PM. All approved.
