1 Village of Fair Haven Board of Trustees Meeting October 9, 2018 The Board of Trustees meeting was called to order at 7:00 p.m. followed by the Pledge of Allegiance. Board members present, Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Judith Dunaway, Trustee Chris Drogi and Trustee Hope Wojtowicz. Also present, Ambulance Supervisor/Zoning Officer Stan Village Clerk-Treasurer Terri DiGregorio and 12 guests. COMMUNICATIONS: • In receipt of 8/28/18 Cayuga County Association of Villages meeting minutes. • In receipt of $793.09 insurance check regarding wires down at Phillips Park. • In receipt of example of plans for public restrooms. • In receipt of correspondence from Fair Haven Community Church Food Pantry Coordinators. • In receipt of 9/24/2018 Proposal for bandstand floor. • In receipt of Planning Board meeting minutes from 9/20/18 and 10/2/18 • In receipt of Fair Haven Library Trustee’s meeting minutes from 9/26/2018 PUBLIC FORUM: • Ellen Gerberich updated the Board of Trustees on the Community Connection Trail. The first section has been completed. They hope to work on the section that goes through Barb Longley’s property soon. Ellen asked the Board to locate the NYS DOT plans for sidewalks when State Route 104A was renovated in 2006. The original plan to extend the sidewalk to West Bay Road was cut from the budget and these plans would assist the trail committee. She also inquired about the DPW emptying garbage cans placed along the trail. Ellen also donated an American flag for Central Park. • Frank Perkins informed the Board the Seniors last meeting was October 4th and they had a flue shot clinic. The next bus trip is October 10th and the next meeting is October 18th. The Sterling Silver Swingers thank the Board for their contribution. MINUTES: The board meeting minutes from September 6th & 10th were approved on a motion by Trustee Dunaway and seconded by Trustee. All aye, motion carried. The October 3rd & 4th board meeting minutes were tabled until the November meeting on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling due to the fact the Board did not have a chance to review them yet. ABSTRACT #5 VOUCHERS: The following abstracts were approved on a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway. All aye, motion carried. • General Fund: $58,467.12 • Water Fund: $6,759.63 • Trust & Agency: $3,686.61 • September Payroll: $49,277.35 General Fund Budget Modifications: The following budget modification was approved on a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway. All aye, motion carried. • Transfer $437.32 from Contingent Account to Celebrations contractual COMMITTEE REPORTS: • The September DPW report submitted by Roger Granatiero and presented by Carrie Bolton was accepted on a motion by Trustee Drogi and seconded by Deputy Mayor Krehling. All aye, motion carried. Trustee Drogi brought to the Board’s attention that the lumber used for the ice-skating rink could be utilized a second time in the repair the Cottage Street boat dock. • Treasurer’s report submitted by Terri DiGregorio for period ending 9/30/2018. General fund balance $787,360.01 which includes WBB $3,753.83, Water fund $140,338.06, Trust & Agency $775.69 $12,451.00 and CDBG $1.00. The report was accepted on a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway. All aye, motion carried. ➢ Terri submitted the list of NYCOM Fall School Classes attended September 24th – 28th. • The September Ambulance report submitted by Stan was accepted on a motion by Trustee Drogi and seconded by Deputy Mayor Krehling. All aye, motion carried. • The September Code Enforcement report submitted by Stan was accepted on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling. All aye, motion carried. Stan also updated the Board on the status of sewer connections. At least 3 have or are currently utilizing the grant through Homesite. There are a few that are in the process or have been served appearance tickets for non-compliance. ---PAGE BREAK--- 2 UNFINISHED BUSINESS: • $50,000.00 NYSERDA update: Task 2. Project Design completed and confirmed in portal, authorization given to purchase the electric vehicle according to instructions. In receipt of communication from Senator Helming congratulating the Village on earning the Clean Energy Community designation. A plug will need to be installed at the village hall. Lights will need to be purchased and on the Mitsubishi Outlander. On a motion by Trustee Dunaway and seconded by Trustee Wojtowicz up to $36,835.00 is authorized for the purchase of the 2018 Mitsubishi Outlander PHEV SEL S-AWC 4-door SUV. All aye, motion carried. • $275,000.00 NYMS Grant update: All 9 applicants have received project approval letters requesting signatures and down payment of prepaid project costs. • $50,000 SAM DASNY Grant update: A budget still needs to be established for a phased project. In receipt of signed proposal for professional services facility improvements from c2ae Architecture & Engineering. C2ae has completed a survey of the village hall and garage. • FEMA update: In receipt of $44,534.49 for FEMA 4348 DR NY from Homeland Security & Emergency Services for emergency protective measures. Confirmed by Tony Barrera to pay bills incurred during flood. • $400,000.00 NYS CDBG Lake Ontario Flood Recovery Program update: Mailed signed contract with Thoma Development Consultants for administration of Flood CDBG #385IT219-17. A meeting will be set up for October 16th. • South Richmond Ave. one-way street under review. • Reminder to board members to submit 3-month calendars for NYS Retirement. NEW BUSINESS: • In receipt of propane quotes from Superior Plus, E&V and AmeriGas. NOCO will be contacted for pricing. The Village will stay with Superior Plus as they submitted the lower price unless NOCO comes up with better pricing. Trustee Dunaway stated she prefers we use a local propane company. • Beacon Mobile System training for reading water meters will occur on November 13th and 14th from 9am to 4pm. The village hall will be closed for these two days of training. • Mandated safety training for all Village of Fair Haven employees, paid boards and volunteer boards will be offered on November 14th at 2:00pm and 7:00pm at the Fair Haven Fire Department. Webinar classes are also available on line. • New York State instituted new sexual harassment guidelines and training. A new sexual harassment policy was reviewed by the Board and will be added to employee hand book as an amendment. This policy was adopted on a motion by Trustee Dunaway and seconded by Trustee Wojtowicz. All aye, motion carried. • The November board meeting will be rescheduled to Tuesday November 13th due to Veteran’s Day as the Village Hall will be closed on November 12th. • Deputy Mayor Krehling responded to an incident at the King street boat ramp as a boater blew out a tire and possibly bent rim on a boat trailer. Deputy Mayor Krehling explained that when the water is low people have to back out further to load or unload boats and there is quite a drop off there now due to last years flood. • The Board reviewed proposals for testing indoor air quality regarding mold affecting the health of office staff. The Board accepted LaBella’s proposal on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling. All aye, motion carried. EXECUTIVE SESSION: The Board of Trustees entered into executive session to discuss proposed, pending and current litigation at 8:22pm on a motion by Deputy Mayor Krehling and seconded by Trustee Wojtowicz. All aye, motion carried. The Board exited executive session at 8:57pm on a motion by Deputy Mayor Krehling and seconded by Trustee Wojtowicz. All aye, motion carried. No decisions were made during executive session. ADJOURNMENT: The meeting was adjourned at 8:58pm on a motion by Deputy Mayor Krehling and seconded by Trustee Wojtowicz. All aye, motion carried.
