Town of Venice Board Meeting April 12th, 2018 The regular scheduled board meeting was called to order on April 12th, 2018, at 7:00 pm by Town Supervisor, John Grover. All stood for the Pledge of Allegiance. Roll call found the following present: Supervisor, John Grover; Councilmen, Stephen Talcott; Rodney Donald; Brian Sheils; & Town Clerk, Kim Franklin Absent: Highway Superintendent, Stephen Fredrizzi & Councilman Stefan McGonagle Guest in attendance: Bill Hall, SVL Fire Commissioner & Justice Melanie Quinn SVL Fire Commissioner, Bill Hall, attending our Board Meeting to keep communications open; answered/listened to any questions/concerns. The Town Board agreed that it would probably be to everyone’s best interest to hold a public hearing when they meet with the Pinsky Law Group so everyone hears the same information. Resolution 13-2018 ~ Approval of Minutes: Motion made by Councilman Donald and seconded by Councilman Sheils to approve the minutes from March 8th, 2018. Voted: All in favor Report(s) of Town Officials: Code Officer’s Report: No report submitted. Town Board continues to table the decision on using the new Unified Solar Permit, pending review/update from new Code Officer, Patrick Doyle. Clerks report: 4 dog licenses & 1 DECAL with receipts of $11.38 paid to the supervisor, $4.00 paid to Ag & Markets & $23.62 paid to DEC for a total distribution of $39.00 through March 31st, 2018. Tax collection has been completed & will be turned over to the Cayuga County Treasurer next week. Total tax penalties computed at $1395.00 and check issued to Town Supervisor. The Town Clerk presented the Board with attorney verification that the Town Board can change dog Licensing fees at their discretion as long as they do not go below the set minimums and she provided what 16 surrounding towns are currently charging for a comparison; lastly, she provided the approximate cost of $500.00 to conduct an inhouse dog enumeration. Resolution 14-2018 ~ Increased Licensing Fee’s Motion made by Councilman Donald and seconded by Councilman Talcott to increase the licensing fees of sprayed & neutered dogs to $5.00 and unspayed & unneutered to $10.00 effective 9/1/18. Voted: All in favor Resolved to increase dog licensing fees. Resolution 15-2018: Approval to conduct a Dog Enumeration Motion made by Councilman Donald and seconded by Councilman Sheils to conduct a Town of Venice Dog Enumeration with an approximate cost of $500.00. Voted: All in favor Resolved to conduct an inhouse dog enumeration. Justice report: shows 14 tickets and $1,887.00 collected in fines for March which she submitted to supervisor; and she presented & explained her new Justice reports back to January 1, 2018. Assessor: no report submitted Highway Superintendent: continues to work on Bridge Fund New York (for Tile Kiln Road); Senator Helming’s Office granted us $65,000.00 to upgrade Morton building; he received the CHIPS budget for Venice at $161,561.19 ($565.02 ---PAGE BREAK--- more than last year); ditcher tires are going bad, he submitted 3 quotes, Parmenter $3600.00, McLaughlin $3700.00 & McLaughlin $3688.00 for Board review and they are hauling stones and doing brush mowing. Resolution 16-2018 ~ Purchase of new ditcher tires Motion made by Councilman Donald, seconded by Councilman Talcott, to allow the highway superintendent to purchase the tires at his discretion. voted: all in favor Resolved to buy new ditcher tires. The Supervisor’s: report was reviewed and approved by board members. He reported that Town Highway Employee, David Earl’s, mother passed away and the Town made a donation of $50.00 to Four Town Ambulance in her memory. Councilman Talcott reported he attended the Cayuga County Planning Board meeting on April 4th, 2018, where zoning board issues were primarily discussed. Resolution 17-2018 ~ Audit of Claims: Motion made by Councilman Sheils, seconded by Councilman Donald to accept Audited Abstract General voucher #095 – 125 in the amount of $10,091.56 & Highway voucher #049 - 065 in the amount of $47,477.37 & No Poplar Ridge Light. Voted: All in favor Resolved that the bills of the evening were presented, reviewed & approved. Councilman Donald moved to adjourn and meet again on May 10th, 2018, at 7:00 pm at 2479 State Route 34 in Venice Center and seconded by Councilman Talcott.
