Meeting Minutes May 29th, 2018 At a regular scheduled meeting of the board of Trustees of the Village of Port Byron held in the municipal building at 6:00PM, in lieu of the Memorial Day Holiday and communicated to the local newspaper “the Citizen” of the change in date and time, the following were present: Mayor: Ronald Wilson Trustee: John Bell Trustee: Patrick Fenton Trustee: Mary Jump Trustee: Jeffery Girvin Village Clerk: Caitlin Bacon Village Treasurer: Diana Warren Public Present: Fred Harris Mayor Wilson called the meeting to order at 6:00PM and opened with the Pledge of Allegiance and a moment of silence. Mayor Wilson asked the Public if there was anything they would like to discuss. No public discussion. Mayor Wilson presented the street bids for the year of 2018. The Village Board read the two proposals submitted by Vitale Inc. and Seneca Stone Corp. Mayor Wilson communicated to the Village Board that a third request was sent, but the third company did not send a bid in return. Discussion to decide on which proposal to sign was had. Motion to sign the proposal submitted by Seneca Stone Corp. to pave a portion of Tex-Pultz Rd., Maple Ave., and Blauvelt Dr. for $48,190.00 made by Trustee Girvin. Motion was seconded by Trustee Bell. All in Favor: 5-0 Village Clerk Bacon to forward signed contract to Seneca Stone Corp. Mayor Wilson informed the Board that the planning board approached him with information regarding the Federated Church on Tex-Pultz stating that they would like to sell a piece of their parcel, which in the past was its own parcel -it was combined to the Church parcel to make their property one parcel. The Village Board stated that it would be considered a private sale and the Planning Board does not need to be involved. Mayor Wilson asked the Village Board if they would like to have a Village wide garage sale again this summer, and if so, what dates. After a discussion, the Village Board decided to hold the Village Garage Sale on Friday, July 20th and Saturday, July 21st, 2018. The Garage sale will be posted on the website and marketed in the paper. Mayor Wilson moved to a resignation letter that was submitted to Village Clerk Bacon the morning of the 29th by DPW employee, James David. Motion to accept the resignation, with regrets, made by Trustee Girvin. Motion was seconded by Trustee Jump. All in Favor: 5-0 The Village Board discussed James David’s requests from his submitted letter regarding benefits. The Village Board then discussed filling the position. Advertisement in the local newspaper for a laborer and depending on CDL or qualifications to be possibly a Motor Equipment Operator. Applications for employment will be accepted. The Village Board discussed his payment request from vacation time accrued, as the next fiscal year starts June 1st, and James David to be awarded 20 days’ vacation under 15+ years of service and his health insurance benefit. Motion to abide by the work rules regarding James David’s request for benefits made by Trustee Girvin. Motion was seconded by Trustee Bell. All in Favor: 5-0 Mayor Wilson informed the Village Board of an issue with the safe, and possibly purchasing a new fire proof safe. Motion to purchase a fire proof safe made by Trustee Girvin. Motion seconded by Trustee Bell. All in Favor: 5-0 ---PAGE BREAK--- Mayor Wilson informed the Village Board of new information regarding the SCAT Van. A list of riders was sent to us from the County. The Village Board reviewed the list. Motion to pay the same amount as last year, of $600, and sign the contract for the SCAT Van, for qualified Village residents to use, made by Trustee Girvin. Motion was seconded by Trustee Jump. All in Favor: 5-0 Per Last Village Board meeting, the Fire report, due to an abstain vote from Trustee Bell, was not accepted. The Village Board reviewed the report submitted. Motion to accept the report as presented by Trustee Girvin. Motion was seconded by Trustee Jump. All in Favor: 4-0-1 Trustee Bell voted as abstained. Mayor Wilson stated that Resident Fred Harris had come to the Village Office requesting the catch basin that once was on his property and was removed, will be installed again. The Village Board discussed and will have the DPW employee’s install a catch basin on said property. Mayor Wilson informed that Village Board that same resident questions the possible sale of the Old fire House property, a parcel in front of his residence, to him. Mayor Wilson informed the Village Board of his findings regarding the sale of Village property. Motion to start the process to put said parcel up for bid made by Trustee Girvin. Motion was seconded by Trustee Fenton. All in Favor: 5-0 Mayor Wilson informed the Village Board of a reappointment for a Planning Board member, George Powers, and of a conversation with said member stating that he would continue to serve on the Planning Board. Motion to reappointment George Powers into the open seat on the Village of Port Byron Planning Board, for a term of five years, made by Trustee Girvin. Motion was seconded by Trustee Bell. All in Favor: 5-0 Village Clerk Bacon informed the Village Board of dates the “Rockinspeil” Band has available. Village Clerk Bacon to book “Rockinspeil” for the dates of July 14th and September 15th and call Lock 52 for available date left on August 4th. Mayor Wilson informed the Village Board that a decision for salaries for the 2018-2019 fiscal year needed to be discussed and determined. The Village Board discussed the salaries for Village Employee’s presented on a worksheet. Motion to accept salaries as presented, for the 2018-2019 fiscal year, made by Trustee Girvin. Motion was seconded by Trustee Jump. All in Favor: 5-0 Discussion regarding work to be done throughout the Village of Port Byron was had. The Shed behind the fire hall was presented. Mayor Wilson informed the Village Board that this was completed. The lawn at the vacant parcel of the Church Street School was discussed, and even asking outside of the Village of Port Byron to bush hog the lawn. Motion to mow the lawn at the vacant parcel of the Church Street School made by Trustee Bell. Motion was seconded by Trustee Girvin. All in Favor: 5-0 Mayor Wilson communicated that the port-a-potty has been brought to Schasel park. Mayor Wilson Communicated a letter submitted by Justice Bell, regarding the audit required on the Justice records. Justice Bell stated in her letter that the records would be ready for audit by the Village Board at the June 11th Village Board meeting. Treasurer Diana Warren submitted a list of proposed budget adjustments for the 2017-2018 budget. The Village Board reviewed the recommendations. Motion to make the adjustments, as Treasurer Warren presented, on the 2017-2018 budget made by Trustee Girvin. Motion was seconded by Trustee Bell. All in Favor: 5-0 ---PAGE BREAK--- Mayor Wilson informed the Village Board of a conversation had with the Town Supervisor of Mentz regarding a Grant Writer. The Town does not have one either. Mayor Wilson communicated that he has talked to Thoma Development to ask for a grant writer proposal and has another one in mind to ask. Mayor Wilson proposed motion to accept the meeting minutes from prior Village Board meeting, May 14th, 2018 to be approved. Motion to accept meeting minutes, as presented, by Trustee Bell. Motion was seconded by Trustee Fenton. All in favor: 3-0-2 Trustee Girvin and Trustee Jump abstained due to absence from said Village Board meeting. The Parcel in between the Dollar General and the old Auto Body Shop has been recognized to need mowing. Village Clerk Bacon to call owner of said property to remedy. Mayor Wilson questioned the Village Board if there was anything else to discuss, Trustee Fenton mentioned that there was business he would like to bring up. Trustee Fenton informed the Village Board that: • he was recently in Schasel Park and believed he might have seen a sink hole near the end of the old canal water way and a trail tourism sign was broken. • wanted to compliment the Memorial Day Parade and mention that the planters in the triangle were not weeded and there were no apparent flowers. • there have been tenants on Main Street, near the corner of Church Street, letting their dogs relieve themselves on the sidewalk, including feces. All parties that can remedy said issues will be contacted. Mayor Wilson questioned the Village Board if there was anything else to discuss. Nothing else to discuss. Motion to adjourn the regular scheduled Village Board Meeting on May 29th, 2018 made by Trustee Girvin. Motion was seconded by Trustee Jump.
