TOWN OF MENTZ REGULAR MEETING JUNE 20, 2017 Supervisor Nielens called the meeting to order at 7:03 PM, led the Pledge of Allegiance and asked for a moment of silence. Members Present: Supervisor Nielens, Councilman Mark Emerson and Councilman Jeff Mills. Councilman Matt Poyneer arrived at 7:25 PM and Councilwoman Barbara Clancy was absent. Others Present: Attorney Kevin Cox, Town Clerk Charleen Wood, Deputy Town Clerk/ Cemetery Superintendent Lucy Ware, Highway Superintendent David Nielens, Historian Mike Riley, Code Enforcement Officer Jay Moose, and Veterans Memorial Chairman Joe Felice. Minutes Approval: Minutes of the May 16, 2017 Meeting: Motion made by Mark Emerson and seconded by Jeff Mills to approve the minutes as presented. Motion carried 3-0. Absent: Barbara Clancy and Matt Poyneer. Audit of Bills: Motion made by Jeff Mills and seconded by Mark Emerson to approve the audit of bills as presented with Supervisor Nielens abstaining from Voucher A160. Motion carried 3-0 with Matt Poyneer and Barbara Clancy absent. General A $14,028.60 VO 131-160 Highway DB $16,690.69 VO 45-51 General B $ 40.00 VO 12 HF $ 802.16 VO 10 TA $ 1,451.50 VO 10-11 Old Business: Letter of Support to annex the Methodist Church property to the Village -it was the consensus of the board to grant this request, but the attorney will dig into the procedure required and report back at the July meeting. Cemetery Tree Removal – estimate from Ken Hawk Tree Service to remove large diseased maple tree and grind the stump at a total cost of $1500.00. After discussion, motion made by Jeff Mills and seconded by Matt Poyneer to contract with Ken Hawk Tree Service to remove and grind the stump. Motion carried 4-0 with Barbara Clancy absent. Vault Roofs – quotes were given by JD Statewide Restorations for replacing the vault roofs; one be shingle and one by steel. Discussion on why additional quotes were not obtained and it was stated that if a job was ---PAGE BREAK--- under $20,000 additional quotes were not required. After discussion, it was decided to secure 2 additional quotes for the work. New Business: Chain/Posts Fence between Church Street Apartments and the Town Concrete Blocks - between Church Street Apartments and the Town These items were discussed together and it was decided to see how many polls were at the highway garage and Jeff Mills would find out what was to be discarded at the school from their renovation and we would review again next month. Reports: Highway Department – David Nielens – Written Report Roads & Bridges – Matt Poyneer – stated that the core sampling and surveying on NY Central Road had been completed Code Enforcement – Jay Moose – Written Report Buildings & Grounds – Mark Emerson – stated that Mason & Grant had completed the work required and that pans had been installed under the A/C vents Stated that a contract with E & V would be $26.99 per month per unit, which is $53.98 per month or $647.76 for a year. Motion made by Richard Nielens and seconded by Mark Emerson to enter into a service contract with E & V. Motion NOT carried vote 2-2 with NAY from Jeff Mills and Matt Poyneer. Dog Control – Lucy Ware – Written Report Youth, Parks & Rec. – Jeff Mills – stated that the Little League was wrapping up; the girls won the championship and the younger kids would be wrapping up in about 2 weeks. Mr. Mills stated that the school had requested use of the fields for practice about a week ago and were asked to provide proof of insurance which they did. The question as to who needed to provide insurance – anyone who uses our field. Landfill & Recycling – Mark Emerson – all is well; stated that the transfer station survey is on the website -www.cayugacounty.us/townofmentz and would be there until August 31. Cemetery – Lucy Ware – Written Report Town Clerk – Charleen Wood – stated that the Cayuga County Legislature is proclaiming Tuesday, June 27 Lisa Cooper Day. The clerks plan to attend the meeting at 6:00 in the legislative chambers Planning Board – Dwight Wethey/Mike Riley – Mr. Riley stated that they had completed a sub-division for Carey on Thompson Road. ZBA Board – Lucy Ware – No Report Historian – Mike Riley – stated that if help is needed on old roads etc. he would be happy to help Village Liaison – Richard Nielens – sated that the three municipalities involved with the project had met and the $60,000 has been put in escrow until a decision is made as to how to distribute the funds. All parties involved agreed that funds should be taken from that to assist the people ---PAGE BREAK--- on Baptist Hill Road. There is an additional $35,000 that will be distributed and Mentz’s portion is 5.1%. Veterans Memorial – Joe Felice – sated that a meeting was held June 6. There are 16 bricks to be put in and they will be placed at June 24 and a tree will also be replaced. There is approximately $2,000 remaining in the Veterans Memorial fund. Mulch has been spread and weed killer sprayed. This area will be monitored. Attorney for Town: Kevin Cox – stated that the petition had been filed and the judge set a court date of July 25, 2017. Mr. Cooper may or may not show up for the court date. Communications/Reminders: Supervisor Nielens stated that the boat place on Route 31 is being cleaned up. Public to be Heard: No one came forward Executive Session: None required Motion made by Matt Poyneer and seconded by Jeff Mills to adjourn at 8:45 PM. Motion carried 4-0 with Barbara Clancy absent.
