1 Village of Fair Haven Agenda Meeting June 9, 2016 The meeting began at 6:30 p.m. Board members present Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Holly Webster-Goolden, Trustee Judith Dunaway and Trustee Pete Hanford. Also present Clerk-Treasurer Terri DiGregorio, Deputy Clerk Johanne Van Der Linden, DPW Superintendent Roger Granatiero, Ambulance Supervisor/Zoning Officer Stanley Fire Department President David James, Fire Chief David Mendenhall, Sam Colvin, Dr. Henry Spang and Bob Deming.  Fire Department President David James and Fire Chief David Mendenhall met with the Board of Trustees. This year the Fire Dept. is working with SOFA to help put on the 4th of July celebration. A Father’s Day BBQ will be held at the fire hall on June 19th and additional BBQ’s will be held in the near future which will be advertised. They are developing new ideas to obtain donations. Membership is up with an increase of younger members. Drills with neighboring fire departments have taken place of late. They are in the process of selling the fire department owned property across the street to Cayuga County Water & Sewer Authority and possibly use the funds from the sale to renovate the fire hall or build an addition. More members are volunteering to be ambulance drivers. Maintenance will be performed on the fire engines soon and suggested to the Board of Trustees a possible increase in the Village budget next year for additional maintenance to the engines. The next quarterly meeting will be held at the September agenda meeting.  Sam Colvin advised the Board of Trustees the Bay Betterment Association (BBA) has lost Board members due to a lack of interest has been unable to keep a full board. Therefor has decided to stop holding regular meetings and collecting dues. In the past dues helped to pay for weed cutting in the bay which is now provided by Cayuga County Soil & Water District. The dues also assisted to purchase flares for the 4th of July celebration. Mr. Colvin suggested the Village of Fair Haven purchase the flares next year for the “Wall of Fire” for sale to the bay front property owners. BBA would handle distribution of the flares and reimburse Village for the purchase of the flares. The Board was very receptive of this idea and will discuss this for next year when planning the 2017-2018 Village budget. The Bay Betterment Association will also reimburse the Village for the purchase of the public boat launch donation boxes.  Dr. Henry Spang, on behalf of the Rotary, asked permission of the Board of Trustees to construct a small storage shed on the back of the building at Central Park for the storage of the table and chairs used for the band concerts. Presently the chairs and table are stored inside the hot dog stand making it difficult to get into the small building for prep work, cleaning and stocking. On a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway the addition was approved. All aye, motion carried.  Bob Deming requested permission to install piping and fill in the ditch running through the back of his Lake Street property which drains McIntyre’s pond toward the pond owned by the Cosser’s. Part of it already runs through a buried pipe. He was advised when he purchase the property some years ago that the Village installed the ditch and would maintain it. Mr. Deming has hired a contractor to come in with a backhoe Monday for another project and would like to install the pipe while he is here. The Board requested DPW Superintendent Granatiero research the drain and look for an easement granted to the Village when the piping was installed to advise the Board.  The pump house well pump was running excessively at it’s present tank level settings and struggling to keep up with the demand when there are a lot of people in the village on the weekends. Roger has checked with the Cayuga County Health Department to increase the level in the water towers. This adjustment of the tank level settings was made and there were no further issues. Note: Mayor Basile noted that the DPW should consider adjusting the tank level settings seasonally (Spring & Fall) based on the overall water usage.  Roger wants to take down the split rail fence on corner of 10th and Lake St. Ext. on the south side as new resident wants to put up bushes instead, on his side of the property line. The Board would like the home owner to plant the bushes before fence comes down. ---PAGE BREAK--- 2  The library would like a sidewalk to the entrance to accommodate wheel chairs. Roger has spoken with Bill Derby on the design for this. The budget had already been planned to give $2,000.00 as most of the funds for the library will be collected on school taxes. Trustee Dunaway will take a look at this situation. There was also discussion on the Library funding itself. Why the library is issued a lump sum check without any receipts or invoices. This will be part of the Board of Trustees review for the budget review for next year.  West Barrier Bar Tenders would like to purchase grills with some of the donated funds. A shelter is also planned to be built. The Board would like to put together a list of items the WBB Tenders want at the park and prioritize the need.  Trustee Dunaway will inventory the signs entering the Village of Fair Haven as it is believed there are too many signs at all four entrances. She will also take on the responsibility of researching signage for Village parks including the West Barrier Bar Park.  On a motion by Trustee Hanford and seconded by Trustee Webster-Goolden a building permit fee of $25.00 for the installation of solar panels and $25.00 for the installation of a home generator will be added to the list of fees for building permits. All aye, motion carried. The entire list of fees will be revised at a later date.  Mayor Basile, Deputy Mayor Krehling and DPW Superintendent Granatiero plan to meet with State Park representative Fred Bonn on June 21st at 5:30 p.m. to discuss the prior damage done to Lake St. Ext. by the State Park.  On a motion by Trustee Webster-Goolden and seconded by Trustee Hanford a letter will be sent to a Planning Board member regarding residency requirements. All aye, motion carried.  The Board was informed on the changes to garbage pickup at the WBB. The Board authorized once a week pick up at $120.00 per month  On a motion by Trustee Dunaway and seconded by Trustee Webster-Goolden the request for a culvert pipe by George Fix at 14714 Lake St. was approved.  There was significant discussion about the culvert application form and associated cost. Terri DiGregorio would revise wording as discussed to ensure that the property owner would be responsible for all cost associated with the installation of a culvert pipe. This will be reviewed at the board meeting. The DPW was advised that the village does not provide culvert installations for new pipe. The DPW will inspect all new installations. DPW will review existing culvert pipe installations for repair, maintenance and or replacement. The village would like to maintain open ditch drainage as a general rule.  June 14th at 5:00 DPW Superintendent Granatiero, Deputy Mayor Krehling and Mayor Basile will meet with Town of Sterling representatives regarding shared services.
