VILLAGE OF FAIR HAVEN PLANNING BOARD MEETING Minutes of May 1, 2018 The Fair Haven Planning Board meeting was called to order at 6:00 pm on Tuesday, May 1, 2018 at the Village Hall. Board members present were Larry Cosser, Debra Rose, Catherine Byers, Geoff Hanford and Linda Clum. Also in attendance was Senior Planner Kari Terwilliger from the office of Cayuga County Planning and Economic Development. Eight guests were present. Larry Cosser opened the meeting. A detailed agenda had been prepared. MINUTES: The minutes of the April 3, 2018 meeting, including an addendum, were approved on a motion, second and all votes aye. UNFINISHED BUSINESS update): 1. Temporary Moratorium Law: The Trustees held a public hearing on Thursday, April 19, with over 80 people present. On April 23 the Trustees voted 4-1 to pass the Moratorium law. 2. Training: On April 24, all five members of the Planning Board attended a two-hour training session in Auburn, given by Cayuga County Planning, on “Hot Button Land Use issues”. 3. Proposed Comprehensive Plan Updates: The deadline for receiving feedback from the Village Trustees was extended to May 18. Debra Rose offered to meet individually with each Trustee to take notes on their comments and corrections. Submission of the proposed Comp Plan updates, SEQR part I, and submission form must be approved by the Trustees and sent to Cayuga County for GML 239 review by deadline of June 5 to be on their June 14 meeting agenda. Otherwise the GML review will be delayed until the CC meeting of July 19th, which has a submission deadline of July 10. The Trustees also need to schedule and conduct a public hearing. It was noted that the “Concept Map” for future land use, page 70 in the existing Comp Plan, also needs to be updated and included in the submission. 4. Committee for Updating/Amending the Village Zoning and Land Use Regulations. The Village Trustees appointed the Planning Board to be lead for the advisory committees (Architectural Review and Zoning) that are being formed. Ideally, the Zoning Committee will be made up of motivated volunteers from the ZBA, Planning Board and public, and also include input from the Code Enforcement officer. Both committees will function as advisory committees to the Planning Board, who, after collaboration and review, will submit proposals to the Board of Trustees. 5. SEQR Requirements: Part 1 for proposed Comp Plan Update, is pending. 6. Sterling Planning Services: On April 9 the Trustees authorized another 10 hours of consultation work, to be used by the Planning Board if needed. ---PAGE BREAK--- NEW BUSINESS: 1. Senior Planner Kari Terwilliger from Cayuga County Planning and Economic Development was invited by the Planning Board to the May 1 meeting, as part of a request to her office for their participation in assessing the status of the current outdated Village zoning law, and for their overview of the Village’s intentions for the intended amendment process. There was much discussion of the issues among Ms. Terwilliger, Board members and public. Ms.Terwilliger will present a proposal to the Village which will detail her office’s recommendations, scope of assistance and fee for assisting the Village in the updating and amending process. Ms. Terwilliger had prepared a map showing the current designated use of properties in the Central Business District according to the tax assessor’s records. (note that mixed use commercial/residential receives one designation, not both) She recommended that the Zoning Committee measure existing set- backs and building configurations and prepare an overall “site plan” layout of the existing buildings in the CBD. Joe Martin and Marc Craine volunteered to begin work on that project. 2. Proposal: Ms. Terwilliger said she would have a proposal for the Village governing board by the end of the week. She said if accepted, she could begin work with the Planning Board and Zoning Committee beginning in June, and as everyone is desirous to move this process along as quickly as possible, would be willing to meet twice per month. She said she was confident that the project could be complete by the end of the year. Next meeting of the Planning Board: Tuesday May 22 at 6:00 pm. This meeting will include members of and reports from the Architectural Review Committee and the Zoning Committee. These committees are still being established, and all interested are urged to attend. June PB meetings will be June 5 and June 19, both at 6:00 pm.
