MEETING TOWN BOARD OF GENOA March 8, 2017 A regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on March 8, 2017 Present Lorie Sellen-Gross, Supervisor Paul Wheeler Cheryl Shields, Board Member Mick Piechuta Don Slocum, Board Member Bob Hunt Brandon White, Board Member Matt Sellen Al Board Member Sandy Strehle Sue Moss, Clerk Jim Strehle The Board meeting was called to order at 7:00 pm by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. Matt Sellen asked the Board if there would be a conflict of interest (he is now an employee of the Town) if he were to mow for the Town again this year. It was agreed by the Board that Matt would mow this year at the same fee as last year. Don Slocum suggested the job be put up for bid next year. RESOLUTION 35-2017 APPROVAL OF FEBRUARY 8 MINUTES On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Shields, Slocum, White Nays 0 Resolved that the February 8 minutes be approved. SUPERVISOR’S REPORT Lorie Sellen-Gross RESOLUTION 36-2017 APPROVAL OF FEBRUARY 28 SUPERVISOR'S REPORT On a motion of Board member Shields, seconded by Board member White, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Shields, Slocum, White Nays 0 Resolved that the February 28 Supervisor's Report be approved. CLERK’S REPORT Report on Revenues from Clerk’s Office for February 2017 $ 10.00 119.00 ($135.00 total - $16.00 Ag & Mkts $ 129.00 Certified Copies Dog Licenses population control fund) Disbursements for February Paid to Supervisor Paid to NYS Ag & Markets 16.00 ---PAGE BREAK--- TOWN BOARD MEETING March 8, 2017 Page 2 RESOLUTION 37-2017 CLERK’S REPORT On a motion of Board member Shields, seconded by Board member White, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Shields, Slocum, White Nays 0 Resolved that the February 2017 Clerk’s Report be approved HIGHWAY REPORT Brandon White No major snow storms, getting enough snow to require plowing and sanding. Work on our Volvo ditcher has been completed by Stephenson Equipment. Cayuga County Highway hauled it back for us. We had a manure pond north of town leaking manure into Salmon Creek. Bob and I kept track of the town's water by taking samples to JLI Laboratories for testing. All tests came back negative. We had a rusty pipe at the water plant that needed to be replaced. Drained the reservoir, pulled the pump, removed old pipe and welded in new pipe. Bob and Eric have been scraping and painting the water pipes in pump house. The men have started hauling crushed stone from Seneca Stone. Lorie asked the Board their thoughts on billing the farm responsible for the manure leak. The Board agreed this was a good idea. ASSESSOR Heather has been in contact with Lorie and updated her on the exemption applications that are still missing. Heather was able to contact all but a few who still have not sent in their applications. COMMENTS/QUESTIONS/CONCERNS: - Continue to work with residents on new projects. - Review and file old permits. ---PAGE BREAK--- TOWN BOARD MEETING March 8, 2017 Page 3 WATER Sue Moss Total for February - 1,918,300 Average - 68,511 Bob Hunt (Water Superintendent) spoke to the Board about possibly hiring a mapping company to map the Town's water lines and placement of valves. He has talked with a company that gave him a price of $19,500. He also showed them photos he took of the rusty pipe and repair mentioned in the highway report. WATER COMMITTEE Mick Piechuta Mick asked that a meeting be scheduled in the very near future. Cheryl responded that there will be one on Monday, March 13. PROGRAMS & GRANTS Lorie Sellen-Gross There will be no bussing to the swim program this summer. Lorie has hired a director for the summer program. RESOLUTION 38-2017 APPROVAL OF BILLS On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Shields, Slocum, White Nays 0 Resolved to accept the bills as presented OLD BUSINESS It was decided that a meeting should take place with Sandy and Jim Strehle and the landowners of adjacent property to the Strehles. Lorie will send an email when the date has been set. RESOLUTION 39-2017 CONDITIONAL APPROVAL OF THE ORDER TO EXTEND THE WATER DISTRICT BOUNDARIES On a motion of Supervisor Sellen-Gross, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Shields, Slocum, White Nays 0 Resolved to accept the Conditional Approval NEW BUSINESS NYS mileage reimbursement is now $.535 There will be a Cayuga County Planning Board training session on March 15 from 7 to 9 pm. Lorie has notified members. Judge Orkin sent a thank you note to the Board for the raise Claire (Court Clerk) received. There is a Work Zone Safety Training webinar on April 5. ---PAGE BREAK--- TOWN BOARD MEETING March 8, 2017 Page 4 Christine Tanner (building cleaner) was inadvertently omitted from the Organizational meeting list of salaries. Lorie would like to raise her salary to $20. She is doing an excellent job and comes every week. The Board agreed. Brandon brought up the mapping of the Town water line. There are surplus funds available and Bob was told to go ahead and get this started. There will be a benefit at the Dryden VFW on March 18 for Bob's wife. She recently underwent a kidney transplant. It runs from noon to 6 pm Lorie received a letter, sent to all NYS towns, from Comptroller Thomas DiNapoli. He remarked about the sluggish sales tax situation and seemed to place the blame on central New York State With no further business, on a motion of Board member Shields, seconded by Board member the meeting was adjourned at 8:10 p.m. Carried unanimously.
