Scipio Town Board Meeting The regular public meeting was called to order at 6:54 PM on Wednesday December 13, 2017 by Supervisor Mutchler with the following people present. Supervisor: Gary Mutchler Town Clerk: Tom Olenych Town Board Members: Howard Nelson Highway: Mark Chamberlain Leslie Baxter Code Enforcement: Mick Piechuta Mark Ferrari Gary Whitten Guests: Darren Batzer, Bruce Besner, Maryl Mendillo and Dee Allen. Motion to approve agenda for the town board meeting. (Nelson / Whitten) All in favor. Issues to come before the board from town residents and guests. Dee Allen brought to the town board’s attention that a draft of the town board minutes should be posted no later than two weeks after the end of the meeting. Tom Olenych the town clerk saw no reason not to and will see that this is done in the future. Motion to approve the minutes of the November 8, 2017 town board meeting. (Mutchler / Nelson) All in favor. Town Board Members reports: Leslie Baxter: 1) Leslie reported that the New York Dept. of Agriculture and Markets contacted the Owasco Lake Rule & Regulations Committee suggesting a member of Ag & Markets as well as a member of Cayuga County Soil & Water sit on the committee. Leslie felt this was not needed as the board currently has members from large and small dairy farms and cash crop farmers as well as members from the City of Auburn and the Watershed Management Council. Mark Ferrari: 1) Mark told the board he never received a bid for the judge’s door as well as the bulletproof glass from his second source so to date he only has the one bid. He will try to find another source and be prepared to discuss at the January town board meeting. 2) Mark was unable to inspect the roof in regard to the solar panel project. There is a double roof construction above the town offices so Mark was not able to access the exterior roof from within the town offices. This will require going through an exterior wall to be able to see what condition the exterior roof is in. Motion to approve an exterior access hole, and the material needed to frame it out, so an inspection of the roof over the town offices can be made. (Mutchler / Whitten) All in favor. ---PAGE BREAK--- . Howard Nelson: 1) The contract for the solar panel project has not yet been finalized so there is nothing new to report in that regard. 2) Howard read a draft of a town law that if approved would prohibit any politicking on town property. Supervisor Mutchler read a letter he received from David Thurston, the town’s attorney, that suggested the town has the right to approve a resolution of this nature. Dee Allen objected feeling this would be a violation of a person’s first amendment rights. It was decided to delay this until the legalities of such a law could be looked into more thoroughly. Town Supervisor’s report: 1) Supervisor Mutchler informed the board the contract with Finger Lakes Dog Protective Agency was expiring at the end of the year and needed to be renewed. Motion to approve a renewal of the dog control contract with FL Dog Protection Agency. (Mutchler / Whitten) All in favor. 2) Supervisor Mutchler went over the financial report and asked the board to approve an increase for the summer swim program for the town’s 2018 budget from $250.00 to $585.00. Motion to approve this increase in funding for the summer swim program. (Mutchler / Baxter) All in favor. 3) Gary discussed with the board a complaint he received from a town resident regarding the posting of “high speed internet” signs on telephone posts within the town. He had contacted the company who posted the signs and talked to a salesperson who said as far as he was concerned if the town wanted to pull the signs down it could. 4) Lastly Gary updated the board members on the fire district separation to say the first draft of the audit had been finished. Town Officers reports: Assessor: Heather Garner submitted a written report. Town Clerk: Tom Olenych asked the town board to approve an expenditure of $628.74, to come out of the contractual account of Refuse & Garbage (A8160.4), for 10,000 transfer station stickers. Motion to approve. (Baxter / Nelson) All in favor. Highway Superintendent: 1) Mark Chamberlain informed the board he had hired someone for the seasonal wingman position. 2) All the mowing for the year has been finished and his crews have been busy hauling stone over to Hicks and Hunter Roads. 3) In addition to hauling stone to Hicks and Hunter Roads the town crews have been working on the ditches on both Hicks and Hunter Roads as well. 4) Due to some snowy weather the town crews have also done some snow plowing. ---PAGE BREAK--- 5) Lastly Mark told the board he had signed a contract to use Hogan Alcohol & Drug Testing of Moravia for drug and alcohol testing for 2018. Code Enforcement: Mick Piechuta submitted a written report detailing permits issued, inspections and visits made as well as his comments, questions and concerns. Other Business: There was no other business. Approval of vouchers: General Fund 183 – 204 totaling $10,799.01 (Nelson / Mutchler) Highway Fund (DA): 113 – 123 totaling $8.924.40 (Nelson / Ferrari) Motion to adjourn: 8:43 PM (Baxter) All in favor.
