VILLAGE OF FAIR HAVEN PLANNING BOARD MEETING February 6, 2018 The Fair Haven Planning Board met at 7:00 pm on Tuesday, February 6, 2018 at the Village Hall. Members present were Debra Rose and Larry Cosser. Absent was Catherine Byers, who was out of town as expected, and also absent was Darrell Uetz, who was out of town due to a last-minute emergency. Since there were only two out of five members present, there was not a quorum. Also absent was scheduled advisor John Zepko from the Cayuga County Planning Board, who communicated Tuesday afternoon that due to flu being in his family, he could not travel to Fair Haven. He also relayed that no one else from CC Planning was available to take his place. After the Planning Board learned of Mr. Zepko’s absence, independent consultant Amy D’Angelo from Sterling Planning Services was invited to be at the meeting. Guests present were Walter Krehling, Ellen Gerberich, Cheryl House, Amy D’Angelo, Judy Dunaway, Paul Garland, Gus Taft, Anne Hallman-Garland, Christopher Drogi, Dan Larson, Geoff Hanford and Mayor Jim Basile. Notice of the meeting had been posted publically in the local Lakeshore News, as well as on Fair Haven’s municipal website. Larry Cosser opened the session. He explained that since there was not a quorum present, no decisions could be made. Topics presented, discussion and public comment would be limited. The session would primarily involve presentation and clarification of research and information. Since the last Planning Board meeting of two weeks ago, January 23rd, the Board has continued to research and draft ideas for the process of updating Fair Haven’s part of the Town of Sterling and Village of Fair Haven Comprehensive Plan. Mr. Cosser asked Debra Rose, as the current primary researcher and draft writer for the Planning Board, to update both Board and public with the latest information and progress. Ms. Rose acknowledged the presence of three Village Trustees, and noted that this might not be usual in a regular Planning Board meeting. However, since the Comprehensive Plan update “must be created in partnership with the governing board, planning board, other interested municipal officials, and the public,” she thanked them for their participation. She also thanked Ms. D’Angelo for coming to the meeting on short notice. From consultations and information assessed over the past two weeks, Ms. Rose relayed an estimated “best case” scenario for completing the update – at least four months to complete writing, have Village Board approval, have public hearing, have Cayuga County Planning review, and final adoption. She reported the fact that Fair Haven’s updating of the Village’s portion of the joint Comprehensive Plan does not depend upon the Town of Sterling updating, which is also a work in progress. ---PAGE BREAK--- Ms. Rose noted that the majority of people who have been attending the meetings and providing input, want the process to move forward quickly and smoothly, as work to update the zoning codes, especially in the Central Business District, needs to begin as soon as possible. The who, how and when of zoning updates is still being explored. To protect the interests of the Village while the Comprehensive Plan and Zoning codes are still in the process of being updated, the possibility of a temporary Moratorium on any major new development in the Central Business District was presented. With assistance from Ms. D’Angelo, the moratorium process was explained. The law itself can be as simple and specific as wanted for example, it could restrict only new building construction over a certain number of square feet, in a single district, for a set period of time (initially up to two years). The Planning Board, if they decided to advise for a moratorium, would help draft the proposed law and submit it to the Village Board, which, as the governing board (and after agreement), would then direct the official submission, further procedures required, and final adoption. Comments were made concerning the proposed Architectural Review Board, which would be an advisory committee to the Planning and Village Boards. The ARB would help establish desirable aesthetic guidelines for future development, and also provide input for immediate zoning code updates. It would begin as a revitalization of the Architectural Review and Beautification Committee, which was active from 2010 to 2014, and, along with meeting minutes, is posted on the Village municipal website. Deputy Mayor Walter Krehling invited Ms. D’Angelo to introduce herself formally, and speak about her background, professional expertise, and areas of current work. Unapproved minutes of the January 23, 2018 meeting were available, but since there was not a quorum present, they were not reviewed or approved. The next meeting of the Planning Board will be Tuesday, February 20, 2018 at 7:00 pm at the Village Hall. The meeting session was adjourned at 8:15 pm.
