TOWN OF MENTZ REGULAR METING APRIL 17, 2018 Supervisor Richard Nielens called the meeting to order at 7:02 PM and led the Pledge of Allegiance to the Flag and asked for a moment of silence. Members Present: Supervisor Nielens, Councilman Mark Emerson, Councilwoman Barbara Clancy and Councilman Jeff Mills. Absent: Councilman Matt Poyneer. Others Present: Attorney Kevin Cox, Town Clerk Charleen Wood, Deputy Town Clerk/Cemetery Superintendent Lucy Ware, Highway Superintendent David Nielens, Andrea Seamans and Jeff Emerson. Public Hearing 7:05 PM: Road Preservation and Transfer Station Motion made by Mark Emerson and seconded by Jeff Mills to open both public hearings. Motion carried 4-0 with Matt Poyneer absent. Transfer Station – Mark Emerson discussed how the station might be operated and asked if there were questions or concerns Minutes Approval: Minutes of the March 20, 2018 Meeting: Motion made by Jeff Mills and seconded by Mark Emerson to approve/accept the minutes as presented. Motion carried 4-0 with Matt Poyneer absent. Audit of Bills: Motion made by Jeff Mills and seconded by Richard Nielens to approve the audit of bills with the following exceptions: Voucher A 94, Barbara Clancy NAY, and voucher A94 hold check until desk top replaced. Motion carried 4-0 with Matt Poyneer absent. General A $10,709.26 VO 85-111 Highway DB $ 6,108.20 VO 26-34 General B $10,285.01 VO 6-9 TA $ 1,645.82 VO 7-8 HF $ 2,085.56 VO 4-5 DA $20,874.11 VO 15 Old Business: NY Central Bridge – Matt Schooley – awaiting final plans from the state; should be able to go to bid in next few weeks; advertise for bids mid-May; June out to bid; begin project after 4th of July and should be completed about November 1. New Business Erie Canal Heritage Park – Andrea Seamans – discussed the Heritage Park; stated there were 18,000 visitors last year with 70% coming from the thruway – hopes that there will be 40,000 this year. The park is handled by a paid director and a few paid travel advisors and several volunteers. They are assured of five years of operation with the Canal Society and the Thruway Authority. The Park would like to have a gift shop down the road. ---PAGE BREAK--- There will be a fund raiser on April 18, 2018 at the Throop Fire Hall consisting of a Ziti dinner and Phil Jordan. They plan to have a yearly fund raiser to infuse funds into the project. Canal Clean Sweep is scheduled for week-end of April 21. Anyone who can help is welcome. The Highway Department will pick up the debris gathered by the volunteers. Gutter Estimates – Mark Emerson – three estimates have been secured: J & B Seamless Gutters – $930.00 - 5-year guarantee Seamless Gutters & Supply $1090.00 or $2410.00 with covers & a 5-year guarantee Central NY Gutters - $750.00 -20-year guarantee & 1-year material guarantee Motion made by Jeff Mills and seconded by Barbara Clancy to employ Central NY Gutters for $750.00 along with proof of Liability, Comp and disability insurance. Motion carried 4-0 with Matt Poyneer absent. Resignation of David Strassle – Motion made by Jeff Mills and seconded by Barbara Clancy to accept the resignation of David Strassle from the Planning Board effective immediately. Motion carried 4-0 with Matt Poyneer absent. Planning Board Appointment – Motion made by Jeff Mills and seconded by Richard Nielens to appoint Jeff Emerson to the Planning Board effective immediately with the term ending 12/31/2021. Motion carried 3-0-1 with Mark Emerson abstaining and Matt Poyneer absent. Funds from B Contingent for swim lesson partnering with Village in the amount of $1,000 – discussion as to when the lessons would take place – we feel that the winter is a good time. They would be at the YMCA, provide own transportation, 8 and one-hour lessons. Supervisor to discuss again with Village timing – this will be discussed at next meeting Woods Mower – the Highway Superintendent stated that he had been researching the purchase of a Woods mower. The machine would be useful to the highway department and will cost $8,432.62. Motion made by Jeff Mills and seconded by Barbara Clancy to purchase the Woods mower at a cost of $8,432.62. Motion carried 4-0 with Matt Poyneer absent. The Highway Superintendent stated that he was looking into a york rake and would have additional information at the next meeting. Roads & Bridges – Matt Poyneer – No Report Code Enforcement – Jay Moose – No Report Buildings & Grounds - Mark Emerson – stated that E & V had picked up the key and was advised that if lost again there would be a $5.00 charge. Work on the parking lot will begin shortly to ready it for paving. Dog Control – Lucy Ware – Written Report Youth, Parks & Rec – Jeff Mills – fencing has been received and store at the Town and the dirt will be delivered soon Landfill & Recycling – Mark Emerson – everything running smooth at landfill Cemetery – Lucy Ware – stated that burials will begin April 21 with cremations and should be completed by May 15 ---PAGE BREAK--- Town Clerk – Charleen Wood – stated that the taxes had been completed and balanced with the county. A check for $758.80 had been issued to the Town for penalties. The clerk’s office will be closed April 21 through April 25 for training. April 9 the Mentz Town Clerk opened the Senior Center for the Town Clerk’s meeting hosted by the Town of Sterling. The next Town Clerks meeting will be held in Mentz and hosted by Summerhill. The Clerk would like a Public Hearing May 15 at abolish the 1991 Local Law establishing the hours of the Town Clerk. Motion made by Jeff Mills and seconded by Mark Emerson to hold the Public Hearing May 15. Motion carried 4-0 with Matt Poyneer absent. Planning Board – Dwight Wethey/Mike Riley – No report ZBA Board – Lucy Ware – No Report Historian – Mike Riley – No Report Village Liaison – Richard Nielens – all running smooth Veteran’s Memorial – Joe Felice/Lucy Ware – flags have been put up and a meeting will be scheduled soon. Motion made by Jeff Mills and seconded by Barbara Clancy to close both public hearings at 9:16 PM. Motion carried 4-0 with Matt Poyneer absent.
