Scipio Town Board Meeting The regular public meeting was called to order at 7:00 PM on Wednesday August 8, 2017 by Supervisor Mutchler with the following people present. Supervisor: Gary Mutchler Town Clerk: Tom Olenych Town Board Members: Howard Nelson Highway: Mark Chamberlain Leslie Baxter Code Enforcement: Mick Piechuta Gary Whitten Guests: Bruce Besner and Maryl Mendillo Motion to approve agenda for the August 8, 2017 town board meeting. (Nelson / Baxter) All in favor. Issues to come before the board from town residents and guests. There were no issues from the town residents. Motion to approve the minutes of the June 14, 2017 town board meeting, as amended. (Mutchler / Nelson) All in favor. Motion to approve the minutes of the July 19, 2017 town board meeting. (Nelson / Baxter) All in favor. Town Board Members reports: Leslie Baxter: 1) Still working on the rules and regulations for Owasco Lake. The next meeting of the Owasco Lake Water Shed Management Council, OLWMC, will be held on Tuesday August 15, 2017. Leslie reported that the first permits pertaining to the blue/green algae problems at the south end of Owasco Lake have been received with the second series of permits still pending. 2) Leslie told the board that Dr. Benson will once again host a rabies clinic at the town barn. This will be held the same day as the town’s fall cleanup day on October 7, 2017. Mark Ferrari: Excused absence. . Howard Nelson: 1) The contract for “Solarize New York” has been sent to Chris Carrick at CNY Regional Planning and Development. 2) Howard also reported the problems occurring at the transfer station as a result of the new summer schedule seem to have been worked out. ---PAGE BREAK--- Town Supervisor’s report: 1) Brian Dugan, the town justice, called Supervisor Mutchler to ask that the town appoint Erin Klipple as Deputy Court Clerk. After some discussion, it was decided the town board would need more clarification from Brian before it could bring this to a vote. 2) Supervisor Mutchler went over the financial report with the board and there were no problems. Motion to approve the supervisor’s financial report. (Mutchler / Nelson) All in favor. 3) Supervisor Mutchler gave the board an update on the health insurance consortium telling the board that 6 more counties surrounding Tompkins county had joined the consortium. It was estimated that the town’s budget for the coverage provided by the consortium will probably increase by 5% in 2018. This was seen as a positive for the town as the projected increases for non-consortium member towns will be in the 10% to 15% range. 4) Gary reminded the board any budget request for the 2018 budget are due the end of September, with tentative budget due in October with the final 2018 budget being due in November. 5) The audit for the fire department is expected to be completed by the end of August. Once this Audit is completed the town can go forward in trying to determine whether or not the Scipio Fire Department should separate from the Scipio – Ledyard – Venice fire district. 6) Lastly, no response yet from the Allen’s regarding the letter from the town’s attorney concerning the Allen’s plans for handing the anticipated increase run off from their new dairy barn. Town Officers reports: Assessor: Heather submitted a written report. Town Clerk: Tom Olenych told the board the Fall Newsletter is mostly complete and he estimates this should be printed and ready to mail out sometime the week of September 4, 2017. Highway Superintendent: 1) Mark Chamberlain and the town highway crews have been busy helping other towns, particularly the Town of Moravia which was hit hard by strong storms resulting in numerous washouts. 2) Next for the crews will be the second round of mowing but Mark felt it is more important to finish oiling and chipping town roads before mowing. 3)Mark spoke to the board about repairs needed to some of the town’s trucks being more extensive than thought. The International has a pin hold leak in the radiator which needs to be repaired and the has oil in the antifreeze requiring the injectors to be replaced. In diagnosing this it was found the bearing were bad requiring the bearings and rods to be replaced. ---PAGE BREAK--- Code Enforcement: 1) Mick submitted a report detailing the inspections and site visits made during the month, what permits were issued and other activities regarding code enforcement in the town. 2) Mick discussed the situation at Emily Howland School regarding the unpaid bills for grass mowing done by Brian Dugan. Mick has e-mailed the owners, Tuslef Holdings, but received no response. A registered letter was mailed to Tuslef Holding, which was received and signed for, and a court date was set to discuss the situation at Emily Howland but no one showed up. Both Mick and Brian Dugan feel the next step needed to resolve this issue will be to get David Thurston, the town attorney, involved. Mick will get the town board updated on the situation at the September town board meeting. Other Business: Mick Piechuta told the board the high school schedules days throughout the year where the town will be able to shred as many as 5 banker’s boxes of destructible town documents. Approval of vouchers: General Fund 116 to 128 totaling $5,873.22 (Nelson / Baxter) All in favor. Highway Fund (DA) 63 to 71 totaling $9,959.41 (Baxter / Nelson) All in favor.
