VILLAGE BOARD MEETING OCTOBER 23, 2017 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Chris Fulton, and Anthony Peppe were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, Sean Cochran (WWTP), and Shawn Bray (MRB Group) were also present. · MOMENT OF SILENCE The Board and the public had a moment of silence in remembrance of Jonathan Myers, son of former Mayor Donald and Janice Myers. (Jon passed on October 20, 2017.) · PUBLIC Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 3-0 vote to approve the minutes for the October 10, 2017 Village Board meeting. (Trustee McGuerty abstained.) · BILLS A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the following bills. · RESOLUTION (SEWER REPAIR RESERVE FUND) A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to adopt the following resolution: LET IT BE KNOWN that the Board of Trustees of the Village of Moravia have resolved to appropriate money from the Sewer Repair Reserve Fund in the amount of $ 7,055.00 for the purpose of paying for Engineering Services for the North Main Street Sewer Line Repair Project and the South Main Street Sewer Line Repair Project pursuant to Section 6-d of the General Municipal Law at the regular meeting held on October 10, 2017 in the Village Office, 22 Central Street, Moravia, New York 13118. (Of the $40,000 approved, $ 22,546 has been spent to date leaving a balance of $ 17,454) The question of the foregoing Resolution was duly put to a vote and upon roll call was as follows: Mayor Gary Mulvaney Voting YES Trustee Nancy McGuerty Voting YES Trustee Anthony Peppe Voting YES Trustee Gary Fickeisen Voting YES Trustee Chris Fulton Voting YES ---PAGE BREAK--- · TRANSFER A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the following transfer: From: Sewer Repair Reserve Fund To: G8110.4 Sewer Administration – $ 7,055.00 · DEPARTMENT REPORTS A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Justice Report for the month of September. It was noted that there was no Dog Control Report for the month of September. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney stated that there was no update on new water meter installations. · VILLAGE ORDINANCES Each of the Trustees received a copy of the Village Ordinances, Chapter 2, Section 18, information and a sample law pertaining to “Cattle, Horses, Goats, Sheep, Swine, Poultry” at the last Village Board meeting to review. After much discussion, the Board decided to review this more at the next meeting. This item was tabled until the next regularly scheduled Board meeting. · SEWER BREAK AND FLOODING Shawn Bray (MRB Group) stated that the letter that was written to the NYSDEC in response to the NYSDEC’s concerns at the Wastewater Treatment Plant had been received however the letter had not been reviewed by the NYSDEC at this time. He stated he would keep the Board and the Wastewater Treatment Plant updated. Mr. Bray and Mayor Mulvaney also reported that the County would be coming this Wednesday to level off the work that was done on the sewer line repair on North Main Street. Mr. Bray then discussed the Request For Proposals for the South Main Street water line that were received on October 17, 2017. (Each of the Trustees received a copy of the RFPs and four options that he suggested for the Board to consider.) The Request For Proposals were as follows: Chris Leonard (C&M) $ 45,450.00 ($2,800.00) ($2,550.00) $ 40,100.00 R. B. Robinson Contracting, Inc. $119,874.95 ($3,250.00) ($445.00) $116,179.95 Grant Street Construction, Inc. $159,000.00 ($700.00) ($350.00) $157,950.00 After some discussion, Mayor Mulvaney reminded Mr. Bray and the Board that their first and immediate concern was to repair the section of sewer line on South Main Street this year. Mr. Bray stated he would contact all three contractors and see if they were interested in giving a quote to only repair the one section of sewer line at this time. The Board agreed. This item was tabled until the next regularly scheduled Board meeting. (Shawn Bray (MRB Group) exited at 8:35 p.m.) ---PAGE BREAK--- · VILLAGE EMPLOYEE HEALTH INSURANCE SYNOPSIS (2018) Each of the Trustees received a copy of a comparison of Excellus BlueCross BlueShield plans for the Village Employee Health Insurance for 2018. The Board reviewed and discussed the three options given by The Finger Lakes Group, LLC. After some discussion, the Board requested Bill Chamberlain of Finger Lakes Group, LLC to attend the next Board meeting to discuss the options further. The Board also requested to research the Tompkins County consortium as a possible option. This item was tabled until the next regularly scheduled Board meeting. · 2017 DELINQUENT TAXES TO COUNTY Each of the Trustees received a copy of the 2017 delinquent Village of Moravia taxes to be turned over to Cayuga County for collection. A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to send the delinquent Village taxes in the amount of $25,455.87 to Cayuga County for collection by inclusion on the 2018 Town/County tax bill. · INFORMATIONAL ITEMS Each of the Trustees received a copy of the following: - CHIPS Notification. - Village Planning Board Minutes (09/18/17). - Cayuga County Association of Villages Minutes (09/26/17). - Letter to Town of Moravia from Moravia Joint Fire District. - Letter to Village from NYSDOT (Crosswalks). On the table for Board review was: - Thank you card from the Baildon Family. - Email/Meeting Notes – Cayuga County Water & Sewer Authority (Master Plan). - Letter from Zito (rate increase). A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to enter Executive Session at 9:03 p.m. to discuss personnel.
