Thursday October 12, 2017 The regular meeting of the Town Board of the Town of Locke, Cayuga County and State of New York was held in said town at the Locke Town Hall, Main Street, Locke, NY on October 12, 2017 at 7:00 P.M. There were present: Craig Todd, Superisor Patricia Dillon, Sally Compton, Mary Alice Stetz, and Thane Benson, Members of Council Absent: J. Patrick Doyle, CEO Others present: Peter Compton, Highway Superintendent Melanie Funk, Town Clerk Norman Chirco, Attorney Approximately 1 Citizen The meeting was called to order by Supervisor Todd at 7:02 P.M. Pledge of Allegiance to the Flag The minutes of the September 14, 2017 meeting – a motion was made by Councilwoman Stetz and seconded by Councilwoman Compton to accept the minutes as read and upon roll call vote was unanimously carried. So resolved Ayes 5. All council members received a copy of the 2018 Town of Locke Tentative Budget. Reports: Supervisor—Craig Todd reported on his meeting with the L.O.C.K.E. Group and invited any interested town board members to be judges at the Halloween Costume Contest on October 31, 2017 at the Locke Firehouse. Also, on November 25, 2017 there will be the tree lighting at the town hall for the community to attend. After all members having received a copy of the Town of Locke 2018 Tentative Budget and no one having any questions, a motion was made by Councilwoman Stetz to accept the Tentative Budget and make it the Town of Locke 2018 Preliminary Budget, seconded by Councilwoman Compton and upon roll call vote was unanimously carried. So resolved Ayes 5. Mr. Todd asked the town board members if there were any additions or corrections to the proposed setback and lot area law. Being that there was not, Mr. Todd made a motion to hold a public hearing for both the proposed law and the 2018 Town of Locke Preliminary Budget at the November 9, 2017 board meeting, seconded by Councilwoman Stetz and upon roll call vote was unanimously carried. So resolved Ayes 5. ---PAGE BREAK--- C.E.O.— Supervisor Todd reported that J. Patrick Doyle submitted a report for the town board to review. Mr. Todd expressed his pleasure in Mr. Doyle’s performance thus far as C.E.O. Councilwoman Stetz mentioned that she would like to see more specific information in Mr. Doyle’s report. Mr. Todd will ask him to do so. Highway Department—Superintendent Compton reported that his department has taken in the salt and sand for the upcoming winter season and has begun mixing that. Also, they are helping other neighboring towns finish up with their summer projects. Mr. Compton also presented the 2017-2018 Seasonal Use Roads to the town board for approval. The list is as follows: Cloverleaf Road—Going from Tollgate Road last house on south side to Hoag Ave. Hoag Avenue—From Cloverleaf Road to Locke-Summerhill Town Line Road. Pierce Road—From Tucker Hill Road to first house on north side. Stony Hill Road—Going from State Route 38 from last house on north side to first house on north side before Powers Road. Tucker Hill Road—From last trailer on south side off Chevalier Road down the hill to Pierce Road. Councilwoman Dillon made a motion to accept this list, seconded by Councilwoman Stetz and upon roll call vote was unanimously carried. So resolved Ayes 5. Water Department—Councilwoman Dillon reported that the bills went out; however they did so a little bit later than normal due to some issues with the printer. Town Clerk—Melanie Funk reported that revenue for September was $990.00. Also, Ms. Funk reported that the printer/copier in the town hall was in need of service and a part has been ordered to take care of an on-going issue that it has. Town Attorney—Norman Chirco reported that he is in possession of both of the signed deeds from Hewitt Brothers and the Parkers for the properties that are being donated to the town. Mr. Chirco will now file them on behalf of the town and the town will need to reimburse him for the cost of doing so. Old Business—Councilman Benson reported that he made some attempts to contact representatives from N.Y.S.E.G. concerning the possibility of changing the town’s street lights to L.E.D. Although he didn’t make any progress yet and figures the process won’t be easy, he will keep persisting on the matter. Councilwoman Stetz reported that once again, she is waiting to be contacted back by Bryan Lamb from the Cayuga County I.T. Department. She will continue to reach out to him to ask for help with the remaining few issues with the town website. New Business—None to report. ---PAGE BREAK--- Audit of Claims—A motion was made by Councilwoman Compton to audit the claims, seconded by Councilwoman Stetz and upon roll call vote was unanimously carried. So resolved Ayes 5. General Fund Voucher #169-184 $7466.63 Highway Fund Voucher #94-105 $24151.95 Water District Voucher #55-59 $1401.81 Street Lighting Voucher #10 $537.67 Public to be Heard—Resident Ardith Coulson expressed her concern about not having anyone on the town board after the upcoming election, that lives within the hamlet and water district. The board members assured her that even though they don’t live in the hamlet, they are still concerned about the water district and will be involved in making sure it continues to operate properly. Ms. Coulson also asked if there is a new well on ‘the radar’ as of yet. She was informed that it isn’t at this time because the recent repairs that were done should sustain it for a decent period of time. A motion was made by Councilman Benson to adjourn, seconded by Councilwoman Stetz and upon roll call vote was unanimously carried. Meeting adjourned at 7:38 P.M. So resolved Ayes 5.
