Scipio Town Board Meeting Wednesday April 8, 2015 This regular scheduled meeting and public hearing was called to order at 7:00 pm on Wed., April 8, 2015 by Supervisor Janet Reohr with the following people present: Supervisor: Janet Reohr Town Clerk: Debra Kellogg Council Members: Howard Nelson Highway Superintendent: Mark Chamberlain Greg Rury (absent) Keith Welch (absent) Gary Whitten Visitors: Patricia White, Ken Kudla, and Kris Mueller (Time Warner Cable) Supervisor Reohr reviewed the agenda. Issues to come before the board from town residents: Kris Mueller from Time Warner Cable did a quick review of the resolution needed for the franchise agreement with the Town of Scipio as previously discussed. They will be offering video, phone and high speed data to passings from 4170 to 4606 Owasco Lake Road. The Town of Scipio will receive a 5 % franchise fee on the video portion of each of the 52 passings that accept the Time Warner offering and opt for video. There were no further questions from town residents present. Pat White gave us an update on the Opendore Project at the Emily Howland House in Sherwood. She stated that they were very close to completing Phase 1 and were still raising money for Phase 2. Phase 1 included removal of the part of the house that couldn’t be saved. It also included stabilization of the existing structure with cement work to foundation and chimney. Ken Kudla wanted to talk to the board about the possibility of public water district being formed by the Town. He lives on Fire lane 26 and with the invasion of the blue algae the lake water is becoming too toxic to use or swim in. It was decided that the board would become more knowledgeable on this subject and it would be discussed at a date. Public Hearing on the Time Warner Cable Franchise closed at 7:35 PM Review of March 11, 2015 minutes Motion; to approve the minutes for the March 11, 2015 board meeting with amendments. (Rury/Whitten) All in favor. Dave Komariski who lives on Center Rd approached the board on how to address the issue of clearing an abandoned house of garbage and debris The house at 2108 Center ---PAGE BREAK--- Road was purchased by Guardian Preservations at 123 Sararidge Rd, Glenville, NY and was vacated 1 ½ months ago. He will call Mick Piechuta and request advice on how to proceed. Motion: to approve the Time Warner Cable Franchise resolution . (Nelson/Rury) All in favor. Motion: to appoint Tome Olenych as the Town Clerk effective 04/27/2015 to 12/31/2015. (Nelson/Rury) All in favor. Discussion was had about the Cayuga County mowing contract. Keith Batman, county legislator joined the discussion mid- term and explained that through attrition the County is down personnel and their thoughts were that having the towns mow would free them up to do other things without hiring additional personnel. Motion: That Scipio is not interested in doing mowing on county roads for 2015.(Rury/Whitten) All in favor. Supervisors Report: • Supervisor Reohr received paperwork from Homeland Security requesting the name of someone who could act as a liaison with the town for emergency management and resource sharing. It was decided that Janet would be the contact person. • Cayuga Lake Watershed Inter Municipal Organization is having a meeting on April 29, 2015 in Aurora and a representative has been invited. It was decided that Janet would attend. • Janet passed around a sign- up sheet for volunteers to help at spring clean- up Superintendent’s Report: (via Janet) • Tim Weir will be here to work for spring clean. • The new pickup truck is in. • Teitsworth’s auction to sell old truck guarantees $29,500. • The crew has been busy this month plowing snow, fixing washouts, controlling water and painting the plows and the sanders. Clerk’s Report: • Trash stickers are getting low and Keith wanted to when it was time to order new ones. Code enforcement officer’s report: Janet will call Heather and request something for the newsletter as well as a report for next month. ---PAGE BREAK--- Motion; to transfer from contingency $311 A1990.41 to A7320.1 to cover Genoa Swim Program for summer 2014. Motion: to approve Supervisor’s fiscal report for March, 2015 (Whitten/Rury) All in favor. Motion: to approve vouchers as follows: General Fund #51-68 $ 12,951.24 Highway #24-37 51,700.04 $ 64,651.28 Motion: to transfer $152.20 from machinery contractual DA 5130.4 to DA5130.2 machinery & equipment.
