TOWN OF STERLING PLANNING BOARD MEETING June 27, 2016 A special meeting of the Town of Sterling Planning Board was held on Monday June 27, 2016, in lieu of the regularly scheduled meeting of July 4th which is a Holiday, at the Sterling Town Hall at 7:00 pm with the following members present:  June Ouellette ~ Chairman  Sue Allen ~ Member  Vernon Bishop ~ Member  Susan Lemon ~ Member  Scott Crawford~ Member Also Present: Curtis Cooper, Joan Kelley, Virginia Fichera and Carolyn Waterman. Chairman Ouellette called the meeting to order at 7:04 pm. CORRESPONDENCE  Copies of letter from EPA to CJ Ferlito dated September 18, 2015 regarding a (CEI) Compliance Evaluation Inspection conducted at project site. BUSINESS Curtis Cooper - Sketch Plan Conference – Minor Subdivision Mr. Cooper approached the Board to explain a proposed split of property he owns on Wright Road. The property is odd shaped with a large squarish section fronting along Wright Road and a long thin rectangular section connecting to the back side or eastern property line. The long thin rectangular section is what Curt Cooper would like to subdivide and merge to an adjoining property to the north which he also owns. The remaining parcel he plans to sell. A discussion ensued regarding road access to the back property because the LUR dictates that a landlocked parcel can not be formed by subdivision. Mr. Cooper explained that the adjoining parcel has access to Stevens Road, in fact it dead ends at his property, therefore the subdivided piece would have road access once merged. The Board had no further issues and directed the applicant to return with a single surveyed preliminary map, an application was also provided to assist the surveyor with a listing of required map elements. Gene Sova – Approved Minor Subdivision At the June 6th meeting Gene Sova received approval for a requested minor subdivision but did not have a mylar copy of the map. A map was provided this date by Mr. Sova and after a brief review Chairman Ouellette stamped and signed the copy for the Sova’s to file with the Cayuga County Clerk before 62 days passes from the original approval date. Fee Schedule The clerk initiated a discussion regarding the fee schedule adopted with the new LUR a year ago and some problems and concerns that have been occurring since then. The fees for both major and minor subdivisions increased while the Planning Board activity of review did not change which prompted discussion of the basis for the increases which will need to be further investigated with the Zoning Commission. Former Town Supervisor and Zoning Commission member Joan Kelley added that the fee schedule was derived from establishing Town costs to process individual applications and a comparison with other Towns fees in the area. The ---PAGE BREAK--- consensus seemed to be to drop the $50.00 approval fee for the minor subdivisions and to create criteria for two major subdivision scenarios – one with roads and one without. The Town Board has final approval but the Planning Board can supply them with a letter explaining their recommendations’ for changes. The issue will be readdressed at the August 1st meeting. MINUTES Meeting minutes for June 6, 2016 were approved with minor corrections by a motion moved by Member Bishop and seconded by Member Crawford. All were in favor without further discussion and the motion passed. PRIVILEDGE OF THE FLOOR ~ Virginia Fichera questioned the reason for the Executive Session at the last meeting on June 6th since the meeting minutes referred to the Ferlito mining project. The Board stated that legal communications from the attorney were discussed. ~ Chairman Ouellette stated that she planned on attending the training being offered by Cayuga County Planning at BOCES on Wednesday July 20th from 7:00 to 9:00 and would welcome company if anyone was interested. Member Scott Crawford stated that he would like to go and would contact her later this week to confirm.
