TOWN OF MENTZ REGULAR MEETING FEBRUARY 27, 2018 Supervisor Richard Nielens called the meeting to order at 7:02 PM, led the Pledge of Allegiance to the Flag and asked for a moment of silence. Members Present: Supervisor Nielens, Councilman Mark Emerson, Councilwoman Barbara Clancy, and Councilman Matt Poyneer. Councilman Jeff Mills arrived at 7:15PM Others Present: Attorney Kevin Cox, Town Clerk Charleen Wood, Deputy Town Clerk/Cemetery Superintendent Lucy Ware, Highway Superintendent David Nielens, Code Enforcement Officer Jay Moose and Matt Schooley of Barton and Loguidice. Minutes Approval: Minutes of the January 16, 2018 Meeting: Motion made by Matt Poyneer and seconded by Barbara Clancy to accept/approve the minutes as presented. Motion carried 4-0-1 with Richard Nielens abstaining. NYC Bridge: Matt Schooley stated that the finishing plans were almost complete. The bidding process should begin about mid-May and work begin end of June with the project completed the end of October. Mr. Schooley stated that some trees needed to be cut by March 31, he will get with Highway Superintendent to schedule the tree removal. Mr. Schooley also discussed the Bridge of NY program and stated that applications needed to be completed by March 31 and discussed projects that may fall in that category. He will coordinate with Highway Superintendent. Mr. Schooley also discussed cell tower issues and the involvement of Barton & Loguidice. Audit of Bills: Motion made by Mark Emerson and seconded by Jeff Mills to approve the following audit of bills with Mark Emerson abstaining from voucher A30. Motion carried 5-0. General A $12,329.88 VO 30-63 – voucher 36 removed Highway DB $ 7,141.85 VO 8-20 General B $ 3,142.00 VO 2-4 HF $ 55.00 VO 2 SW $ 2,658.00 VO 1 TA $ 1,645.82 VO 3-4 SF $84,302.40 VO 52 DA $ 1,391.92 VO 13 ---PAGE BREAK--- New Business: Approval/Acceptance of Justice Department Audit: Motion made by Matt Poyneer and seconded by Jeff Mills to ACKNOWLEDGE THE AUDIT OF THE 2017 TOWN JUSTICE RECORDS IN ACCORDANCE WITH SECTION 2019a OF THE UNIFORM JUSTICE ACT. Motion carried 5-0. Approval/Acceptance of the Town Clerk Audit: Motion made by Matt Poyneer and seconded by Jeff Mills to accept the audit of the Town Clerk’s Department. Motion carried 5-0. Approve Form 284 for summer Highway Road Work: Motion made by Matt Poyneer and seconded by Barbara Clancy to approve the summer Highway Road Work. Motion carried 5-0. Re-Appoint Sandra Guidone to the BAR for term 10/1/17 – 9/30/22: Motion made by Barbara Clancy and seconded by Matt Poyneer to appoint Sandra Guidone to the BAR from 10/1/17 – 9/30/22. Motion carried 5-0. Town Association: Mark Emerson Discussed the classes he had taken and showed the board the documentation he was securing to be certified. He also discussed counterfeit money and brought many brochures on different topics that were discussed. Reports: Highway – David Nielens – Written Report Roads & Bridges – Matt Poyneer – No Report Code Enforcement – Jay Moose – Written Report Buildings & Grounds – Mark Emerson – Discussion on property where roof is caving in on house – person living there refuses to let owner fix it. Code Enforcement to write complaint to owner for resolution Dog Control – Lucy Ware - stated $24.00 to state and $150.00 to Town Youth, Parks & Rec – Jeff Mills – stated that the school is starting the project and that the fencing would be coming down shortly. Need to let Highway Superintendent know when it happens so that he can get it. Mr. Mills stated that he had offered our softball fields for use by the school, but they declined. Mr. Mills will offer again. The Little League teams are practicing in the gym. Landfill & Recycling - Mark Emerson – stated that everything going ok. He would like to schedule a public hearing in April for the proposed transfer station. Cemetery – Lucy Ware – racks are full – no further report Town Clerk – Charleen Wood – tax season winding down and the Town has been paid what is due them. Planning Board – Dwight Wethey/Mike Riley – Town Clerk stated they had addressed a sub division at the last meeting. ZBA – Lucy Ware – No Report Historian – Mike Riley – No Report Village Liaison – Richard Nielens – No report Veteran’s Memorial – Joe Felice/Lucy Ware – No Report ---PAGE BREAK--- Attorney for Town: Kevin Cox – stated trying to locate Mr. Cooper and give him name and contact info for prospective buyer Communications/Reminders: Meeting at Montezuma on Wednesday 2/28 at 3:00 regarding water Highway Superintendent stated that he had the opportunity to purchase a 55-gallon drum of oil for the smaller trucks. He will try and negotiate a deal. Public to be Heard: No one came forward Executive Session: None required Motion made by Barbara Clancy and seconded by Matt Poyneer to adjourn at 8:45 PM.
