MEETING, TOWN BOARD OF GENOA August 12, 2015 A Regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on August 12, 2015 Present Lorie Sellen-Gross, Supervisor Mick Piechuta Cheryl Shields, Board Member (absent) Mark Conner Don Slocum, Board Member Brandon White, Board Member Al Board Member (absent) Sue Moss, Clerk The meeting was called to order at 7 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. Board minutes for the July 8 meeting were previously approved via email. SUPERVISOR’S REPORT Lorie Sellen-Gross RESOLUTION 45-2015 APPROVAL OF SUPERVISOR’S REPORT On a motion of Board member White, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 3 Sellen-Gross, Slocum, White Nays 0 Resolved that the July, 2015 Supervisor’s Report be approved. Her computer crashed so she purchased a new one and divided the cost among the five towns she works for. She is hoping the hard drive from the crashed computer can be retrieved. She also stated that some residents were very upset with the assessments of their properties and filed Assessment Review Petitions with the County. She will be attending those hearings. Goldfarb FL#6 COMMENTS/QUESTIONS/CONCERNS: - Conducted Plan Reviews for new building and PV Systems proposed in the Town. - Reviewed plans for Seneca County to install Radio Equipment on the Tower on Rte. 90 - Continue to work with residents and their projects. ---PAGE BREAK--- TOWN BOARD MEETING August 12, 2015 Page 3 - Met with Michelle Baines of the Cayuga County Sewer and Water Authority. There will be a meeting on August 26th at 6:30, with the Town Board, Water Committee, Water Operator, and myself. This meeting to scope out all aspects of combining the contract customers and what is needed to upgrade the pump house, and any other projects. She will discuss the projects and funding. WATER REPORT Mark Conner 2,282,400 - July total 73,600 - Average The new pump is still not here. Hopefully within four weeks. This quarter’s water reading went well. The lights on the Town Hall sign are not turning on at the correct time. Mark said he will reset the timer. WATER COMMITTEE REPORT None HISTORIAN None BUILDINGS AND GROUNDS COMMITTEE None PROGRAMS AND GRANTS Lorie Sellen-Gross The Merry-Go-Round Theatre presentations in King Ferry and Genoa were well attended. There were over sixty attendees at each performance. The Swim program was $600 under budget this year. RESOLUTION 47-2015 APPROVAL OF BILLS On a motion of Board member Slocum, seconded by Board member White, the following resolution was ADOPTED Ayes 3 Sellen-Gross, Slocum, White Nays 0 Resolved to accept the bills as presented. OLD BUSINESS Don still needs a couple more inventory updates NEW BUSINESS Mick updated the Board members on the Water District grant. He met with Michelle Baines from the Cayuga County Water Authority. She went over the plans prepared by Tim Buehl and found a few discrepancies. She will be explaining everything at a meeting scheduled for Wednesday, August 26 at 6:30 at the Town Hall. There will be two phases with the first being ---PAGE BREAK--- TOWN BOARD MEETING August 12, 2015 Page 4 what kind of program we want for the water district and phase 2 will be determining a second water source. There are monies available through the State (over $1 billion). Genoa’s plan could cost over $1 million. The first step will be an RFP - Request for Proposal - which will be sent out to consultants and engineers who may be interested in this project. The hope is that this proposal and hire can be done by 2016 so the money can be secured. Pete Saltonstall sent an email to Lorie - “Please pass on my thanks to the board and county for the repaving of Lake Road. A much needed fix.” He sent another email to Lorie - “Please pass on my appreciation to the town board for adopting this new local law to prevent fracking in our town. It took courage to take this stand against this process that is poorly studied and that is causing sickness in many areas of the country where it’s being done. Thank you on behalf of my children and future grandchildren. You did the right thing. All the best” Another email from the State - “On August 12, 2015, we established a final 2015 State equalization rate for the Town of Genoa. The final rate is 100.00. Within the next week you will be receiving by US Mail, a final rate certificate and an impact report. Lorie reported that NYMIR had sent her an inspection report. Any corrections at the Highway garage have been taken care of and Mark Conner was commended for doing a good job.
