VILLAGE BOARD MEETING JULY 25, 2016 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Anthony Peppe, and Chris Fulton were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, and Officer in Charge Rob Brown were also present. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the minutes for the July 11, 2016 Village Board Meeting. · BILLS A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following bills. · PURCHASE ORDERS A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following two purchase orders: $4,298.00 to Shrier-Martin Process Equipment for the purchase of a Decant Pump Replacement for the Wastewater Treatment Plant. $1,139.98 to Tully (Alpine) Building Supply for the purchase of an Aluminum Stage Extension Plank for the Wastewater Treatment Plant. · CABLE Mayor Mulvaney reported that he had received an email from Attorney Thomas Blair stating that the closing date for Zito New York, LLC/Southern Cayuga County Cablevision had been moved to August 31, 2016. Mayor Mulvaney stated that he would keep the Board updated. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW WATER METER REPLACEMENT Mayor Mulvaney reported that there was no report on the new water meter replacement program. · VILLAGE ORDINANCES Each of the Trustees received a revised copy of the proposed Open Burning Law from Village Attorney Charles Marangola. After some discussion, Village Attorney Charles Marangola stated he would make an updated copy ---PAGE BREAK--- to distribute for the next regularly scheduled Board meeting. · WATER LEAK DETECTION UPDATE Trustee Fickeisen reported to the Board and Mayor Mulvaney that Mike Perkins (Department of Public Works) stated that Mark Manzari of New York Leak Detection (NYLD) is scheduled to come to Moravia tomorrow (July 26, 2016). · ZONING AMENDMENTS (PLANNING BOARD) Mayor Mulvaney reported that there was no news from the Village Planning Board pertaining to the Zoning Amendments. · SOLAR POWER GRANT (WWTP) Mayor Mulvaney reported that he and Wastewater Treatment Plant Operator Trainee Sean Cochran attended the Cayuga County Planning Board Training pertaining to Solar Power. The Mayor requested a copy of the Power Point be sent to the Village so that a copy could be given to the Board. The Mayor stated that the presentation was very informative. This item was tabled until the next regularly scheduled Board meeting. · OAK HILL GRAVEL PIT Mayor Mulvaney stated that there was no news on the Oak Hill Gravel Pit. · LENS PROGRAM (DMV) Village Attorney Charles Marangola reported that he had spoken with many of his sources and none of them had heard of the LENS Program. Mayor Mulvaney also stated that an email had been sent to the Cayuga County Association of Villages requesting any feedback and only one village responded stating that they did not use the LENS Program, however they had heard of it. This item was tabled until the next regularly scheduled Board meeting. · ANNUAL JUSTICE AUDIT Trustee McGuerty stated that she and Trustee Fulton had not been able to meet with Judge June Shepardson to complete the 2015-2016 Justice Audit (June bank statement was not available at their previous meeting.) This agenda item was tabled until the next regularly scheduled Board meeting so that the final bank statement for June 2016 could be reviewed before approving the 2015-2016 Justice Audit. · VILLAGE OF MORAVIA EMPLOYEE POLICY REVIEW ---PAGE BREAK--- Each of the Trustees received the pages of the Village of Moravia Employee Policy that they revised at the last Board meeting. After some more discussion, the Board directed the Village Clerk to make revisions in the Employee Policy and copy the Board for the next meeting. This item was tabled to be reviewed again at the next regularly scheduled Board meeting. · CAYUGA COUNTY WATER & SEWER AUTHORITY GRANT RESOLUTION After Village Attorney Charles Marangola gave his opinion to approve the following resolution, a motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 5-0 vote to approve the following resolution: RESOLUTION Supporting the Cayuga County Water and Sewer Authority’s application for a grant to support a county-wide water and sewer study and plan. “WHEREAS, the Cayuga County Water and Sewer Authority (CCWSA) was created as a corporate governmental agency constituting a public benefit corporation and its purpose is to serve the people of Cayuga County; and as part of the CCWSA’s enabling legislation, a district to be known as the “Cayuga County Water and Sewer Authority District” was established, which embraces all of the territory located within Cayuga County; and WHEREAS, the CCWSA’s mission includes undertaking all necessary and reasonable actions within the district to conserve, preserve and protect the water supply to the district, including the making of plans and studies; and WHEREAS, the CCWSA has identified a critical need for a countywide, comprehensive water and sewer plan; and WHEREAS, prior comprehensive evaluations of water and sewer infrastructure were last completed in 1970; and WHEREAS, the CCWSA intends to act as lead applicant and submit a planning grant application in support of a countywide, comprehensive water and sewer plan to the New York State Department of State (NYSDOS), under its Local Government Efficiency (LGE) Program, as part of the Year 2016 Consolidated Funding Application process; and WHEREAS, the Cayuga County Legislature has already resolved to support this LGE grant application including providing required matching funding for the grant; and WHEREAS, the CCWSA is inviting all municipalities in Cayuga County to be active participants in the development of a countywide, comprehensive water and sewer plan;” Now therefore be it resolved that Village of Moravia Board of Trustees fully supports Cayuga County Water and Sewer Authority’s effort to develop a long-range comprehensive plan to address water and sanitary sewer service needs throughout the County of Cayuga. The question of the foregoing Resolution was duly put to a vote and upon roll call was as follows: Mayor Gary Mulvaney Voting YES Trustee Anthony Peppe Voting YES ---PAGE BREAK--- Trustee Gary Fickeisen Voting YES Trustee Nancy McGuerty Voting YES Trustee Chris Fulton Voting YES · EMPLOYMENT APPLICATION (MPD – ATKINS) An employment application from Nicholas Atkins for Part-Time Police Officer was on the table for Board review. Each of the Trustees also received a letter of recommendation from Officer in Charge Rob Brown for Nicholas Atkins. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to hire Nicholas Atkins as Part-Time Police Officer at the rate of $17.84/hour effective immediately. · EMPLOYMENT APPLICATIONS Seven employment applications for Part-Time Cleaner were on the table for Board review. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to accept and place on file the following seven employment applications for Part-Time Cleaner: William Green, Jr., Mary Kenyon, Allan Shaw, Lisa Sampson, James Kemp, William Warner, and Timothy Mather. After some discussion, a motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to hire Timothy Mather as Part-Time Cleaner at the rate of $12.25/hour effective July 29, 2016. · INFORMATIONAL ITEMS Each of the Trustees received a copy of the following: - Two notes from a Village resident. - Town of Moravia Minutes (06/15/16). A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to enter Executive Session at 8:15 p.m. to discuss personnel.
