MEETING, TOWN BOARD OF GENOA July 11, 2018 A Regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on July 11, 2018 Present: Lorie Sellen-Gross, Supervisor (absent) Paul Wheeler Cheryl Shields, Board Member Mathew Pinckney (Helena) Don Slocum, Board Member Mark Minnoe (Minnoe Const) Brandon White, Board Member Chris Stout, Board Member Sue Moss, Clerk The meeting was called to order at 7 p.m. by Deputy Supervisor Cheryl Shields with the Pledge of Allegiance to the Flag. Mathew and Mark talked to the Board about the building permit for Helena Chemical. Patrick hadn't signed it and wanted the Board to look it over before he signed. The Board had no objection to the permit. RESOLUTION 73-2018 APPROVAL OF June 13, 2018 TOWN BOARD MINUTES On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Slocum, Shields, Stout, White Nays 0 Resolved that the June 13, 2018 minutes be approved. The April 11 minutes will be approved at the August meeting. RESOLUTION 74-2018 APPROVAL OF June 26, 2018 EMERGENCY MEETING MINUTES On a motion of Board member Slocum, seconded by Board member White, the following resolution was ADOPTED Ayes 4 Slocum, Shields, Stout, White Nays 0 Resolved that the June 26, 2018 minutes be approved. SUPERVISOR’S REPORT Lorie Sellen-Gross RESOLUTION 75-2018 SUPERVISOR’S REPORT On a motion of Board member White, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 4 Shields, Stout, Slocum, White Nays 0 Resolved that the July 2018 Supervisor’s Report be approved ---PAGE BREAK--- TOWN BOARD MEETING July 11, 2018 Page 2 RESOLUTION 76-2018 BUDGET TRANSFER On a motion of Board member White, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 4 Slocum, Shields, Stout, White Nays 0 Resolved to transfer $88,230 to budget line DA5130.2 Highway Machinery-Equipment RESOLUTION 77-2018 BUDGET TRANSFER On a motion of Board member White, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 4 Slocum, Shields, Stout, White Nays 0 Resolved to transfer $8500 to budget line SW1-8350.4 New Water District. RESOLUTION 78-2018 APPROVAL OF BILLS On a motion of Board member White, seconded by Board member Stout, the following resolution was ADOPTED Ayes 4 Slocum, Shields, Stout, White Nays 0 Resolved to accept the bills as presented CLERK’S REPORT Report on Revenues from Clerk’s Office for June 2018 Dog Licenses $ 185.00 ($216 total - $31 Ag & Markets population control fund) Building Permits 1935.00 Disbursements for June Paid to Supervisor $ 2120.00 Paid to NYS Ag & Markets 31.00 RESOLUTION 79-2018 CLERK’S REPORT On a motion of Board member Slocum, seconded by Board member White, the following resolution was ADOPTED Ayes 4 Shields, Stout, Slocum, White Nays 0 Resolved that the July 11, 2018 Clerk’s Report be approved HIGHWAY REPORT Paul Wheeler The men have been busy helping our neighboring towns do their paving and oil and stone work. We paved Center and Clearview Roads the last week of June and first week of July. The ---PAGE BREAK--- TOWN BOARD MEETING July 11, 2018 Page 3 towns of Venice, Moravia, Locke, Scipio, Springport, Ledyard and Cayuga County Highway Dept. helped out. Matt has made one round mowing roadsides. He is now mowing the landfill. NYS started replacing the storm drain at the bottom of West Hill. On July fifth, they dug through our ten-inch water main that was properly located and marked. A number of calls were received regarding the lack of water after the water main break. The water tower on Route 90 near Indian Field Road went from 80 feet of water to 2.7 feet of water in one hour's time. CODE ENFORCEMENT REPORT The following is a summary of activity for the last month: - Issued 5 building permits and renewed one building permit in May. - Performed routine inspections on outstanding permits and site inspections for new permits. - Office hours on Monday afternoons and by appointment. Several inspections at King Ferry Winery projects on Lake Road and Bright Leaf Winery projects on Clearview Drive. Bright Leaf Winery is planning to open soon, as their tasting room is complete, and they have received approvals from the Cayuga County Health Department and Ag & Markets. Inspected Porter property at 10098 State Route 90 and confirmed that property maintenance code violations exist. Attempted to contact owner’s daughter by phone, but number was disconnected – will prepare and mail Violation Notice and Order to Remedy Violations. DOG CONTROL Cheryl Shields Letters were received from NYS Agriculture and Markets with regard to FingerLakes Dog Protection Agency. All findings were satisfactory except for one. Redeemed dogs are licensed before release - NO - one dog redeemed without proof of licensure. The shelter will be inspected 30 days after the initial inspection. It is anticipated that the deficiency will be corrected by this time. WATER REPORT Sue Moss Total - 3,504,200 gallons Average - 116,807 gallons PROGRAMS & GRANTS The Summer Swim Program started on July 2. There was low attendance the first day but attendance is now picking up. The Merry Go Round Playhouse production of "The Bremen Town Musicians" was held at the King Ferry Presbyterian Church on July 10. There were 26 present. ---PAGE BREAK--- TOWN BOARD MEETING July 11, 2018 Page 4 OLD BUSINESS NEW BUSINESS Cayuga Heart Institute has requested to use the Town Hall for a stop station and use our bathroom facilities on July 21 from 8:30 to 9:30 a.m. The Cayuga County Highway Department has made the decision to keep Sills Road as is. WATER Sue Moss 3,458,800 - total 111,574 - average With no further business, on a motion of Board Member Shields, seconded by Board Member White, the meeting was adjourned at 7:30 p.m. Carried unanimously Susan B.
