Town of Sennett Water Workshop meeting held on January 22, 2018. Present: Peter Adams, Supervisor James Jeffers, Councilman Paul Chatfield. Town Engineer Barbara Johnson, LaBella Associates Ron Schalck, Water & Wastewater Superintendent Mrs. Ripley, Grant Avenue Resident Paul Chatfield opened the meeting describing WD#3 past planning for repairs and upgrades. Many versions of the scope of this have and had been discussed. Supervisor has asked that the water and sewer department, Ron Schalck, to prioritize the roads that need to have the water lines repaired first. We have estimated Chestnut Ridge and Gates Roads, WD#1- Healy Road, WD#3 Jericho Road/Healy Road and WD#3 Mutton Hill Road – tie in connection. Water tank was discussed and clearly that is what all parties feel needs to be replaced. Will give better pressure, will allow back feed towards Auburn, will provide better fire protection to residents, Barbara was asked to explain the possible grants that we could apply for; they are as follows in order of our best chances to receive and qualify: 1) Community Development Block Grant (OCR) Max $750,000.00 Grant – no match required 51% of residents must be low – moderate income levels to qualify. Income survey required. Must address a serious health/safety concern Awards favor improvement to existing systems Deadline June/July 2018 2) Rural (USDA) Development 38 year loans Grant/loan combinations based on income of households/income survey required Household income < $58,882.00 would qualify for “intermediate” interest rate – currently 2.75% - no Grant Household income < $45,505.00 = Grant + low rates – 2.125% 3) NYS Drinking Water Revolving Loan Subject to risk/need scoring system ---PAGE BREAK--- Favor contamination, infrastructure upgrades or replace infrastructure Favor improvements to existing systems Interest rates could be market rate Loan only financing Household income < $45,505.00 Harder to qualify for We discussed a “SAM Grant” – State Assisted Municipality Grant to help pay for the water tank. This would be presented to Senator De Francisco’s office asking for State $ to assist in the purchase of a new tank. Chatfield could write up the specs for this Cost of Project Review Tank $1,000,00000 Healy Road $21,000.00 Jericho Road $450,00.00 Mutton Hill Road $520,00.00 The meeting started at 6:00 PM and concluded at 8:00PM. Action Items from the Meeting Barbara to write up a time line of when Grant info needs to be completed and target submission in May 2018 Also, to look at packaging this whole project into one. Then applying that way and breaking it into two parts and applying that way to see what might work best/qualify for the most Grant Using NYS Water Grant = 60% target. Paul to write draft letter + specs for supervisor to send to Senator De Francisco’s office for “SAM Grant” assistance on a new tank Rural Development income study review to be revisited by Barbara What s the projected cast per person in the proposed area?
