Scipio Town Board Meeting This public meeting was called to order at 7:00 PM on Wednesday November 9, 2016 by Supervisor Gary Mutchler with the following people present: Supervisor: Gary Mutchler Council Members: Howard Nelson Leslie Baxter Town Clerk: Tom Olenych Highway: Mark Chamberlain CEO: Mick Piechuta Mark Ferrari Gary Whitten Visitors: Bruce Besner Motion: to approve agenda for 11/9/2016 town meeting. (Nelson / Ferrari) All in favor. Issues to come before the board from town residents: There were no issues from the town residents present. Approval of the minutes of October 5, 2016 (Nelson / Whitten) All in favor. Motion: to review 2017 tentative budget and approve as 2017 final budget. (Baxter / Ferrari) All in favor. Reports of Town Board Members: A) Leslie Baxter: spoke to the board regarding water quality / blue-green algae problems in Owasco Lake. She told the board that the DEC will reevaluate existing CAFO guidelines, manure management, in 2017 when the current permits expire. The Oswaco Lake Water Quality Committee has sent the DEC their recommendations. Currently OWLA is looking at and working on the DEC’s “9 element plan” or the City of Auburn’s “total maximum daily load” plan. B) Mark Ferrari passed out the new phones quote he received from AT&T. A copy of the quote is attached. Motion: to give Mark Ferrari authority to make the final decision on the AT&T quote prior to the December 2016 town board meeting. (Mutchler / Nelson) All in favor. C) Howard Nelson told the board he has not yet heard back from Chris Carrick regarding the town’s next step forward in the process of putting solar panels on town buildings. Supervisor’s report: A) Health insurance was discussed as to how long after being hired would a new town employee’s health insurance go into effect. It was decided this would be 30 days after the new employee’s start date. It was also agreed that Becky Rury would serve as clerk in regards to the Health Insurance Consortium. Motion to approve 30 day waiting period. (Mutchler / Nelson) All in favor. B) the town has received two bids for lawn care for the town’s cemeteries. Leslie Baxter asked whether or not the request for bids for this should be publicly advertised and Mark ---PAGE BREAK--- Ferrari wondered if the town shouldn’t be more clear on what is to be done and how frequently it’s to be done. Motion to approve the awarding of this contract based on the lowest bid. (Nelson / Mutchler) All in favor. C) Supervisor Mutchler asked the board to approve the following fund transfers: Transfer from: DA5142.1 Snow Removal Personal Services $3,642.32 To: DA5112.2 Improvements Transfer from: A1990.4 Contingent $20.00 To: A1220.4 Supervisor Contractual Transfer from: A911 Unappropriated Fund Balance $8,263.00 To: A9901.8 State Retirement Transfer from: DA911 Unappropriated Fund Balance $19,281.00 $50.00 $1,000.00 To: DA9901.8 State Retirement Transfer from: A1990.4 Contingent To: A1355.4 Assessor’s Contractual Transfer from: A1990.4 Contingent To: A1450.4 Elections Contractual Motion to approve these fund transfers. (Nelson / Baxter) All in favor. Motion to approve Supervisor Mutchler’s financial report/ (Mutchler / Baxter) All in favor. D) Supervisor Mutchler informed the board that a court date of December 13, 2016 at 9:30 AM has been set to finish the legal proceedings regarding Gould Cemetery. E) The Scipio-Venice-Ledyard Fire District. There will be a public vote on Tuesday December 13, 2016 at the Scipio Fire Department to fill the two vacant fire commissioners seats Town reports: A) Heather Garner the town assessor submitted a written report which is attached. B) Tom Olenych talked about records retention and it was agreed Dodie Rowlands would come in one day so she and Tom could go over old records to toss out what isn’t needed and to keep what is needed. Dodie’s pay for these hours would come out of the town clerk’s contractual budget for 2016. C) Mick Piechuta the town code enforcement officer submitted a written report which is attached. D) Mark Chamberlain the town highway superintendent reported to the board they have been busy getting equipment ready for the winter season. The crews are done mowing and hauling stone for the season. Mark also asked the board to consider obtaining sediment traps from OWLA through OWLA’s grant program. There is no cost for the traps but the town would be responsible for any labor involved. Mark provided the board with a copy of the Town of Scipio’s “Winter Safety Gram” which outlines the policies and procedures the town’s highway department will follow regarding winter snow removal. Lastly Mark told the board the paperwork he had submitted for CHIP’s payments were returned although the address was correct. Due to submission deadlines he had to drive to Elbridge to hand deliver this paperwork to a DOT worker. There was no other business. ---PAGE BREAK--- Vouchers: Motion to approve the following vouchers. General 175 – 193 totaling $16,838.21 (Mutchler / Nelson) All in favor.
