MEETING, TOWN BOARD OF GENOA February 14, 2018 A Regular and Organizational meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on February 14, 2018 Present Lorie Sellen-Gross, Supervisor Paul Wheeler, Highway Supr. Cheryl Shields, Board Member Lev Saltonstall Don Slocum, Board Member Jonathan Orkin, Town Justice Brandon White, Board Member Al Board Member Sue Moss, Clerk The Regular meeting was called to order at 7 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. Judge Orkin presented the Board with the "Annual Checklist for Review of Justice Court Records". RESOLUTION 34-2018 APPROVAL OF Annual Checklist for Review of Justice Court Records On a motion of Supervisor Sellen-Gross, seconded by Board member Shields, the Board resolved that Judge Jonathan Orkin, presiding Judge for our Town, presented his 2017 Court Records for Board examination at our February 14th, 2018 board meeting and that we, the Town Board members, have duly examined such court records and acknowledge that fines collected have been turned over to the proper officials of the Town as required by the law. ADOPTED Ayes 5 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that the Annual Checklist for Review of Justice Court Records be approved. Lev Saltonstall attended the meeting to speak to the Board about the upcoming 2018 Treleaven Winery events & weddings. With the Town Law (Local Law No. 1 of 1975) related to entertainment, he is asking permission to submit an application covering 3 upcoming events that may or may not have an attendance of 1,000 persons and will pay $200 for each date as follows: May 26 - Destination After Dark June 8 - Garden Concert Series June 15 - Garden Concert Series The Winery will make sure that there is field parking only; no parking on Lake Road nor Center Road is allowed and they will enforce this with cone placement and staff assisted parking. The Town will place signage on Center Road indicating no parking on either side of the road. The Winery will also make sure that there is an appropriate water supply and bathroom services. Lev Saltonstall explained that sufficient insurance is in place and there will be law enforcement and EMTs on specific dates and evenings. ---PAGE BREAK--- TOWN BOARD MEETING February 14, 2018 Page 2 RESOLUTION 35 -2018 WAIVE SECTION 3 AND 4J OF LOCAL LAW NO. 1 OF 1975 WITH REGARD TO EVENTS AT TRELEAVEN WINERY that are listed above On a motion of Board member Shields, seconded by Board member the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that the Board will waive Sections 3 and 4J of Local Law No. 1 of 1975 with regard to Treleaven Winery events Lev also spoke to the Board about the animal skull structures that have been placed at various locations throughout the Town. He has received many comments and complaints from patrons of the Winery. RESOLUTION 36-2018 APPROVAL OF January 10, 2018 ORGANIZATIONAL AND REGULAR TOWN BOARD MINUTES On a motion of Board member Slocum, seconded by Board member White, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that the January 10, 2018 minutes be approved. SUPERVISOR’S REPORT Lorie Sellen-Gross RESOLUTION 37-2018 SUPERVISOR’S REPORT On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that the December 2017 Supervisor’s Report be approved RESOLUTION 38-2018 SUPERVISOR’S REPORT On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that the January 2018 Supervisor’s Report be approved RESOLUTION 39-2018 APPROVAL BILLS On a motion of Board member Shields, seconded by Board member White, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved to accept the bills as presented ---PAGE BREAK--- TOWN BOARD MEETING February 14, 2018 Page 3 RESOLUTION 40-2018 TRANSFER OF FUNDS On a motion of Board member Slocum, seconded by Board member White, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that monies from the Water Surplus account to be transferred to the Power & Pumping account be approved CLERK’S REPORT Report on Revenues from Clerk’s Office for January 2018 Dog Licenses $ 119.00 ($135.00 total - $16.00 Ag & Mkts population control fund) Certified Copies 30.00 Disbursements for January Paid to Supervisor $ 149.00 Paid to NYS Ag & Markets 16.00 RESOLUTION 41-2018 CLERK’S REPORT On a motion of Board member Slocum, seconded by Board member White, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that the January 2018 Clerk’s Report be approved HIGHWAY REPORT Paul Wheeler The men have been doing a good job plowing and sanding our roads. They are also keeping up on service and repair of our plowing equipment. The guys helped Interstate Heating remove the old oil-fired boiler system, the new propane boilers are up and running fine after a few adjustments. Jeff and Matt are using the mower head on the ditcher to trim trees on East Venice and Shingle Valley Roads. Bob and Eric are building shelves and painting in the water trailer. Our daily water usage was higher than normal, so after searching around we found four water lines that had frozen and ruptured. ASSESSOR REPORT Lorie Sellen-Gross EXEMPTIONS: All exemptions and required documentation is due to me by March 1st. I have already received the bulk of applications. I have been and will continue to collect, organize, review, calculate and determine the eligibility of each exemption application prior to granting and applying each exemption to the 2018 Assessment Roll. Any exemptions that require a renewal application will be removed from the 2018 assessment roll if property owners fail to file. ---PAGE BREAK--- TOWN BOARD MEETING February 14, 2018 Page 4 New Home owners and First time “applicants” are not eligible for the star exemption but rather they must apply for the star credit program through NYS Tax and Finance. It is my understanding that $ saving for either the star credit (check in the mail) and the star exemption $ is equal. I am also reviewing any properties that need a closer look. I will be getting the building permit information from the Code Enforcement officer. If you know of a property that may need a second look please feel free to drop me a note including the tax map owner name and address as well as the concern. I will gladly check it out. Many of calls I am fielding are property owners looking for specific tax bill paying information. Unfortunately, the tax bill provides ONLY my phone number and I am not able to answer their questions or help. I forward the caller, often annoyed, to the tax collector with phone number. OLD BUSINESS The Qualified Abandonment Hearing will be on February 23 at 10 am in Auburn. NEW BUSINESS Because John Berry has resigned his position, the Cayuga County Planning Board is looking for a replacement. Bids will be going out for this year's lawn mowing for the Town. With no further business, on a motion of Board Member Shields, seconded by Board Member Slocum, the meeting was adjourned at 8 p.m. Carried unanimously Susan B. Moss, Town Clerk
