Town of Victory Town Board Meeting May 11, 2015 Council Member present Leonard Hand Lester VanDyke Nancy Sheldon Eleanor Pittroff Michael Wiggins Supervisor Victoria Davis Clerk Steve Yonker Highway Supervisor Debra Davis Justice Harvey Mills Planning Board Chairman Others present: Carol Mills, Horace Burghdurf Jr., Eileen Burghdurf, Horace Burghdurf III, Jim Mignogna. Meeting called to order at 7:00pm with the Pledge of Allegiance by the supervisor No Resolutions to present at this time. Lester makes a motion to pay all billing vouchers as presented, seconded by Eleanor; All Ayes. General Fund: $9,977.50 Highway Fund: $35,804.52 Special District Funds: $293.90 Total All Funds: $46,075.92 Discussion of edited March minutes an April minutes took place. Leonard found some grammatical errors in March minutes that he would like to see fixed, the board agreed. Nancy did not feel that the clerk’s words reflected her statement, while discussing the editing of March’s minutes in the Aprils minutes. Leonard also felt that the wording used to summarize his motion could be taken in the wrong context and would like the wording changed. Lester makes a motion to accept minutes once clerk has made corrections, seconded by Nancy; All ayes. Supervisors Report: Michael Wiggins General Fund : $596,429.74 Highway Fund: $395,741.34 Total All Funds: $1,003,632.51 ---PAGE BREAK--- A money market account has been opened with $60,000.00 placed in it for the building fund. It could not be added to the existing jumbo CD. Mike stated that with the money market account money in the future could be added to it. Lester expressed concern of the difference in interest. It is less than a jumbo CD, but there was not enough money for a jumbo CD. 1st quarter sales tax has arrived but it not depicted in this months supervisors report. It came in lower that last years 1st quarter at $62,930.00. The clerk question if the resolution from April needed to be updated to reflect the change from a CD to a money market account. Lester makes a motion to change last month’s resolution to say money market instead of CD, seconded by Leonard; All Ayes. Beverly Sayles will have a few speakers at the Memorial Day celebration. Cato will arrive around 9am for the firing squad. The steel has arrived too fix the over hang on the front of the building. Mike also stated he would like to replace the basket ball hoops. They do not match and the nets need to be replaced. He would like to upgrade them and spend around $500.00. Lester make a motion to spend up to $500.00 seconded by Eleanor; All ayes. He also feels that a couple of windows in the museum need to be replaced he is unable to get a quote at this time. Nancy and Mike had spoke between meetings about a garbage problem on Victory road. Mike stated he had talked to Bruce and that property has started to be cleaned by the owners. Mike also spoke to Bruce about tires being brought into the town and being taken to the Rigdon property. They are trying to see what code enforcement can do to stop this. Mike also stated he has seen TV’s dumped along the road side now that there is a charge to dispose of them, he is unsure of how to solve this problem. Clerks Report: Victoria Davis 5 building permits for $313.12 16 dog licenses for $121.00 14 garbage permits for $700.00 14 records copies for $140.00 Highway Report: Stephen Yonker They have been sweeping roads and have stared mowing. Drainage tile was placed on Cummings road and Pierce road. Brush has also be cut and chipped. CHIP sealing will begin soon. He contacted the county on missing road signs and also the state on unsmooth transitions from route 370, both issues are being worked on. Mike questioned a bill he saw for tree removal it was a tree that was taken down on Jones the month prior. Leonard wanted to know when these services are contracted out. Steve stated that only when the liability while removing is too high. ---PAGE BREAK--- Eileen Burghdurf questioned if there was advertisement of the garbage rules. It was explained that they are hung at clerk’s window when purchasing permits and that the Town does advertise the sale of them in November. Nancy suggested adding an advertisement in the middle of the year to remind the Towns people of the permits, and a posting of the fee schedule. Eileen would also like to know who monitors the trash on property when it gets to be a lot. She was informed that a complaint can be made to Bruce and he will address the situation. Mike will get a fee schedule for the clerk. Nancy made a motion to place a Mid- Year advertisement with all relevant details on garbage removal in The Shopper, seconded by Lester; All ayes. Leonard wanted to inform the board that they clerk was able to make some changes that had been requested to the website. Mike asked the Board members who would be interested in sitting in on the collective barging contract negation. Nancy expressed interest as well as Lester and Leonard. Meeting called to and end at 7:45 pm, motion made by Eleanor, seconded Lester; All ayes.
