VILLAGE BOARD MEETING JULY 13, 2015 · PLEDGE OF ALLEGIANCE Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Chris Fulton, and Tony Peppe were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, Code Enforcement Officer Fred Delaney, Terry Bowen, Julie McElfresh, Connie Mott, and Boruch Sheps - Northwoods Rehab (entered at 7:16 p.m.) were also present. · PUBLIC TO BE HEARD Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the minutes for the June 22, 2015 Village Board Meeting. · BILLS A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the following Bills. (Trustee McGuerty abstained from Bill #39 due to conflict of interest.) · DEPARTMENT REPORTS A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Treasurers Report for the month of June. A motion was made by Trustee Fickeisen, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Public Works Report for the month of June. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Water Meter Replacement Report for the month of June. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Fuller Park Inspection Report for the month of June. A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Sewer Treatment Plant Report for the month of June. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Vehicle Log Sheet Report and the Maintenance Log Sheet Report for the month of June. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Police Report for the month of June. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the written and verbal Code Enforcement Report for the month of June. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Justice Report for the month of June. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Justice Building Inspection Report for the month of June. (It was noted that the Annual Inspection would be on July 15, 2015 performed by Trustee Fickeisen and Trustee Fulton.) It was noted that there was no Dog Control Report for the month of June. ---PAGE BREAK--- · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney stated that the Board received a June report for new meters replaced, as noted above. · VILLAGE ORDINANCES The review of the Village Ordinances was tabled until the next regularly scheduled Village Board meeting due to needing more information from the Moravia Police Officer-In-Charge Robert Brown. · WATER LEAK DETECTION UPDATE After receiving an estimate from Grant Street Construction, Inc. and an estimate from R.B. Robinson, Inc., a motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 to approve the estimate from Grant Street Construction, Inc. for a Lump Sum of $7,920.00 to repair the North Main Street water leak. Mayor Mulvaney reported that the water leaks on North Main Street and Van Pelt Lane had been repaired. · FOUR TOWN AMUBLANCE 2015-2016 CONTRACT Mayor Mulvaney stated that, to date, the Village had not received a response from Four Town Ambulance to their questions. This item was tabled until the Village receives a response. · NORTH MAIN STREET PROPERTY OWNER (MCELFRESH – FLOODING) Julie McElfresh and Connie Mott, property owners on North Main Street, addressed their concerns pertaining to the recent flooding issues on North Main Street, after thanking the Board for the letter written to them by the Board. Mayor Mulvaney explained that the County had recently cleaned out the creek beds and a small pond on Oak Hill. He stated that the rainwater is just too much for the ground to handle during these many “flashfloods” that have been occurring. Mayor Mulvaney explained that this is an ongoing concern and an ongoing project that the Village and County are continuously addressing and monitoring. The Board thanked them for coming. · NORTHWOODS REHABILITATION AND NURSING CENTER Owner Boruch Sheps of Northwoods Rehabilitation and Nursing Center (aka Howd Nursing Home) introduced himself to the Board as the new owner. Mr. Sheps explained some of the renovations he has done to the building and changes he has made to the facility. After some discussion, the Board thanked him for coming. · VILLAGE PROPERTY OWNER TERRY BOWEN Village property owner, Terry Bowen, addressed the Board pertaining to his barn located on Aurora Street, which the Code Enforcement Officer Fred Delaney directed Mr. Bowen to demolish. ---PAGE BREAK--- Mr. Bowen distributed photos to each of the Board members and explained how he was repairing the barn on his property. Code Enforcement Officer explained to the Board that he had given Mr. Bowen several permits (building permit being valid for one year) and that the barn was still not renovated. The Board thanked Mr. Bowen for coming and explained that it was the Code Enforcement Officer’s decision. · ANNUAL FINANCIAL REPORT 2014/2015 The Village of Moravia Annual Financial Report for 2014/2015 was on the table for Board review. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Village of Moravia Annual Financial Report for 2014/2015. · 2015/2016 FISCAL YEAR APPOINTMENTS A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the following annual appointments: (Trustee McGuerty abstained from voting on the Official Newspaper.) Dates & Time – every 3rd Monday of every month at 7:00 p.m. Zoning Board Member – Guy Burgman (5 year term) Planning Board Member – Fritz Hess (5 year term) COMMITTEE APPOINTMENTS Water Department – Gary Mulvaney Sewer Department – Gary Fickeisen & Chris Fulton Police Department – Gary Mulvaney & Gary Fickeisen Streets & Sidewalks – Nancy McGuerty & Chris Fulton Equipment – Tony Peppe & Gary Fickeisen Intermunicipal Representatives – Nancy McGuerty & Tony Peppe Summer Recreation Program Representative – Tony Peppe · QUARTERLY FAIR HOUSING PUBLIC NOTICE A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the advertising of the Quarterly Fair Housing Public Notice. · DAVIS-ULMER RENEWAL AGREEMENT (JUSTICE CENTER) Each of the Trustees received a copy of the three year Davis-Ulmer Renewal Agreement for the sprinkler inspections at the Justice Center. (It was noted that there was an increase of $6.00 per inspection/visit.) ---PAGE BREAK--- Village Clerk Anne Riddell reported that Village Attorney Charles Marangola reviewed the agreement and advised to delete #8 and #9 of the agreement (pertaining to insurances). A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to authorize Mayor Mulvaney to sign the three year Davis-Ulmer Renewal Agreement for the sprinkler inspections at the Justice Center with the deletion of #8 and as advised by Village Attorney Charles Marangola. · FINGER LAKES RUNNERS CLUB (07/25/2015) Each of the Trustees received a copy of a letter from the Finger Lakes Runners Club for the annual Fillmore 5K on July 25, 2015. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to approve and accept the letter from the Finger Lakes Runners Club for the Fillmore 5K on July 25, 2015. (The certificate of insurance and map were attached.) · GIRL SCOUTS BACKPACK PROGRAM AWARENESS REQUEST Each of the Trustees received a copy of a letter from the Girl Scouts Operations Coordinator requesting a letter or a certificate be prepared by the Village of Moravia to be presented to eleven (11) local Girl Scouts who participated in the Moravia Elementary School Backpack Program Awareness. A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to direct the Village Clerk to prepare certificates with Mayor Mulvaney’s signature for each of the Moravia Girl Scouts who participated in the Moravia Elementary Backpack Program Awareness. · EMPLOYEE SALARY INCREASE (COCHRAN) Each of the Trustees received a copy of a Certificate of Completion for the “Activated Sludge Course for Wastewater Treatment Plant Operators” for Wastewater Treatment Plant Operator Trainee Sean Cochran. A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve a $500.00 annual increase for Sean Cochran, effective immediately, for completing this course. · EMPLOYMENT APPLICATION (FRIEND) An application for employment from Trent Friend was on the table for Board review. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to accept the employment application from Trent Friend. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to hire Trent Friend as part-time Motor Equipment Operator at the rate of $9.00 per hour effective July 9, 2015. ---PAGE BREAK--- · VILLAGE JUSTICE BUILDING USE REQUEST (SEWARD – 07/29/15) Per a telephone call from Senator Seward’s office to Village Clerk Anne Riddell, a motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve Senator Seward using the Village Justice Center on July 29, 2015 from 9:30-11:00 a.m. for a “Senior Scam Forum.” · FARMER’S MARKET REQUEST FOR INSURANCE Each of the Village Trustees received a letter of request from the Moravia Farmer’s Market for insurance coverage for the 2015 market year. Village Clerk Anne Riddell verified that the Village’s Insurance Agent (Kilborne Agency) had approved the coverage. A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve insurance coverage for the Moravia Farmer’s Market for the 2015 market year located in front of Kinney Drugs parking lot. · INFORMATIONAL ITEMS The Village Board of Trustees each received a copy of the following: - Cayuga County Invasive Species Information Meeting flyer (07/15/15). - Thank you letter from Town of Moravia to Village (Recreation). - Letter from Village Board to property owner (Munn). - Letter from Town of Moravia to North Main Street property owners. On the table for Board review was: - Vehicle Log Sheets for the month of June. - Dept. of Public Service Announcement (Telecommunications). Mayor Mulvaney reported that Tierney would be sealing the cracks and coating the parking lot at the Village Justice Center soon for $2,690.00. Each of the Trustees had also received an estimate from Moravia Police Department’s Officer-In-Charge Robert Brown for a new vehicle totaling $38,313.44. The Board agreed that it was not financially feasible to purchase at this time. Trustee McGuerty and Trustee Fulton stated that they had met with Judge Shepardson and performed the annual 2014- 15 Justice Audit. A motion was made the Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the audit.
