MEETING, TOWN BOARD OF GENOA September 14, 2016 A regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on September 14, 2016 Present Lorie Sellen-Gross, Supervisor Paul Wheeler Cheryl Shields, Board Member Don Slocum, Board Member Brandon White, (absent) Al Board Member The meeting was called to order at 7:00 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. The minutes for the August 10 meeting and Public Hearing were approved via email. SUPERVISOR’S REPORT Lorie Sellen-Gross RESOLUTION 62-2016 SUPERVISOR’S REPORT On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields, Nays 0 Resolved that the August 2016 Supervisor’s Report be approved Lorie reported that the Water Department is very close to the projected income for 2016 Judge Orkin came to the meeting to invite the Board to his next court date, September 20. It is DA night and he said there is a full calendar and would like the Board to observe if they wish. CLERK’S REPORT Report on Revenues from Clerk’s Office for August 2016 Marriage License $ 17.50 Certified Copies 120.00 Dog Licenses 220.00 ($252.00 total - $32.00 Ag & Mkts population control fund) Building Permits 905.00 Disbursements for August Paid to Supervisor $ 1,262.50 Paid to NYS Health Dept (marriage license) 22.50 Paid to NYS Ag & Markets 32.00 RESOLUTION 63-2016 CLERK’S REPORT On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields, Nays 0 Resolved that the August 2016 Clerk’s Report be approved ---PAGE BREAK--- TOWN BOARD MEETING September 14, 2016 Page 2 ASSESSOR’S REPORT Lorie Sellen-Gross Exemption RENEWAL applications will be printed by the Cayuga County Real property Office in October. After I have the renewals I will review each one. Check for current ownership, and determine what documentation is needed, create and print cover letters, sort, fold, envelope stuff and mail the renewals. I try to mail Enhanced STAR renewals first by the end of October, then mail low income SR. Citizen and Disability and finally Agricultural Renewals will be mailed by thanksgiving. I am currently finalizing my office hours schedule for the winter & spring. It will remain the “same day” cycle for open office hours as last year. I have a few more SCAR hearings I must attend through the end of September. I will be attending the annual conference September 18th-21st to fulfill the required continuing education. I have been working on the Assessment Budget request for next year. Respectfully submitted, Heather Garner, Assessor HIGHWAY REPORT Paul Wheeler • Matt has finished mowing road sides and landfill, it looks like we need to start mowing again. We have cleared brush from guide rails on Clearview Road. • Eric and Mark have finished ditching on Mahaney Road north. They are now working on Hill Road, cutting shoulders back with the grader, cleaning the ditch and lining it with gabion stone. They still have a ways to go. • We have finished paving streets in town, Maple, Bradley, and Stevens Street. • Chip sealing has been done on Lane Rd, Tupper Rd, Cowan Rd and East Venice Rd. Colbert Rt. 90 COMMENTS/QUESTIONS/CONCERNS: - After much research of the laws of the Town and meetings with the McLaughlins, issued permits that they were requesting, with the exception of a new home at East Genoa. I am working with the Health Department on that project. - A variance was granted to Bill Stevens regarding his pole building. - Monitored the Tower Project - Met with residents concerning new projects. WATER Sue Moss 2,940,000 - total 94,800 - average WATER COMMITTEE Lorie Sellen-Gross A grant application has been submitted. An update from Hunt Engineers was sent to the town attorney. He said it looks okay. The Water Committee is very pleased with the work being done by Hunt Engineers. RESOLUTION 64-2016 APPROVAL OF BILLS On a motion of Board member Shields, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields, Nays 0 Resolved to accept the bills as presented PROGRAMS & GRANTS None OLD BUSINESS The cell tower has been erected and Don Slocum has answered a few questions from residents. NEW BUSINESS Lorie received another letter from the NYS Office of Real Property stating, again, that the Town has a 100% equalization rate. Excellus sent a booklet with 2017 changes to health coverage for employees. Mercy Flight sent a letter asking the Town for funding for 2017. The Board agreed that $200 will be allocated in the 2017 budget. ---PAGE BREAK--- TOWN BOARD MEETING September 14, 2016 Page 4 A Town resident has asked about Creek Road signage and if it might be changed to Pete Austin Road as many people know it by this name. The Clerk will investigate hard drive backup options for Town employees. Judge Orkin has asked if Claire may attend the NYS Association of Magistrates Court Clerks training held in Binghamton. RESOLUTION 65-2016 APPROVAL FOR COURT CLERK TO ATTEND CLASS IN BINGHAMTON On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields, Nays 0 Resolved to accept the bills as presented Al suggested that Paul (Highway Superintendent) take home the Town truck during the winter months so it would be easier and safer to travel to the Town garage in inclement weather when he has to plow early in the morning. Al will be purchasing lumber and sealer for the inmates who will be at the Town hall in October to repair the accessible ramp on the south side of the building. He tried to call E&V with regard to the postcard the Town received (see August minutes). He hasn't received a call back. He will contact Malcolm Underwood to service the furnaces at the Town Hall and garage. At this time (7:55 pm) the Board went into Executive Session to discuss employee compensation.
