MEETING TOWN BOARD OF GENOA December 14, 2016 A regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on December 14, 2016 Present Lorie Sellen-Gross, Supervisor Paul Wheeler Cheryl Shields, Board Member Hans Pecher Don Slocum, Board Member (excused) Brandon White, Board Member Al Board Member The Board meeting was called to order at 7:00 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. RESOLUTION 76-2016 APPROVAL OF NOVEMBER 9 & PUBLIC HEARING MINUTES On a motion of Board member White, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Shields, White Nays 0 Resolved that the November 9 and Public Hearing minutes be approved. RESOLUTION 77-2016 APPROVAL OF GENERAL FUND TRANSFER On a motion of Board member Shields, seconded by Board member the following resolution was ADOPTED Ayes 4 Sellen-Gross, Shields, White Nays 0 Resolved that the requested transfer be approved. SUPERVISOR’S REPORT Lorie Sellen-Gross RESOLUTION 78-2016 APPROVAL OF NOVEMBER 30 SUPERVISOR'S REPORT On a motion of Board member White, seconded by Board member the following resolution was ADOPTED Ayes 4 Sellen-Gross, Shields, White Nays 0 Resolved that the November 30 Supervisor's Report be approved. ---PAGE BREAK--- TOWN BOARD MEETING December 14, 2016 Page 2 HIGHWAY REPORT Brandon White • Matt has finished mowing road sides. He was getting compliments for the nice job he was doing. • Eric serviced the grader and got it ready for the snow plowing season. We have had a couple snow storms pass through. The men have done an excellent job. • Pete Compton from the Locke Highway Department helped with the daily water sampling for about three weeks. We have hired Bob Hunt to take over the water system. He started work November 17. He is having problems with water pumps not starting. • The engine in truck #9 has been repaired. Matt has hauled a few loads of stone and it seems to be running fine. • The guys have started cleaning and organizing the shop. This is going to take a while. ASSESSOR’S REPORT Lorie Sellen-Gross I have received many exemption renewals back already which is great! I will continue accepting and processing them through the MARCH 1ST deadline. I have a few applications still to go out that needed closer review, additional postage… I made an error on the cover letters on the dates I will be at the town for office hours. I inadvertently was using a 2016 calendar to schedule the date for January & February 2017. I will be notifying the recipients of those letters of the error by sending new correspondence. I am also in the process of arranging either myself or a representative to be available during all the hours correct and incorrect to avoid any confusion or frustration. Town and County Tax bills will be out and I will answer any questions I can and point tax payers in the right directions when I can’t. Auburn BOCES Fire Lane #6 ---PAGE BREAK--- TOWN BOARD MEETING December 14, 2016 Page 3 COMMENTS/QUESTIONS/CONCERNS: - Continue to work with residents on new projects - Attended County Planning Board presentation on Solar Farms - Inspected KF Winery for Occupancy Load. - Issued a resident an “Order to Remedy Violation” concerning motor vehicles - Started looking into a complaint from the Fire Chief about a resident on E. Genoa Rd. Lorie received a letter postmarked in Rochester and sent anonymously. The sender asked the Town if the Town is so concerned about the appearance of properties, why are there vehicles parked along the roadside across from the Genoa Fire Department. The Town is aware of this situation and a letter has been sent to the owner of the vehicles. All complaints are addressed in writing. WATER Sue Moss Total for November - 1,943,100 Average - 64,770 OLD BUSINESS Lorie checked with the Town Attorney regarding Mr. Pecher's questions concerning the monies received from the cell tower lease and if an Environmental Impact study had been done concerning the cell tower and the newly adopted junk law. She was told that the cell tower is part of the Town of Genoa. If the Water Department wishes to receive the rental monies, it would have to incur all expenses related to the cell tower. With regard to the EI study, one was not done for the tower and because it has been over thirty days since it was constructed and the Town has received no complaints, there is no need for one. With regard to the Junk Law, an EI study was not needed. The Sill Road access road question was who should be taking care of that short access road. Hans suggested that if that road has not been abandoned, it is the property of the Town. This will need to be researched. NEW BUSINESS Don is attending a meeting at Henninger High School in Syracuse tonight concerning the NYSDOT 's review to repair or replace portions of NYS Route 81. This could cause major traffic pattern changes and may cause increased traffic in our area. Mick is at a finance workshop for Small Water Systems in Palisades. Lorie received an email from Jackie Tyrrell regarding full glass coverage for the town vehicles. The cost would be $100 per year. The Board agreed to this coverage. The County contract for snow removal is ready for Lorie's signature. The Board granted permission. They also granted permission for the 2017 Finger Lakes Dog Protection Agency contract. The Southern Cayuga Instant Aid 2017 contract was sent to the Town. The Board agreed that it should be signed. ---PAGE BREAK--- TOWN BOARD MEETING December 14, 2016 Page 4 RESOLUTION 79-2016 APPROVAL OF PUBLIC HEARING REGARDING THE GENOA-FERRY WATER BOUNDARIES On a motion of Board member Shields, seconded by Board member the following resolution was ADOPTED Sellen-Gross aye White aye Shields aye aye Resolved to approve a public hearing for the Genoa-King Ferry Water Boundaries RESOLUTION 80-2016 APPROVAL OF PUBLIC HEARING DATE - JANUARY 4, 2017 @ 7 pm On a motion of Board Member White, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Shields, White Nays 0 Resolved to approve a public hearing date of January 4, 2017 @ 7 pm The Town of Genoa Year-End meeting is scheduled for December 29 at 11 a.m. at the Town Hall The Town of Genoa 2017 Organizational meeting is scheduled for January 2 at 10 a.m. at the Town Hall Paul asked the Board for permission to purchase a forestry mower attachment. The Board agreed.
