VILLAGE BOARD MEETING DECEMBER 11, 2017 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Gary Fickeisen, Chris Fulton, Anthony Peppe and Nancy McGuerty were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, Code Enforcement Officer Patrick Doyle, Officer in Charge Robert Brown, and Joe Gentilcore were also present. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the minutes for the November 27, 2017 Village Board Meeting. · BILLS A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following bills. (Trustee McGuerty abstained from Bill #228.) · RESOLUTION (SEWER REPAIR RESERVE FUND) A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to adopt the following resolution: LET IT BE KNOWN that the Board of Trustees of the Village of Moravia have resolved to appropriate money from the Sewer Repair Reserve Fund in the amount of $ 3,434.00 for the purpose of paying for Engineering Services for the North Main Street Sewer Line Repair Project and the South Main Street Sewer Line Repair Project pursuant to Section 6-d of the General Municipal Law at the regular meeting held on November 13, 2017 in the Village Office, 22 Central Street, Moravia, New York 13118. (Of the $ 40,000.00 approved, $ 33,752.00 has been spent to date leaving a balance of $ 6,248.00.) The question of the foregoing Resolution was duly put to a vote and upon roll call was as follows: Mayor Gary Mulvaney Voting YES Trustee Nancy McGuerty Voting YES Trustee Anthony Peppe Voting YES Trustee Gary Fickeisen Voting YES Trustee Chris Fulton Voting YES · TRANSFER A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the following transfer: ---PAGE BREAK--- From: Sewer Repair Reserve Fund To: G8110.4 Sewer Administration $ 3,434.00 · DEPARTMENT REPORTS A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Treasurer’s Report for the month of November. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Public Works Report for the month of November. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Water Meter Replacement Report for the month of November. A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Sewer Treatment Plant Report for the month of November. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Vehicle Log Sheet Report for the month of November. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Dog Control Report for the month of November. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Police Report for the month of November. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the written and verbal Code Enforcement Report for the month of November. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Justice Report for the month of November. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Justice Building Inspection Report for the month of November. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney noted that the Board received the report (see above). · VILLAGE ORDINANCES Each of the Trustees received a draft of the items they wanted included in a Zoning Amendment pertaining to Chapter 2, Section 18, entitled “Cattle, Horses, Goats, Sheep, Swine, Poultry” of the Village Ordinances. After a few changes of the draft, the Board agreed to request input from the Village of Moravia Planning Board and the Zoning Board of Appeals. Code Enforcement Officer Patrick Doyle also stated that he would review the enforcement, violations, and penalties. ---PAGE BREAK--- This item was tabled until the next regularly scheduled Board meeting. · SEWER BREAKS & FLOODING Each of the Trustees received copies of emails from the MRB Group pertaining to the recent work on North Main Street that had been done, the upcoming South Main Street sewer line replacement, and information pertaining to the NYSDEC Wastewater Treatment Plant inspection. Mayor Mulvaney reported that it appeared that at this time, Cayuga County will not be eligible to receive FEMA funds for the past year’s floods, despite the many efforts of Cayuga County Emergency Management and the municipalities. Mayor Mulvaney stated he would keep the Board updated of any possible changes. · RESCHEDULE VILLAGE BOARD MEETING (12/26/2017 CHRISTMAS) A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to reschedule the Monday, December 25, 2017 Village Board meeting to Tuesday, December 26, 2017 at 7:00 p.m. due to the Christmas holiday being observed on Monday, December 25, 2017. · CAYUGA COUNTY PLANNING BOARD REPRESENTATIVE 2018 (NELSON) Each of the Trustees received a copy of a letter from the Cayuga County Planning Board requesting a nomination for the Village of Moravia’s representative for 2018 (or to have the current representative, Village of Moravia Planning Board Chairperson, Paul Nelson, continue to serve). A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve Village of Moravia Planning Board Chairperson Paul Nelson’s continuation of service as the Village of Moravia’s representative to the Cayuga County Planning Board for 2018. · INFORMATIONAL ITEMS Each of the Trustees received a copy of the following: - Quarterly Open Agenda Items. - Letter to New York State Workers’ Compensation Board (Opt Out – NYS Paid Family Leave Law). - Retirement Party Invitation (Chuck Rankin – Groton – 05/19/18). - 6 month Village of Moravia Budget review prepared by Treasurer Susan Wade. On the table for Board review was: - Vehicle Log Sheets for the month of November. Merry Christmas!
