Scipio Town Board Meeting This public meeting was called to order at 7:00 PM on Wednesday April 12, 2017 by Supervisor Mutchler with the following people present. Supervisor: Gary Mutchler Town Clerk: Tom Olenych Town Board Members: Howard Nelson Highway: Medical absence Leslie Baxter Code Enforcement: Mick Piechuta Mark Ferrari Gary Whitten Guests: Jim and Betty Huggans Motion to approve agenda for April 12, 2017 town board meeting. (Whitten / Baxter) All in favor. Issues to come before the board from town residents. Jim and Betty Huggans attended the town board meeting to inquire about obtaining health insurance through the town. Betty is a member of the town’s planning board and is therefore considered a town employee and would be eligible but would her husband who is considering retiring in the near future? Because other town residents have inquired about this Supervisor Mutchler looked into it with Don Barber who is the Executive Director of the Tompkins County Consortium and was told it would be OK if approved by the town board. Since Mr. Barber is planning to attend the May 10th. town board meeting Supervisor Mutchler suggested the town board members hold their thoughts and concerns until that meeting. Supervisor Mutchler also invited the Huggans’ to attend that meeting with Mr. Barber and they could talk directly with him. Motion to approve the minutes of the March 8, 2017 town board meeting. (Mutchler / Whitten) All in favor. Town Board Members reports: 1) Leslie Baxter handed out to the board members a chart showing all the different agencies, committees and organizations working to protect the Owasco Lake Watershed. In addition to the list she added the WRR, the Watershed Rules and Regulations committee, which is a steering committee working on new rules and regulations for the Owasco Lake watershed similar to those adopted by the Town of Skaneateles for the Skaneateles Lake watershed. Leslie also asked the board to consider putting money into the town’s budget for the purpose of helping low income residents spay and neuter their pets. 2) Mark Ferrari told the board that the billing issues with Clarity Connect have been straightened out and next year the town would be on residential rates not commercial rates as has been the case. ---PAGE BREAK--- 3) Howard Nelson reported the “No Reservation” sign on Route 34B has been removed. Howard and Mark Ferrari are planning to attend the next Solarize New York meeting on April 19. One of their concerns is to find out who provides the solar panels to the town. Supervisor Mutchler would rather see a ground installation for the solar panels because the town office building does not orient toward the south which is preferred. Howard also reported the town is all set for the May 6th Spring Clean Up Day and that DJ is all set for the new summer transfer station hours. Lastly the subject of what happens if DJ is sick and cannot make it to work as there is no one designated to fill in for him. Howard will discuss this with DJ and report back to the board at the May town board meeting. 4) Gary Whitten said there was nothing new to report regarding the highway department’s new truck which is still scheduled to be delivered sometime in May. Town Supervisor’s report: Supervisor Mutchler told the board the next fire district commissioners meeting will be on Tuesday April 18, 2017 at 7:30 PM at the Scipio Fire Department. Bill Hill, who was recently elected as a fire district commissioner, has visited all three fire companies to begin the task of determining the total assets of the fire district. Once this is determined it will be clearer as to how to proceed from there. One of the questions that needs to be clarified is the possible homeowners insurance rate increases for those property owners who, should the separation be finalized, are now more than five miles from the Scipio Fire Department. Supervisor asked the board to OK an amendment to the budget authorizing the following transfer to funds. Transfer from: A1990.41 Contingent $280.00 To: A1110.42 Justices – connectivity. Motion to approve. (Mutchler / Baxter) All in favor. Town Officers reports: There was no report from the town assessor. 1) Tom Olenych passed out a letter he received from Deb Foster of Cayuga County Dept. of Planning and Economic Development that urges the town to contact local farmers and other entities that might have supplies of pesticides and other waste chemicals that need to be disposed of properly. He also talked to the board about requests he’s gotten from town residents asking about putting up a community bulletin board. The best price he was able to find for an outside bulletin board, dimensionally the same size as what is already hung, was $333.00 plus $26.67 tax for a total cost of $360.00. Motion to approve the purchase on a new community bulletin board. (Baxter / Ferrari) All in favor. 2) Mark Chamberlain submitted a written report detailing his activities since the March town board meeting. ---PAGE BREAK--- 3) Mick Piechuta submitted a written report (included) of permits issued, inspections, visits and other related activities for the month. Other Business: There was no other business to discuss. Approval of vouchers: General Fund 45 to 66 totaling $18,428.97 (Mutchler / Whitten) All in favor. Highway Fund (DA): 24 to 35 totaling $35,183.11 (Nelson / Ferrari) All in favor. Community News: There was no community news for the month. Motion to adjourn: 9:03 (Mutchler) All in favor.
