Sennett Town Board Meeting January 16, 2018 Minutes of the Town of Sennett Town Board Meeting Held on Thursday January 16, 2018 at 7:00 PM at the Sennett Town Office Building. Members Present: Peter Adams, Supervisor Jerrold Eades, Councilman - absent Edward Rizzo, Councilman James Jeffers, Councilman Richard Gagliardi, Councilman Kristopher LaPointe, Highway Superintendent Ron Schalck, Water & Wastewater Superintendent Debbie French, Court Clerk Cheri Major, Bookkeeper Richard Andino, Attorney Penelope Dennis, Town Clerk The meeting is opened with the pledge to the flag. The minutes of the previous meetings are approved on a motion made by Councilman Gagliardi, seconded by Councilman Jeffers, 4 ayes 0 nays 1 absent, carried. Financial Report: Bookkeeper Major reports doing end of year, all good. Big revenue items – truck, retirement was paid in December. November and December still need to be closed. The bookkeeper requests that the board authorize her to do any needed transfers up to $10,000.00 – there is discussion on this. The board wants to wait until they have the actual amounts of the needed transfers before approving, with a special meeting being called if necessary. Also, the bookkeeper is working on the AUD. Fred Farrell, Assessor reports that he has been working on exemption renewals, will be doing pictures soon, meeting with Attorney Langey on Thursday, assessment review next month, meet with the State. New Residential sales are up, which should help with the Equalization Rate. Old Business: The windows will be installed on Friday. Computers will be discussed later. There will be the possibility of putting out to bid for all offices. New Business: After research (there is no conflict) by Attorney Andino, a motion is made by Councilman Jeffers, seconded by Councilman Gagliardi, to appoint Glenn Fletcher as an alternate for the Planning Board, for a one-year term. Roll Call vote: Supervisor Adams yes, Councilman Eades absent, ---PAGE BREAK--- Councilman Gagliardi yes, Councilman Rizzo yes and Councilman Jeffers yes, carried. Department Reports: Highway Superintendent LaPointe reports that due to rain and snow melting snow nine roads flooded: Miller Rd., Parcell Rd., Sharon Dr., Horan Ave., Swamp Rd., O’Neil Rd., Center Street Rd, and Gates Rd.; repaired a washed driveway on Calemad Dr.; plowed and sanded 42 times since 12/18/17 and spread over 500 ton of salt; 300 ton of salt delivered; cleaned and maintained plow trucks; replaced electric motor on the air compressor; replaced the office furnace motor that quite on New Year’s Day and picking up Christmas trees. Kris thanks all in his department for their hard work. Water and Wastewater Superintendent reports: all water meters were read and bills sent out; data logs were done on meters flagged with a leak during reading; fixed a water main break; water samples and reports were done; snow plowing around water barn, Franklin St Pump station and up to the Pine Ridge water tank as needed; weekly checks of sewer meters and sewer pump stations; flooding on last Friday caused Grant Ave sewer pump station to take on a lot of extra water causing a high water alarm. I had to have a septic truck pump 10,000 gallons from the pump station; we put new brakes, calipers, rotors and new locking hubs on F450 dump truck, the truck also needs a new transmission pan due to it leaking; cleaning and straightening up in water barn and marking dig request as needed. Judge Timian reports $3,174.00 for December 2017. Judge Riley reports $2,762.00 for December 2017. The Town Clerk reports $2,383.00 for December 2017. The Court Clerk’s report is read and reviewed by the board, which includes a year to date report. The CEO’s report is read and reviewed by the board. ZBA Chairman reports that all appointees have been notified. Attorney Andino reports nothing new. The Public to be Heard is opened on a motion made by Councilman Rizzo, seconded by Supervisor Adams, 4 ayes 0 nays 1 absent, carried. David Morris, Franklin Street Road, there has been another accident in his area, the speed limit needs to be lowered, something needs to be done. The Public to be Heard is closed on a motion made by Councilman Jeffers, seconded by Supervisor Adams, 4 ayes 0 nays 1 absent, carried. The Abstract in the amount of $122,032.97 is approved for payment in a motion made by Supervisor Adams, seconded by Councilman Gagliardi.
