VILLAGE OF FAIR HAVEN PLANNING BOARD MEETING December 12, 2017 A working meeting of the Village of Fair Haven Planning Board was held at 7:00 pm on Tuesday, December 12, 2017 at the Village Hall, with the following members present: Darrell Uetz, Larry Cosser, Debra Rose and Catherine Byers. Former member Vivian Sciarabba was not present due to time-pressures from other obligations in her life, she resigned from the Board after the last meeting on November 2nd, as she had intended and let the Board know. The Board now has a vacancy. There were three guests present: Melissa and Joe Martin, and Jill Roberts. There was no new business before the Board. There was much discussion among all present about recent local issues and how certain types of businesses and activity could negatively affect the Village as a whole in the future. Board members and citizen guests focused on further reviewing and refining proposed updates to the Fair Haven Goals and Objectives, as part of the Board’s overall project to review, update and strengthen Fair Haven’s Comprehensive Plan/Future Vision Plan and Village Master Plan and corresponding codes and regulations. Specific work on the Goals and Objectives section has been in progress since the Planning Board meetings of October 17th and November 2nd. At the October 17th meeting, visiting members of the Sterling Planning Board recommended that the Fair Haven Planning Board begin the updating process by looking at Fair Haven’s Goals & Objectives (pages 61-70) in the joint “Town of Sterling & Village of Fair Haven Comprehensive Plan.” The proposed updates/ changes to the existing Goal & Objectives are as follows. Note this does not yet include pages 68 & 69 – the statement of “Future Land Use in the Village of Fair Haven” nor has the Board yet addressed updates to the Village Master Plan, Chapter A156 in the “Code of the Village of Fair Haven.” Comprehensive Plan: Village of Fair Haven Goals & Objectives Proposed Updates as of December 2017 – Planning Board p. 60 & 61 – Goal 1: Natural Environmental Quality & Aesthetics Objective “Revitalize and support Architectural Review and Beautification committee and continue efforts to develop the character of the Village in keeping with goals stated in the Comprehensive Vision Plan.” Extend time frame from Short Term through Long Term. Objective “Continue the efforts to clean up West Barrier Bar, encourage and support resident and volunteer involvement, maintain and sustain Village ownership.” Extend time frame from Short Term through Long Term. Add Village Highway Dept, Snowmobile Clubs and ATV clubs to Opportunities for Collaboration. Objective “Encourage the development of a variety of new local businesses that serve tourists and residents such as, but not limited to, appropriately sized specialty market, boat repair shop, bakery, bicycle shop and health care clinic through partnership and service.” Extend time frame from Short Term through Long Term. Objective “Seek public resources and grants to renovate housing structures within the Village.” Objective Delete Darrell Uetz questioned what had happened with the volunteer Community Planning Group which had been active in the Spring of 2017. It was reported to the Board that apparently, due to 1) unexpected opposition to the idea of a Moratorium (to allow time for a Comprehensive Plan update), and 2) the realization by group members of how much time updating and visioning was actually going to take, and 3) the question of where leadership and possible funding was going to come from, the Group, in its current form, did not want to proceed. Debra Rose volunteered to write up all current Vision Plan notes, minutes, and do further research, and send collected info out to Board members for review and response. Joe Martin volunteered to help collect and compile gross square footage measurements of the core business buildings in Fair Haven. The next working meeting of the Planning Board was set for January 9th, 2018. The meeting was adjourned at about 8:45 pm. Minutes respectfully submitted by Debra Rose
