Cayuga County Development Corporation Mission Statement & Performance Measures Page 1 Authorities Budget Office Policy Guidance Authority Mission Statement and Performance Measurements Name of Public Authority: Cayuga County Development Corporation Public Authority's Mission Statement: The Cayuga County Development Corporation (the “Corporation”) was created in June, 2002 as a Not-For-Profit Local Development Corporation under Section 1411 of the Not-For-Profit Corporation Law of the State of New York, for the purposes set forth in Section 1141(a) of such law and whose formation and operation are exclusively for charitable purposes within the meaning of Section 501(c)(3) of the Internal Revenue Code of 1986, as amended. The Corporation’s Mission includes undertaking initiatives in furtherance of relieving and reducing unemployment, promoting and providing for additional and maximum employment and better job opportunities and maintaining job opportunities and to lessen the burden of government and act in the public interest. In furtherance of the purposes and powers invested in the Corporation, the Corporation shall engage is such actions and initiatives that will advance and achieve its stated Mission. In addition, and in doing so, the Corporation shall adhere to its adopted policies and applicable statutory requirements, including PARA, PAAA, OML, FOIL and SEQRA. Have the board members acknowledged that they have read and understood the mission of the public authority? a. YES. 2. Who has the power to appoint the management of the public authority? a. The Corporation’s Board of Directors. 3. If the Board appoints management, do you have a policy you follow when appointing the management of the public authority? a. In accordance with General Municipal Law Sections 858(6), 858(7) and 858-a, the Corporation is empowered to and does from time to time appoint officers, agents and independent contractors to serve as Management for the Corporation. 4. Briefly describe the role of the Board and the role of management in the implementation of the mission. a. The Board is the policy making body for the Corporation, setting broad goals, objectives and priorities for the Corporation’s management to implement in support of the Corporation’s overall Mission. b. The role of management is the implementation and administration of the day to day operation of the Corporation and the programs and policies set in place by the Board. 5. Has the Board acknowledged that they have read and understood the responses to each of these questions? a. YES.
