Town of Venice Board Meeting October 11th, 2018 The regular scheduled board meeting was called to order on October 11th, 2018, at 7:00 pm by Town Supervisor, John Grover. All stood for the Pledge of Allegiance. Roll call found the following present: Supervisor, John Grover; Councilmen, Stefan McGonagle; Stephen Talcott; Brian Sheils; & Rodney Donald; Highway Superintendent, Stephen Fedrizzi & Town Clerk, Kim Franklin Absent: Guest in attendance: Resident, William Landon Resolution 36-2018 ~ Approval of Minutes: Motion made by Councilman Donald and seconded by Councilman Talcott to approve the minutes from September 2018 with one correction: Highway Superintendent met with Finch’s Task Force not the Cayuga County Health Department. Voted: All in favor Resident William Landon presented the board with pictures of the intersection of Poplar Ridge Road & State Route 34B. He has safety, fire & traffic concerns with all the “junk” in the lawn right up to the shoulder of the road. The Board expressed their concern and explained we also had a recent email which was forwarded to NYS DOT, CC Highway and the SCCS. Additionally, our Code Officer is looking into various licensing & motor vehicle registration & potential health issues. The Board thanked him for bringing this to their attention. Resolution 37-2018 ~ Report(s) of Town Officials: Clerk’s report: shows 16 decals, 1 marriage license, 3 certified copies, 6 dog licenses & 1 building permit with receipts of $193.04 paid to the supervisor, $695.46 to DEC, $15.00 to Ag & Markets and $22.50 to NYS DOH for a total distribution of $926.00 through September 30th, 2018 and I’ve delivered the 3 fire department budgets to the CC Real Property Office. Code Officer’s Report: copied to board members shows 0 building permits. Justice’s report: shows 3 tickets with $308.00 collected in fines for September (ck#218 to supervisor) and her July, August & September audit reports were reviewed and approved by board members and with future reports, receipt numbers should be listed. Assessor’s report: copied to board members; noted she attended several trainings. Highway Superintendent: reports they attended the Snow/Ice Control Class; he met with Finch’s taskforce team regarding our roads; salt went up $10 per ton, to $53.40, and salt shed is not full yet; New Visions wants to travel roads next week to see where to run fiber (concerns on Mathers); side note ~ Councilman Sheils spoke with Verizon and some will go overhead when necessary; Cat presented a new 2 year plan on loaders and offered $19,400 ~ the board tabled decision until November’s meeting. The Supervisor’s: report was reviewed and approved by board members. Resolution 38-2018 ~ Preliminary Budget: The tentative budget was reviewed in its entirety. Motion made by Councilman Donald, seconded by Councilman Sheils to accept the tentative budget as the preliminary budget for 2019 and called for a public hearing to be held on November 8th, 2018. Voted: All in Favor Resolved that the tentative budget is now the preliminary budget. SVL FD update from Councilman McGonagle: The Board provided a value to each fire house @ approximately $46 per square foot & approximately $17,000 per acre so basically all have an equal value across the board (probably not equal to fair market value); their budget review meeting is October 17th @ 6:30 and they’re still in need of a treasurer and one commissioner. Resolution 39-2018 ~ Audit of Claims: Motion made by Councilman Talcott, seconded by Councilman Donald to accept Audited Abstract #10; General vouchers #251-272 in the amount of $3,923.61; Highway vouchers #135-150 in the amount of $39,225.38 & Poplar Ridge Light at $16.36. Voted: All in favor Resolved that the bills of the evening were presented, reviewed & approved. Councilman Donald moved to adjourn and meet again on November 8th, 2018, at 7:00 pm at 2479 State Route 34 in Venice Center and seconded by Councilman Sheils.
