1 Village of Fair Haven Board of Trustees Meeting September 10, 2018 The Board of Trustees meeting was called to order at 7:00 p.m. followed by the Pledge of Allegiance. Board members present, Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Judith Dunaway, Trustee Chris Drogi and Trustee Hope Wojtowicz. Also present, Village Clerk-Treasurer Terri DiGregorio and 7 guests. COMMUNICATIONS: • In receipt of 6/26/18 CCAV meeting minutes. • In receipt of thank you email from the Reitsma’s regarding Little Sodus Bay weed clean up including a picture. • Planning board members Larry Cosser and Geoff Hanford attended 2 hours of training on 8/15 • The October board meeting will be rescheduled to October 9th due to Columbus Day holiday. • A joint public hearing on comprehensive plan amendments will be held at 7pm on 9/24/18 at a regular Sterling Town board meeting. • In receipt of a check for $551.83 from NYMIR Insurance for repairs to the John Deere tractor rear window. • In receipt of 9/4/18 Planning Board minutes. PUBLIC FORUM: • Kay Clark expressed concern regarding the speeding traffic on West Bay Road. She lives on that road and is a walker. She is concerned for all of the walkers and asks what can be done to slow down the traffic. Anita Hadcock backed up her concerns. The Mayor stated speed bumps are not allowed due liability issues as this has been researched in the past. The police should be notified when people are observed speeding as the speed limit is 30 mph. West Bay Road weaves in and out of the Village of Fair Haven, Town of Sterling and Town of Wolcott so all of the entities would be involved in signage. Mayor Basile added that the road will be striped this fall. Deputy Mayor Krehling added that he will contact Sterling Highway Superintendent Brian Soper regarding adding more signs. • Jim Butler inquired about the fishing in Little Sodus Bay. Trustee Drogi informed Mr. Butler that there was a die off of pan fish in the spring. He has also noticed different weed growth in the bay this year. Trustee Drogi would like to see a study of the bay conducted. • Frank Perkins thanked Mayor Basile for attending the latest Sterling Silver Swingers dinner. Exceeding the speed limit in the Village was brought up again at that meeting. He informed the Board of the next bus trip. He also was just elected as president of the Sterling Silver Swingers. Frank announced George Brown was elected to the Cayuga County Senior Advisory Committee. • Trustee Wojtowicz would like the Board of Trustees to consider a parks and recreation department. She explained many ideas that could be addressed to develop this department and stated Cayuga County has funds in their budget for villages and towns that goes unused for parks. A plan would have to be submitted to the county to apply for these funds. MINUTES: On a motion by Deputy Mayor Krehling and seconded by Trustee Wojtowicz, the August 13th board meeting minutes were approved and the August 9th minutes were approved with revisions. All aye, motion carried. ABSTRACT #4 VOUCHERS: The following abstracts were approved on a motion by Trustee Drogi and seconded by Trustee Dunaway. All aye, motion carried. • General Fund: $51,955.10 • Water Fund: $16,294.19 • Trust & Agency: $3,766.61 • August Payroll: $43,616.27 General Fund Budget Modifications: The following budget modifications were approved on a motion by Deputy Mayor Krehling and seconded by Trustee Drogi. All aye, motion carried. • Transfer $149.47 from A232W WBB Reserve to parks contractual-WBB • Transfer $1,271.55 from contingent to storm drains contractual ---PAGE BREAK--- 2 Water Fund Budget Modifications: The following budget modification were approved on a motion by Deputy Mayor Krehling and seconded by Trustee Wojtowicz. All aye, motion carried. • Transfer $19,500.00 from F231 Water Improvement Reserve to transmission & distribution equipment reserve for west water tower improvements COMMITTEE REPORTS: • The attached August DPW report was submitted by Carrie Bolton for Roger Granatiero. The report was accepted on a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway. All aye, motion carried. The Board decided the DPW Superintendent or his representative must attend either the agenda or board meeting each month. • The attached Treasurer’s report was submitted by Terri DiGregorio for period ending 8/31/2018. General fund balance $806,251.22 which includes WBB $3,751.73, Water fund $134,611.93, Trust & Agency $855.56 $8,251.00 and CDBG $1.00. The report was accepted on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling. All aye, motion carried. • The attached August Ambulance report was submitted by Stan and accepted on a motion by Deputy Mayor Krehling and seconded by Trustee Drogi. All aye, motion carried. • The attached August Code Enforcement report was submitted by Stan Trustee Dunaway submitted a “Code and Zoning Violation Complaint Form” to be considered. Trustee Dunaway has questions for Stan and stressed he needs to be at one of the meetings to respond to everyone’s questions and concerns. Due to these unanswered questions, acceptance of the Code Enforcement report was tabled on a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway. All aye, motion carried. Trustee Dunaway will attend Sterling Justice Court on September 19th regarding current violations. Williamson Law Book will be contacted regarding enhancements to the code enforcement software. ➢ Nanda Speciale had previously asked about RV’s and portable toilets on Fancher Ave. Mayor Basile had spoken with Stan about this subject and learned that the Village does not address them in the zoning. ➢ Trustee Dunaway suggested a special meeting be held. This meeting will be scheduled with the Board of Trustees, Zoning Officer and ZBA Chairman Susan Stanistreet to discuss zoning issues in the Village. Trustee Drogi would like to the Zoning Officer communicate to the public answers to zoning questions. He also clarified reasons to go before the zoning board of appeals. UNFINISHED BUSINESS: • NYSERDA $50,000.00 Grant update: Task 2 which is entering specifications and costs for purchase of an electric vehicle and DPW garage insulation will be entered into the NYSERDA portal. Mayor Basile will be informed when this has been done. • New York Main Street $275,000.00 Grant update: All 9 applicants have received project approval letters requesting signatures and down payment of prepaid project costs. Trustee Dunaway informed the Board that Laura from Thoma Development will be in the Village tomorrow to meet with some of the applicants. Laura also mentioned a possible problem with one of the applicant’s quotes which may need to be addressed. • SAM DASNY $50,000.00 Grant update: A budget still needs to be established and sent to the State. In the meantime a quote has been drawn up for village hall expansion/remodeling to possibly add office space and storage for the Cayuga County Water & Sewer Authority. • NYS CDBG Lake Ontario Flood Recovery $400,000.00 Grant update: One proposal for administration of the grant was received. On a motion by Trustee Dunaway and a second by Deputy Mayor Krehling Thoma Development Consultants proposal was accepted. All aye, motion carried. This grant will take precedence over receiving any funds from FEMA which will be addressed at a later date. • South Richmond Ave. as a one-way street is still under review. • Two Board members must submit a 3-month calendar to the Village Clerk for NYS Retirement to pass a new resolution. • Diamond Maps quote: $28.00 per month - $336.00 annually - $168.00 is the split cost with CCWSA. Trustee Drogi asked Jay Sawyer how the Village would retain the information permanently. Jay responded it could be uploaded to a server. ---PAGE BREAK--- 3 NEW BUSINESS: • A proposal was submitted by Amanda Evans, Amy Lozier and Kristine Lozier to install a Community Blessing Box in the Village of Fair Haven. They would have it built by volunteers. It would contain donated non-perishable foods, hygiene and household items. The Board of Trustees would like to see the proposed box somewhere near the village hall for monitoring purposes. Deputy Mayor Krehling will speak to the ladies requesting the project. • West Barrier Bar Park Steward, Pat Cooper, made suggestions regarding projects at the park for the Cayuga County inmates at the request of Deputy Mayor Krehling. Items such as cutting down and removing grapevines from the trees, cleaning up a broken tree on bay side of park and moving a picnic table and a fire ring sitting atop of wood chips will be addressed. • A permanent water disconnection for water account B1270 was approved on a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway. All aye, motion carried. • A permanent water disconnection for the mobile home at account B2810 was approved on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling. All aye, motion carried. • An email was received by the Village from Tim Lowden requesting permission to have a fund raiser for a new flag pole in Central Park. It will be referred to as the Commemorative Park Flag pole Fundraiser. The Board of Trustees will have final approval of the type of pole to be purchased and stressed no name plates around the pole. • A tree will be planted at sewer pump station #3 at the end of Lake Street to replace the tree that died and was removed. • Trustee Drogi introduced the idea of offering free access to village water for tourists, boaters and those less fortunate. He informed the Board of Trustees of communities that offer a free water station, in particular the Village of Cato and Village of Clayton. This idea will remain under consideration.
