VILLAGE OF FAIR HAVEN PLANNING BOARD MEETING Minutes of May 22, 2018 The Fair Haven Planning Board meeting was called to order at 6:00 pm on Tuesday, May 1, 2018 at the Village Hall. Board members present were Larry Cosser, Debra Rose, Geoff Hanford and Linda Clum. Absent was Catherine Byers. Nine guests were present. Chairman Cosser opened the meeting. A detailed agenda had been prepared. MINUTES: The minutes of the May 1, 2018 meeting were approved on a motion, second and all votes aye. UNFINISHED BUSINESS: 1. Proposed Comprehensive Plan Updates: The three sections of the proposed updates have been revised after review and comments from the Mayor, Deputy Mayor, Trustee Dunaway and Trustee Wojtowicz. Trustee Drogi declined to offer comments. Board members reviewed the changes. a. “Future Land Use” final review. b. “Recent History/Current Conditions” final review. c. “Goals, Objectives & Implementations” final review. d. Board members considered options for possible future scenarios: 1) change it to look more like the map on page 72, or 2) render and designate it “This page intentionally left blank.” Concern was expressed that trying to establish general estimations of what the district lines might be in the future, might cause confusion and upset. f. Ms. Rose received the requested Part I SEQR from advisor Amy D’Angelo. This was reviewed and approved for submission to the Village Board and Village clerk. As the Comp Plan amendments are considered a Type I action, and a full EAF is required, Part II and Part III also need to be completed, though they are not needed for the GML 239 review. Ms. D’Angelo will be asked to assist in this process. ---PAGE BREAK--- g. Submission of the proposed Comp Plan updates, SEQR part I, and submission form must be approved by the Trustees and sent to Cayuga County for GML 239 review by deadline of June 5 to be on their June 14 meeting docket. As the Trustees have scheduled a special meeting on May 30, the Comp Plan submission approval will be on their agenda. The Trustees also need to schedule and conduct a public hearing. NEW BUSINESS: 1. Village of Fair Haven CBD Zoning Amendment Project: Senior Planner Kari Terwilliger from Cayuga County Planning and Economic Development, after attending the Planning Board meeting of May 1, submitted a proposal for her office’s assistance with the “Village of Fair Haven CBD Zoning Amendment Project.” On May 10 Planning Board members Rose and Hanford attended the Village Board’s agenda meeting to discuss the proposal and answer questions. On May 14 the Trustees approved the proposal along with the funding for it. 2. Architectural Review Committee: Members of the Architectural Review Committee were present at the meeting, gave a lively introduction of themselves, and presented a general report of their activities so far. They passed out and explained a compilation of research notes regarding possible design criteria and other general ideas for the Village Central Business District. They also presented information on the Certified Local Government (CLG) program in NY State, which has the primary goal to encourage municipalities to develop and maintain community preservation efforts in coordination with local land use planning and improvement activities. The Committee expects to be an integral part of the Zoning Amendment process and their activities to date were appreciated by all present. 3. Zoning Committee: It is unclear at this point how many people will be volunteering to be part of this Committee, and whether it will be an independent group that meets separately from the Planning Board. 4. Fair Haven resident Joe Martin was thanked and appreciated once again for his generous and tireless volunteer work in assisting the Planning Board to gain a perspective on the general topography of the Central Business District. Next meeting of the Planning Board: Tuesday June 5 at 6:00 pm. Cayuga County Senior Planner Kari Terwilliger will be at this meeting, and, along with members of the Planning Board and public, will officially initiate the Zoning Amendment process. Members of the Architectural Review Committee and the Zoning Committee will be in attendance, as well as other interested or concerned residents of the Village and Town. All are welcome. Further scheduled PB meetings are June 19 and July 3, both at 6:00 pm. The meeting was adjourned at 8:20 pm on a motion, second and all votes aye.
