MEETING TOWN BOARD OF GENOA July 12, 2017 A regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on July 12, 2017 Present Lorie Sellen-Gross, Supervisor Paul Wheeler Cheryl Shields, Board Member (absent-Town business) Mick Piechuta Don Slocum, Board Member Maria Bachich Brandon White, Board Member Will Wasleff Al Board Member Sue Moss, Clerk The Board meeting was called to order at 7:00 pm by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. Maria spoke to the Board of her concern for the fast moving cars on Atwater Road in front of her home. She had a car take down her mailbox and a fence post, set in concrete, recently. The damage to the woman's car was significant. Maria has lost (in the past) three mailboxes and the front of her house because of speeding cars. She asked the Town if a sign could be posted on the curves or perhaps speed bumps to help slow down the traffic. She has recently sold her home to a family with three children and she is very concerned for the safety of the children. Paul Wheeler will look into this to see what can be done. Will spoke to the Board about the situation with Mr. and Mrs. Strehle and his inability to enter his field, which is adjacent to the Strehle's driveway (half of which is town property). They will not allow him to use this driveway. He attempted to meet with them but they cancelled the meeting. Lorie will send a letter to the Strehle's to share with them that they need to allow Will to use the entrance way to that field through what they call their driveway which is town property. RESOLUTION 74-2017 APPROVAL OF June 23 PUBLIC HEARING MINUTES On a motion of Board member Slocum, seconded by Board member White, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, White Nays 0 Resolved that the June 23 Public Hearing minutes be approved. The paving scheduled for July 17 has been delayed due to heavy rains and flooding. Roads damaged by storms on July first. 1- Shingle Valley Road - driveways and side of road damaged. 2- Bruton Road - flooded north of Sheils residence. 3- Mahaney Road - west side of road washed away. 4- Powers Road - culvert plugged /washed out. 5- Center Road - side of road washed away. 6- Hill Road - culvert plugged. 7- Whipple Road - shoulder damage. 8- Bartnick Road north - Shoulder washed away. 9- Middlecott Road - culvert plugged. Most of the roads have been repaired. Some of them still need more attention. Matt has finished his first round of mowing road sides. Cook Mahaney Rd COMMENTS/QUESTIONS/CONCERNS: - Issue “Order to Remedy Violations” to two residents of the Town. More to follow. - Review asbestos procedures for demolition with NYS Asbestos Control Agency. - Review a complaint on Bradley Street. Lot line dispute - Continue to work on new projects. WATER Total for June - 3,800,000 Average - 90,666 NEW BUSINESS Lorie received an email from the County requesting a list of expenses accrued because of the storm. Paul has been working on this. Cheryl is absent from the Board meeting because she is on a short bus tour (sponsored by the New York Animal Agriculture Coalition) of a local dairy farm to talk about ways farmers are being stewards of the land and helping safeguard the water supply. RESOLUTION 77-2017 APPROVAL OF THE ITHACA JOURNAL AS AN ADDITIONAL OFFICIAL NEWSPAPER FOR THE TOWN On a motion of Supervisor Sellen-Gross, seconded by Board member White, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, White Nays 0 Resolved to accept the Ithaca Journal as an additional official newspaper for the Town The Ithaca Journal will be added as an additional official newspaper to be used if the Citizen isn't able to publish a legal ad for the Town in a timely manner. ---PAGE BREAK--- TOWN BOARD MEETING July 12, 2017 Page 4 Lorie received an email from Tee-Ann Hunter with regard to the Cayuga Lake Watershed Intermunicipal Organization. The organization is looking for funds from the current active members of the IO to match grant money. The Board agreed to send $250. Resolution 78-2017 The following Resolution is duly presented for consideration by the Town Board regarding the 2016 GIS Local Roads Inventory Update Project by the New York State Department of Transportation: WHEREAS, the Town of Genoa hereby has reviewed the Cayuga County-Town of Genoa 2015 Local Highway Inventory Listing given to the Town Official via letter dated June 27, 2016 with the following additions and removals as made listed below WHEREAS, there are two roads that appear to exist but are not claimed in the LHI listing; Maple St Ext, Powers Rd Spur. We, the Town Board, are also adding Sills Rd Spur South beginning on Sills Road and ending with a Dead End. In this resolution we are affirming that the Town of Genoa owns these roads and accepts responsibility for their maintenance and repair. These roads being added to the inventory list will add an additional .36 miles in new length WHEREAS, County Line Hill, DOT ID 259299 is to be corrected as it will NOT TO BE REMOVED so there will NOT be a loss of .01 miles removed from the inventory WHEREAS, County Line Hill, DOT ID 127940 Shingle Valley has a new length of .021 so this length needs to be add to the total length in the spreadsheet WHEREAS, all DOT RD ID’s were read singularly to acknowledge revisions, any private vs public or to accept changes in more than minor length WHEREAS, the roads or the land that the roads are located on is under the jurisdiction of the municipality and that these roads are open to the public unless limited due to construction periods WHEREAS, with the addition of the DOT ID 259299 and DOT 127940 and the 3 roads not appearing on this 2015 Local Highway Inventory Listing that are now listed under Appendix, the Town of Genoa accepts all legal, maintenance, repair, and responsibility of the roadway of these roads on this highway inventory list and it appears that the total length of roads is now 43.71 miles The question of adoption of such proposed Resolution was duly motioned by Councilperson Slocum duly seconded by Councilperson White and put to a roll call vote with the following results: Supervisor Lorie Sellen-Gross - aye Councilperson Albert J. RESOLUTION 79-2017 APPROVAL OF BILLS On a motion of Board member seconded by Board member White, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, White Nays 0 Resolved to accept the bills as presented Lorie said the swim program has fewer students in attendance than last year.
