MEETING, TOWN BOARD OF GENOA May 9, 2018 A Regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on May 9, 2018 Present: Lorie Sellen-Gross, Supervisor Paul Wheeler Cheryl Shields, Board Member Don Slocum, Board Member (absent) Brandon White, Board Member (absent) Chris Stout, Board Member Sue Moss, Clerk The meeting was called to order at 7 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. The approval of the April 11 minutes was postponed until the June 13 meeting. RESOLUTION 54-2018 BUDGET ADJUSTMENT On a motion of Board member Shields, seconded by Board member Stout, the following resolution was ADOPTED Ayes 3 Sellen-Gross, Shields, Stout Nays 0 Resolved that insurance money received for damages to #9 truck ($15,202.64) increase the budget line item DA2770 (misc. income) and increase the ability to expend this amount in General Repairs DA5110. RESOLUTION 55-2018 BUDGET ADJUSTMENT On a motion of Board member Shields, seconded by Board member Stout, the following resolution was ADOPTED Ayes 3 Sellen-Gross, Shields, Stout Nays 0 Resolved that insurance money received for damages to #9 truck ($1,625.06) increase the budget line item DA2770 (misc income) and increase the ability to expend this amount in General Repairs DA5110. RESOLUTION 56-2018 BUDGET TRANSFER On a motion of Board member Shields, seconded by Board member Stout, the following resolution was ADOPTED Ayes 3 Sellen-Gross, Shields, Stout Nays 0 Resolved to transfer $29,785.92 from Water District Surplus Funds into the 2018 budget to pay for the 2018 Ford pickup truck for the Water District. Funds are entered into budget line SW1- 8350.4 New Water District. ---PAGE BREAK--- TOWN BOARD MEETING May 9, 2018 Page 2 SUPERVISOR’S REPORT Lorie Sellen-Gross RESOLUTION 57-2018 SUPERVISOR’S REPORT On a motion of Board member Shields, seconded by Board member Stout, the following resolution was ADOPTED Ayes 3 Sellen-Gross, Shields, Stout Nays 0 Resolved that the April-May 9, 2018 Supervisor’s Report be approved RESOLUTION 58-2018 APPROVAL OF BILLS WITH ONE CHANGE On a motion of Board member Shields, seconded by Supervisor Sellen-Gross, the following resolution was ADOPTED Ayes 3 Sellen-Gross, Shields, Stout Nays 0 Resolved to accept the bills as presented with one change - R&L Mowing check cannot be made out to an individual. CLERK’S REPORT Report on Revenues from Clerk’s Office for April 2018 Dog Licenses $ 88.00 ($99 total - $11 Ag & Markets population control fund) Certified Copies 10.00 Building Permits 485.00 Disbursements for April Paid to Supervisor $ 583.00 Paid to NYS Ag & Markets 11.00 RESOLUTION 59-2018 CLERK’S REPORT On a motion of Board member Shields, seconded by Board member Stout, the following resolution was ADOPTED Ayes 3 Sellen-Gross, Shields, Stout Nays 0 Resolved that the April 2018 Clerk’s Report be approved HIGHWAY REPORT Paul Wheeler The men replaced driveway pipes and did more ditching on Center Road. Paving is scheduled for late June. We had Cayuga County Soil and Water hydro seed ditches on Center Road to help prevent some erosion. ---PAGE BREAK--- TOWN BOARD MEETING May 9, 2018 Page 3 The guys cleaned up a willow tree that had blown on Creek Road just south of Mayo Road. We also trimmed trees and brush on Clearview Road getting it in shape for paving this summer. We are waiting for a 36-inch culvert pipe to be delivered so we can replace a cross culvert on the south end of Powers Road. Jeff and Matt are still hauling material for this year's paving projects. We need another 800 ton. The new Highway truck is still in Watertown. CODE ENFORCEMENT REPORT Lorie Sellen-Gross The following is a summary of activity for the last month: - Issued 5 building permits in April. - Performed routine inspections on outstanding permits and site inspections for new permits. - Office hours on Monday afternoons and by appointment. - Attended New York State Planning Federation Annual Education Conference in Lake George April 22-24, 2018. Working with King Ferry Winery, their design professionals and the Cayuga County Environmental Health Department on new additions to ensure compliance with codes. Received 14 Special Events Permit Applications from King Ferry Winery on April 30, 2018. Nine of the applications starting June 22 thru August 4, 2018 will require waiver of the 90-day rule. Five of the events from August 10 thru September 1, 2018 are submitted for approval within the 90-day period. In addition to the waiver of the 90-day rule, the fee charge of $100.00 per event will require Town Board approval. RESOLUTION 60-2018 WAIVER OF SECTION 3 AND 4 OF LOCAL LAW 1 OF 1975 On a motion of Board member Shields, seconded by Board member Stout, the following resolution was ADOPTED Ayes 3 Sellen-Gross, Shields, Stout Nays 0 Resolved with regard to the following events at Treleaven Winery: June 22, 2018 August 3, 2018 June 29, 2018 August 4, 2018 July 1, 2018 August 10, 2018 July 7, 2018 August 17, 2018 July 13, 2018 August 24, 2018 July 20, 2018 August 31, 2018 July 27, 2018 September 1, 2018 The Winery will make sure that there is field parking only, no parking on Lake Road or Center Road. Staff will assist in cone placement along roadsides to now allow this parking and continue to monitor that this does not happen ---PAGE BREAK--- TOWN BOARD MEETING May 9, 2018 Page 4 Roll Call Sellen-Gross aye Shields aye Stout aye WATER Sue Moss 2,872,900 - total 95,763 - average WATER COMMITTEE Cheryl Shields The Water Committee met on Monday evening Tim Steed from Hunt Engineering has drafted a letter to be sent to those water customers on contract. They will be given 3 months to comply with the new hookup regulations. The Board decided that those customers should not have to pay for the new hookups. The Cayuga County Health Department has indicated that a couple of septic tanks need to be moved It was asked if the water line should be extended on State Route 34. The answer was no. NEW BUSINESS Landfill monitoring will be done in August by Pickard and Anderson RESOLUTION 61-2018 APPROVAL FOR SUMMER SWIM DIRECTOR AND INSTRUCTORS On a motion of Board member Shields, seconded by Board member Stout, the following resolution was ADOPTED Ayes 3 Sellen-Gross, Shields, Stout Nays 0 Resolved to hire summer swim director and instructors Paul will be attending a Highway Superintendents' meeting on Thursday (5/10) where the Cayuga County Water Quality guidelines will be discussed; also shared services. Lorie reported that the Town had received the quarterly sales tax check from the County in the amount of $166,000. The Highway Fund will receive 3/4 of this amount and the remainder will be placed in the General Fund. This amount was a 7.26% increase from last year. The Snow Plow contract has been sent and the New Visions Fiber Optic Internet Installation Project began in Summerhill. The abandonment hearing will take place on May 16 at the Cayuga County Office building in Caucus Room one. ---PAGE BREAK--- TOWN BOARD MEETING May 9, 2018 Page 5 RESOLUTION 62-2018 APPROVAL FOR TOWN HALL PARKING LOT PAVING On a motion of Board member Shields, seconded by Board member Stout, the following resolution was ADOPTED Ayes 3 Sellen-Gross, Shields, Stout Nays 0 Resolved to have the Town Hall parking lot paved RESOLUTION 63-2018 APPROVAL TO PURCHASE A TRAILER FOR THE EXCAVATOR On a motion of Board member Shields, seconded by Board member Stout, the following resolution was ADOPTED Ayes 3 Sellen-Gross, Shields, Stout Nays 0 Resolved to purchase a trailer for the excavator from the water surplus fund Lorie reported on her trip to Saratoga Springs to attend the Association of Towns Conference. She found it very informative and will begin searching for an accountant to conduct an audit for the Town of Genoa.
