VILLAGE OF FAIR HAVEN PLANNING BOARD MEETING April 3, 2018 The Fair Haven Planning Board was called to order at 7:00 pm on Tuesday, April 3, 2018 at the Village Hall. Board members present were Larry Cosser, Debra Rose and Linda Clum. Absent were Geoff Hanford and Catherine Byers, who were out of town. Six guests were present: Ellie Gerberich, Gus Taft, Paul Garland, Joe Martin, Tim and Laurie Oleyourryk.. Larry Cosser opened the meeting. A detailed agenda had been prepared. MINUTES: The minutes of the March 27, 2018 meeting were approved on a motion, second and all votes aye. UNFINISHED BUSINESS: 1. Proposed Temporary Moratorium. The Trustees have scheduled a public hearing for Thursday, April 19. Note: the original 5000 square foot limitation recommended by the Planning Board has been changed to 4000 square feet by the Trustees. Note: the 4000 square foot size needs to specify “4000 square feet (footprint).” 2. Part 1 SEQR – Amy D’Angelo of Sterling Planning Services has prepared the Part 1 SEQR, if needed. 3. Proposed Comprehensive Plan Updates: a. “Future Land Use” final review. b. “Recent History/Current Conditions” final review. c. “Goals, Objectives & Implementations” final review. d. Committee for Updating/Amending the Village Zoning and Land Use Regulations. If the Trustees so desire, the Planning Board is willing to be appointed lead for the advisory committees (Architectural Review and Zoning) that are being formed. Ideally, the Zoning Committee will be made up of motivated volunteers from the ZBA, Planning Board and public. Both committees will function as advisory committees to the Planning Board, who, after collaboration and review, will submit proposals to the Board of Trustees. ---PAGE BREAK--- 5. SEQR Requirements Part 1 for proposed Comp Plan Update, is not authorized yet.. 6. Further information to submit to the Village Trustees, in person, by April 5: a. Letter from Amy D’Angelo re: Time Required for Zoning Amendment & supporting notes b. List of exceptions to GML 239 Review agreed upon between County and Village, as per email from David Nelson of Cayuga County Planning. c. Finals drafts of the three sections of proposed Comprehensive Plan update – “Future Land Use”, “Current Conditions/Recent History,” and “Goals, Objectives and Implementations.” For Review with response and revision as needed. Timeframe for response from Trustees: end of April. 7. meeting. The Planning Board will meet on the first Tuesday of the month at 7:00 pm. Next regular meeting date: May 1, 2018. The Board will continue to meet in mid-month as needed. NEW BUSINESS: 1. Submit request to Trustees to authorize 10 more hours for consultation work with Sterling Planning Services, to be used if needed. 2. Contact Cayuga County Planning Department to see if they can advise the Village with the work of updating and amending the Zoning law. The meeting was adjourned at 8:40 pm on a motion, second and all votes aye. ADDENDUM to Minutes: 1. The Moratorium is a Type II action under SEQR. The proposed law does not need a SEQR review. 2. At the Agenda meeting of April 5, the Trustees approved submission of the proposed Moratorium law and supporting documents to Cayuga County for GML 239 review. 3. Follow-up: Cayuga County Planning and Economic Development office arranged to send Senior Planner Kari Terwilliger to meet with the Village Planning Board and interested parties on May 1, to assess the out- dated current zoning and land use regulations and prepare their proposal for assistance in amending. 4. On April 19, the Trustees held a public hearing at the Village Fire Hall. Changes were suggested to some minor details in the proposed law. 5. On April 23, at a publically advertised meeting, the Trustees voted 4-1 to enact the temporary Moratorium law, for the period of one year.
