TOWN OF MENTZ REGULAR MEETING SEPTEMBER 19, 2017 Supervisor Nielens called the meeting to order at 7:06 PM, led the Pledge of Allegiance to the Flag and asked for a moment of silence. Members Present: Supervisor Nielens, Councilman Mark Emerson, Councilwoman Barbara Clancy and Councilman Matt Poyneer. Councilman Jeff Mills arrived at 7:08 PM Others Present: Town Clerk Charleen Wood, Deputy Town Clerk/Cemetery Superintendent Lucy Ware, Highway Superintendent David Nielens, Code Enforcement Officer Jay Moose, A+ Computers Randy Miller, B & L Taylor Bottar, and B & L Matt Schooley. Minutes Approval: Minutes of the August 15, 2017 Meeting: Motion made by Matt Poyneer and seconded by Barbara Clancy to approve/accept the minutes as presented. Motion carried 4-0 with Jeff Mills absent. Budget Transfers: FROM: Contingent A1990.4 $3,102.24 TO: A9040.8 $ 102.24 A1420.4 $3,000.00 Motion made by Richard Nielens and seconded by Mark Emerson to make the above transfers. Motion carried 5-0. Audit of Bills: Motion made by Jeff Mills and seconded by Mark Emerson to approve the following audit of bills. Motion carried 5-0. General A $24,947.45 VO 210-235 General B $ 148.33 VO 16 Highway DB $67.499.34 VO 62-66 DA $10,817.61 VO 7 HF $ 292.50 VO 14 SW $ 9,000.00 VO 13 TA $ 1,645.82 VO 15-16 Old Business: NY Central Bridge – Matt Schooley – stated that the data collection had been completed; draft had been submitted to DOT; a conventional bridge will be required; no resource issues were found. Would like to schedule an informational meeting in October. ---PAGE BREAK--- Motion made by Barbara Clancy and seconded by Matt Poyneer to schedule the informational meeting October 10, 2017 between 6-7 PM. Motion carried 5-0 Water Project – Taylor Bottar – stated that the project is wrapping up and the punch list being completed and verified. The chlorination station created issues in that the location was changed to South Street and the property was not purchased until June 2016 which held up the project. The request has been made for approval of amendment #3 which is for the reduction of the $30,000 to $23,000 for compensation of services and each municipality will receive the appropriate percentage. Motion made by Matt Poyneer and seconded by Jeff Mills to close out the water project and authorize the supervisor to sign the amendment. Motion carried 4-1 with NAY from Richard Nielens. Internet Usage Policy – Motion made by Jeff Mills and seconded by Mark Emerson to approve/accept the internet policy. Motion carried 4-1 with NAY from Matt Poyneer. Computer System Security Breach Notification Policy – Motion made by Matt Poyneer and seconded by Jeff Mills to approve/accept this policy. Motion carried 5-0. A+ Contract with the Town – Randy Miller – explained his security plan and how it worked. This contract is the same as last year. Motion made by Jeff Mills and seconded by Matt Poyneer to authorize the Supervisor to sign the contract with A+ Computer Services. Motion carried 5-0. IT Security Policy – tabled Cyber Security Insurance – this was tabled until Bob Wallace could attend the meeting. Fence/Concrete blocks between Church Street Apartments and Town This item tabled until facts and figures are compiled E & V Outdoor Pipe Fill –there are no issues now so this item will be put on back burner until the need arises. New Business: Cayuga County Re-Write Proposal for Zoning Ordinance – the county will re-write out zoning ordinance for $13,000. This will take approximately 18 months and will require a committee. Motion made by Matt Poyneer and seconded by Mark Emerson to contract with the county for the Zoning Ordinance re-write. Motion carried 5-0. Truck Ban – Motion made by Jeff Mills and seconded by Mark Emerson authorizing the supervisor to sign the truck ban. Motion carried 5-0. ---PAGE BREAK--- Reports: Highway Department – David Nielens – Written Report Roads & Bridges – Matt Poyneer – covered by Matt Schooley Code Enforcement – Jay Moose – Written Report Buildings & Grounds – Mark Emerson – the parking lot in front of building will be paved in October Dog Control – Lucy Ware – Written Report Youth, Parks & Rec – Jeff Mills – stated that the softball fields had been repaired; and asked where the fence should be put when the school begins their field renovation?? Landfill & Recycling – Mark Emerson – stated that all is running smooth, but there is a rabid racoon running around the landfill. The survey has been completed with only 8 partaking. Suggestions as to how we could get responses were: mailing post cards and having forms available at election time, we will check out with the board of elections. Cemetery – Lucy Ware – 21 burials to date; closing cemetery 11/15/17; stated that the cemetery could use some of the fencing that the school is donating, Planning Board – Dwight Wethey - No Report ZBA Board – Lucy Ware – No report Town Clerk – Charleen Wood – stated hunting license cut off was 10/1 and would be closed until the lottery November 1 for DOE permits. Historian – Michael Riley – No Report Village Liaison – Richard Nielens – all running smooth Veteran’s Memorial – Joe Felice – all work suspended until spring; brick orders will be taken Website – Lezli Parsons/Charleen Wood – stated that the IT issues with the county had been corrected and that our documents had been put on the web.
